The Trophy Club Parks and Recreation Board met in a Regular Session on Monday, August 19, 2024. The meeting was held at Town Hall, 1 Trophy Wood Drive in the Council Chambers. BOARD MEMBERS PRESENT: Dean Murray Chairperson Robert Ferguson Vice Chairperson Patrick Schrein Secretary Dana Kizer Board Member Jennifer Kashner Board Member Jeffrey Eason Board Member BOARD MEMBERS ABSENT: Stephanie Presley Board Member Chuck Hall Board Member STAFF PRESENT: Chase Ellis Director of Parks and Recreation Madison Seil Recreation Superintendent Daniel Wilson Senior Administrative Assistant for Parks and Recreation CALL TO ORDER AND ANNOUNCE A QUORUM Chairperson Murray called the meeting to order at 6:01 p.m. and noted a quorum. PUBLIC COMMENTS No Public Comments were made. REGULAR SESSION 1.Department Updates. Recreation Superintendent Seil provided the board with the following updates: a. A review of the Summer Adventure Camp Program, including participation statistics and overviews of various camp activities. Discussion was held on the method of registration to allow more variation in residents to participate in the future. b. A review of the Community Pool, including it’s Learn-To-Swim program and operational hours leading into the end of the Summer season. c. Upcoming Town events include the Dive-In Movie on August 30th at the Community Pool and Taste of Trophy Club on September 7th at Independence Park East. Director Ellis provided the board with additional updates, including: d. The replacement of the Trophy Club Park ticket entry machine is scheduled for replacement in the near future. The development of the integration software has been finished and the project will be completed with the installation of the new equipment. e. A National Day of Service event will take place at Trophy Club Park on September 14th. Community Page 4 of 29 Parks and Recreation Board Meeting Monday, August 19, 2024 Page 2 of 3 members are encouraged to sign up for the event online at www.trophyclub.org/nods24. 2.Parks Improvement Subcommittee Updates. Board member Kizer provided the board with the following update from the Parks Improvement Subcommittee: a. The Town Council had approved the construction of Option 3 for the Pickleball Project with six dedicated pickleball courts to be constructed at Harmony Park. b. The Parks Improvement Subcommittee will shift their focus to the ongoing Community Pool Renovation Project. The Community Feedback summary conducted by Parkhill will be available for review in October. c. The Subcommittee will plan to meet in October to discuss the progress on the Pool Renovation Project, though a date has not yet been set. Director Ellis added that the Parks & Recreation Master Plan RFP is currently open and accepting bids. The presentation will be due by August 30, with a recommendation put before the Town Council in October. Several board members volunteer to participate in interviews with potential firms. Director Ellis also commented on the proposed timeline for the Community Pool Renovation project. 3.Discuss and consider approval of the Parks & Recreation Board Meeting minutes dated July 15, 2024, and the Special Parks & Recreation Board Meeting minutes dated July 29, 2024. Secretary Schrein motioned to approve the Parks & Recreation Board Meeting minutes dated July 15, 2024, and the Special Parks & Recreation Board Meeting minutes dates July 29, 2024. Vice Chairperson Ferguson seconded the motion. Chairperson Murray called for a vote. The motion passed unanimously (6- 0). 4.Discuss and consider appointment of additional member to the Parks Improvement Sub- Committee. Director Ellis opened the floor to the board and asked if they believed a reorganization of the Parks Improvement Sub-committee was needed to fill the vacant positions on the subcommittee. Director Ellis also commented that Town Staff would be looking for greater involvement from the Parks Improvement Subcommittee as the Town begins to balance several, large-scale projects. The board determined that no change was needed at the moment, and the appointment of the board members to each sub-committee would be left to a later meeting. No action was taken. 5.Future Agenda Items The board requested the following items to be added to a future agenda: a. Summer Adventure Camp Statistics b. Review of the responsibilities of the Parks Board to serve as the Tree Board c. Community Pool Statistics d. Pruning shall be in accordance with ISA's Best Management Practices: Tree Pruning 4)No more than 20 percent of live foliage shall be removed from any tree. 5)Brush shall be chipped and chips shall be spread underneath trees within the tree protection zone to a maximum depth of 4 inches, leaving the trunk clear of mulch. F.TREE REMOVAL 1)Trees preservation requires a commitment to preserving and maintaining retained trees, as well as removal of any unsuited trees within the Project Area. 2)All wood debris from all tree removals at the Project Site is to be chipped and stored on site for use in the tree preservation efforts at the discretion of the Landscape Architect. 3)The limits of all tree protection zones shall be staked in the field and observed by all contractors, 4)Any brush clearing required within the tree protection zone shall be accomplished with hand operated equipment. 5)Trees to be removed from within the tree protection zone shall be removed under the supervision of a Certified Arborist. G.TREE PROTECTION 1)Before beginning work, the Project Manager, Landscape Architect and/or Owner or their agents are required to meet at the site to review all work procedures, access routes, storage areas, and tree protection measures. Any intended construction activities inside the TPZ shall be clearly outlines. 2)Fences shall be erected to protect trees to be preserved prior to construction equipment arriving on the Project Site. Fences will define the specific protection zone for each tree or group trees. 3)Fences are to be maintained and remain until all site work has been completed and final landscape operations begin. Fences may not be relocated or removed without written permission from the Landscape Architect. Fences may be constructed from 6 "T" stakes and orange web fence material 4)All trees to be preserved shall have 4 inches of hardwood mulch applied inside the tree protection zone. This hardwood mulch shall be replenished as necessary to maintain a 4 inch depth. 5)Construction trailers, traffic and storage areas must remain outside fenced areas at all times. 6)Tree roots extend out in a straight, radial direction from the tree much like spokes on a wheel (to a depth generally not exceeding 24"). All underground utilities and drain or irrigation lines shall be routed outside the tree protection zone. If lines must traverse the protection area, they shall be tunneled or bored under the tree. Trenches "airdug" with Air Spade (registered trademark) or similar technology are the exceptions. Irrigation line may routed in any direction outside the dripline of retained trees. Irrigation lines inside the drip-line must be in a straight, radial direction towards the tree trunk and terminate in a dead end sprinkler head no grater than 7 feet from a tree trunk (irrigation lines shall not in any way bisect and therefore damage the "spoke-like" root system). 7)No materials, equipment, spoil, or waste or washout water may be deposited, stored, or parked within the tree protection zone. 8)If unintentional injury should occur to any tree during construction, it shall be reported to the Landscape Architect within six hours so that remedial action can be taken, Timeliness is critical to tree health. The cost of any remedial treatments will become the burden of the offending contracting company. 9)Any grading, construction, demolition, or other work that in expected to encounter tree roots must be monitored by the Landscape Architect.
