07.15.2024 Parks Board Minutes TOWN OF TROPHY CLUB PARKS AND RECREATION BOARD MINUTES MONDAY,JULY 15, 2024;6:00 P.M. The Trophy Club Parks and Recreation Board met in a Regular Session on Monday, July 15, 2024. The meeting was held at Town Hall, 1 Trophy Wood Drive in the Council Chambers. BOARD MEMBERS PRESENT: Dean Murray Chairperson Robert Ferguson Vice Chairperson Patrick Schrein Secretary Stephanie Presley Board Member Jennifer Kashner Board Member Dana Kizer Board Member Jeffrey Eason Board Member BOARD MEMBERS ABSENT: Chuck Hall Board Member STAFF PRESENT: Chase Ellis Director of Parks and Recreation Madison Seil Recreation Superintendent Daniel Wilson Senior Administrative Assistant for Parks and Recreation CALL TO ORDER AND ANNOUNCE A QUORUM Chairperson Murray called the meeting to order at 6:00 p.m. and noted a quorum. PUBLIC COMMENTS No public comments were made. ANNOUNCMENTS& REPORTS 1. Department Updates. Director Ellis provided the board with the following updates: a) A new monument sign was erected at Harmony Park constructed of aluminum with a 15-year warranty with considerable cost savings. New landscaping has been scheduled with the Parks department. b) Though water levels in Grapevine Lake have decreased, they are still roughly 10ft above average. The MX/ATV tracks and trails remain closed.The roads and disc golf course have been cleared of debris and are ready for use. c) Trophy Club Park will host a Community Clean-Up Date on September 11, 2024. Director Ellis will meet with volunteer groups to collect debris brought into the park by flooding. Staff will have "Trash Collection Sets" ready for community members to assist with the clean-up efforts. Recreation Superintendent Seil provided the board with the following updates: a) Trophy Club hosted a TAAF Swimming Circuit Meet on June 29.Swim Team Coach Karen Lewis Parks and Recreation Board Meeting Monday,June 15, 2024 Page 1 of 3 helped facilitate a very successful swim meet. b) Trophy Club Track, a new summer program,just competed in their TAAF regionals meet. c) Trophy Club's Fourth of July Celebration was a success. For the first time, the 5K& Fun Run sold out of registrations.Trophy Club staff are proud to offer the experience to the community. 2. Parks Improvement Subcommittee Update. Board member Kizer provided the board with the following updates from the Parks Improvement Subcommittee: a) The Sub-Committee agreed to engage with McAdams for the proposed Pickleball Courts. b) The Subcommittee will meet on July 17, 2024, with McAdams to evaluate the three solutions the firm has for pickleball courts in Trophy Club. The Subcommittee will present their recommendation to the Board at the next Parks& Recreation Board Meeting. c) Two feedback sessions were held by McAdams in June to collect community thoughts on the pickleball courts. d) Community Engagement for the Trophy Club Pool project will be held on July 29th, July 30", and August 3`d REGULAR SESSION 3. Consider approval of the Parks and Recreation Board Meeting minutes dated May 20, 2024. Secretary Schrein motioned to approve the Parks and Recreation Board Meeting minutes dated May 20, 2024. Board member Kashner seconded the motion. Chairperson Murray called for a vote. The motion passed unanimously(7-0). 4. Discuss the subcommittees and whether they need to continue as a function of the Park Board. Director Ellis provided a summary of the subcommittees and their appointments. Chairperson Murray provided a background of the previous subcommittees and commented on the length of Parks and Recreation Board Meetings when all discussions were held with the entire board as compared to the subcommittees. Board member Eason commented that the entire Parks and Recreation Board should be provided the same information at all times, such as access to RFQ documents. Director Ellis suggested that subcommittee members be changed annually to incorporate all of the board members over time. No action was taken. 5. Special Park Board Meeting 7/29: Pickleball timeline and Parks Board recommendation for Council on 8/12. Director Ellis presented the timeline of events for the McAdams Pickleball project proposed for a Special Parks Board Meeting dated July 29th at 6:00 PM. McAdams had compiled several options to explore for the construction of pickleball courts in Trophy Club. The Parks Improvement Subcommittee will review Parks and Recreation Board Meeting Monday,June 15, 2024 Page 2 of 3 these options and present their recommendation to the Parks and Recreation Board on July 29th for approval to recommend to the Town Council. Board member Presley motioned to hold a Special Parks and Recreation Board Meeting on July 29th, 2024. Secretary Schrein seconded the motion. Chairperson Murray called for a vote. The motion passed unanimously(7-0). FUTURE AGENDA ITEMS No items were presented for future discussion. ADJOURN Board member Presley motioned to adjourn.Secretary Schrein seconded the motion. Chairperson Murray adjourned the meeting at 6:49 PM.
