CALL TO ORDER AND ANNOUNCE A QUORUM
Mayor Fleury D’Elia called the meeting to order at 5:04 pm announcing a quorum present with
only one Council Member being absent.
The Mayor announced that the Town Council was recessing into Executive Session at 5:04 pm.
EXECUTIVE SESSION

1. Attorney consultation regarding maintenance of common areas
including those within Hogan’s Glen and other HOAs.
RECONVENE INTO REGULAR SESSION AT 7:00 PM
Council reconvened into regular session at 7:01 pm.

2. Discuss and consider aid to Hogan’s Glen HOA and town storm drainage (Mayor
Fleury D’Elia)
A motion was made by the Mayor to give Hogan’s Glen HOA the sum of $75,000 in
exchange for a release of liability for any siltation, filtration, or damage up to the date the
release is signed. The motion was seconded by Council Member Flynn.
The Mayor announced that this issue required an affirmative vote of four (4) to pass.
The Mayor called for discussion.
The following residents addressed the Council on this item:
Pat Currie, 2 Asheville Lane
Kathy Palmer, 40 Cypress Court
Following discussion, Mayor Fleury D’Elia called for the vote.
FOR: Fleury D’Elia, Flynn and Monger
AGAINST: Sheridan and Beach
Motion failed due to lack of four affirmative votes.
Mayor Fleury D’Elia made the motion to give Hogan’s Glen HOA the sum of $24,999 in
exchange for a release of liability. Mayor Pro Tem Sheridan seconded the motion.
Again, the following residents addressed the Council:

After further discussion by the Council, the Mayor made a motion to withdraw the
$24,999 sum. Council Member Flynn seconded the motion. All agreed to withdraw the
motion.

The Mayor made a motion to table this item until the June 13, 2023 Council meeting.
The motion was seconded by Council Member Monger and carried with a unanimous
vote.

Council, each for a term of three (3) years; providing for the confirmation of vote
tabulations; identifying the elected officials and terms of office; authorizing the
issuance of a certificate of election; authorizing the issuance of the canvass for

A motion was made by Council Member Flynn to approve Ordinance 2023-08 and

The Mayor expressed appreciation to Council Member Lamont for his years and service

7. Presentation of Service Award to Mayor Alicia fleury D’Elia (Mayor Pro Tem
Sheridan).
Mayor Pro Tem Sheridan expressed the Town’s appreciation to out-going Mayor Fleury
D’Elia. She was presented with a gavel and a gift basket.
Following comments by each of the Council Members, Mayor Fleury D’Elia gave brief
remarks and left the dais.

8. Presentation of Certificate of Election and Oath of Office; Swearing-In of Mayor
Jeannette Tiffany, Council Member Stacey Bauer, Place 1 and Council Member

Judge Eric Ransleben issued the Oath of Office to Mayor Elect Jeannette Tiffany,
Council Member Place No. 1 Elect Stacey Bauer, and Council Member No. 2 Elect Jeff
Beach.
The newly elected officials were seated at the dais and Mayor Tiffany presided over the
remainder of the evening’s meeting.

Club Drive and SH 114 in the Town of Trophy Club, Denton Council, Texas (M.

Mayor Tiffany opened the Public Hearing and called on Community Development
Director Matt Cox to review the request.
Cox introduced the applicant who addressed the Council and answered questions.
The Mayor closed the Public Hearing at 8:04 pm.

as Trophy Wood Business Center, Block B, Lot 2R2, approximately 2.052 acres
and is generally located at the northeast corner of Trophy Wood Drive and SH
114 in the Town of Trophy Club, Tarrant County, Texas (M Cox).
Mayor Tiffany opened the public hearing at 8:07 pm.
Director Cox introduced Helen-Eve Beadle, Planning Consultant, who requested that
this public hearing remain open until the June 27th Council Meeting when the
updated request would be presented to the Council.
This Public Hearing will remain open until such future meeting.
b) Consider and possibly act on an Ordinance No. 2023-10 on an Amendment to
Planned Development District no. 25 (PD-25) request made by Hutchins
National, LLC to amend Planned Development District-25 (PD-25) to allow for
screened outside storage and signage at 3000 SH 114. The subject property is

procurement of services between Sunbelt Pools and the Town of Trophy club in a

proceeding with a new Certificate of Obligation bond issue to fund road

and south of Balmain Court, trophy Club, Denton County, Texas (M Cox).
A motion was made by Mayor Pro Tem Sheridan to approve item no 15, seconded by
Council Member Monger.
The motion carried with a unanimous vote.

