The Board/Commission is not permitted to discuss or take action on any presentations made concerning matters that are not listed on the agenda. Presentations are limited to matters over which the Board/Commission has authority. Speakers have up to four (4) minutes or the time limit determined by the Presiding Officer. The Trophy Club Parks and Recreation Board met in a Regular Session on Monday, May 20, 2024. The meeting was held at Town Hall, 1 Trophy Wood Drive in the Council Chambers. BOARD MEMBERS PRESENT: Dean Murray Chairperson Robert Ferguson Vice Chairperson Patrick Schrein Secretary Stephanie Presley Board Member Jennifer Kashner Board Member Dana Kizer Board Member Jeffrey Eason Board Member BOARD MEMBERS ABSENT: Chuck Hall Board Member STAFF PRESENT: Chase Ellis Director of Parks and Recreation Madison Seil Recreation Superintendent Daniel Wilson Senior Administrative Assistant for Parks and Recreation CALL TO ORDER AND ANNOUNCE A QUORUM Chairperson Murray called the meeting to order at 6:00 p.m. and noted a quorum. PUBLIC COMMENTS No public comments were made. ANNOUNCMENTS & REPORTS 1.Department Updates. Director Ellis provided the board with the following updates: a) Calendar review of upcoming arks & Recreation events, including the opening of the Community Pool, start of Summer Adventure Camp, Field Trips, and Swim Lessons, as well as an upcoming Movie in the Park. b) The Summer Adventure Camp will visit the Community Pool on Mondays, Wednesdays, and Fridays, and will travel to field trips throughout DFW on Tuesdays and Thursdays. The camp has partnered with Trophy Club business Art by Z to provide classes to the campers on Mondays and Wednesdays. c) The Community Pool has been cleaned and prepared for opening weekend. Issues with the pool lights and landscaping have been resolved with the help of Ed’s Electric and the Parks Maintenance staff. d) Seasonal staffing is headed in a strong direction, noting all positions are on track to be adequately filled as the summer season approaches. The disc golf and hiking trails may open are currently open, and staff is hopeful the ATV/MX tracks will open next week. f) The Harmony Park monument sign is under construction at the moment and should be installed soon. g) The Pickleball contract has been finalized as of last week and Town Staff have developed a timeline with the selected firm to provide continual updates with the Park Board and Town Council. 2.Parks Improvement Subcommittee Update. Dana K. discussed the subcommittee’s work over the last few months. The subcommittee in April was involved in the RFI process for selecting an architect for the Pickleball project and again in May for the pool project and selected Parkhill and Water Technologies INC. Subcommittee will meet sometime in June before the next Parks meeting to discuss the pickleball and pool projects. REGULAR SESSION 3.Consider approval of the Parks and Recreation Board Meeting minutes dated April 15, 2024. Board Member Kashner made a motion to approve the meeting minutes. Vice Chairperson Ferguson seconded the motion. Chairperson Murray called for a vote. The motion passed unanimously (7-0). 4.Discuss and consider a board recommendation of Parkhill and Water Technology Inc. as the architect to engage, design, and provide construction management for Trophy Club Community Pool. Director Ellis commented on the progress of the ongoing Pool Renovations project. The RFQ process has been completed with the award of the project to Parkhill and Water Technologies Inc. The project is currently budgeted for $2.4 million. Parkhill will engage with the community to develop a comprehensive design plan to meet the needs of the pool’s users. Board Member Kizer motioned to recommend to Town Council the engagement of Parkhill and Water Technologies Inc for engagement, design, and construction management for the Trophy Club Pool. Vice Chairperson Ferguson seconded the motion. Chairperson Murray called for a vote. The motion passed unanimously (7-0). FUTURE AGENDA ITEMS Items noted for the next Parks and Recreation Board meeting included: a) Exploring the possibility of the Parks and Recreation Board meeting on a bi-monthly basis.