19. Consider and take appropriate action regarding Executive Session (Mayor Tiffany)
Mayor Pro Tem Sheridan made the motion to appoint Mayor Tiffany to the vacant
position on the Public Art Subcommittee, as well as to the vacant position on the Boards
and Commissions Subcommittee. The motion also included the appointment of three
members to the Search Committee for a new Town Manager and Town Secretary which
will include: Mayor Tiffany, Council Member Flynn, and Council Member Bauer.
The motion was seconded by Council Member Monger and passed unanimously.

Background and Explanation:
The Town’s current interest-bearing accounts have an ending market value of $29,530,591 as of
March 31, 2023, which is an increase of $3,631,109 since December 31, 2022. Property tax
revenue is collected primarily in the first and second quarters of the fiscal year. The portfolio is
liquid with a weighted average life of 1 day.
The total average yield for this quarter was 4.49% which is slightly lower than the average rolling
6-month Treasury-Bill yield of 4.73% for the same period.
A substantial portion of the Town’s investments remain placed in the InterBank Insured Cash
Sweep account to take advantage of the fund’s liquidity and the 5.00% yield.
Financial Considerations:
Interest earnings for this quarter total $298,550, this gives the Town a total year-to-date interest
earning of $473,442.

Economic Overview 3/31/2023
The Federal Open Market Committee (FOMC) raised the Fed Funds target range 0.25% to 4.75% - 5.00% March 22nd (Effective Fed Funds are trading +/-4.82%). An additional 0.25% increase is
projected May 3rd. Fourth Quarter 2022 GDP was revised downward to 2.6% (final number). March Non-Farm Payroll saw 236k new jobs. OPEC announced production cuts and Crude Oil
moved up slightly to +/-$80 per barrel. The S&P Stock Index still oscillates on either side of 4,000. In early March, two large US banks and one European bank required bail-outs to prevent wider
financial market disruption. The yield curve shifted lower on broader economic concerns, even with the expectation of additional FOMC rate increases. The Market is now considering lower future
interest rates as early as this fall. Inflation is still over the FOMC 2% target (Core PCE +/-4.7% and CPI +/-6.4%). International challenges add to economic uncertainty.

Background and Explanation:
The Finance Department explored 2 options for an alternative solution for the Town’s Budgeting
and Citizen’s Transparency portal. The department has selected ClearGov as the new partner for
the Town of Trophy Club for this service. The Town’s current agreement for this service will term
9/30/2023.
Financial Considerations:
This item is an annually budgeted item in the Information Services department under software
& support. ClearGov is part of a cooperative purchasing program on BuyBoard under contract#
692-23. The year one amount is $ 27,056.25 ($ 21,645 year 1 and $ 5,411.25 pro-rate for
implementation July 1, 2023 – September 30, 2023). This is a 5 year contract, that will increase
by 3% annually on October 1.

This is an opportunity for the Finance staff to present to Council the proposed calendar for the
FY24 budget process. The calendar will show upcoming dates and activities related to the budget
process. As a reminder the Town approves/accepts the CCPD and EDC budgets, approves its own
budget and tax rate, approves the PID ESD tax rate, approves the PID Infrastructure Service and
Assessment Plan, and the Annual Service and Assessment Plan.

and/or his designee to make personnel salary adjustments, to amend the FY 2022/23 General
Fund Operating Budget by $96,499.
Strategic Link:
Employee Development: Train and retain a skilled workforce.
Background and Explanation:
Town Council established a strategic initiative to train and retain a skilled workforce. To remain
a competitive agency to attract highly qualified new talent and to retain a skilled workforce, Town
Council directed staff to maintain the Pay Plan at the 50th Percentile of our 22 benchmark
agencies. During the January 21, 2023, Council Meeting, staff presented Council with an
overview of the 2023 Compensation Survey results along with salary compression concerns and
salary range placement issues. On February 28, 2023, the Town Council approved the FY2022/23
Pay Plan and personnel salary adjustments. The personnel salary adjustments were limited to a
maximum increase of $10,000 per employee, impacting 14 employees. In an effort to address
the salary compression and salary range placement issues staff is requesting personnel salary
adjustments for the 14 employees.
Financial Considerations:
Total FY 2022/23 general fund cost is $96,499. Funding for the increase in the FY 2022/23
Operating Budget will be appropriated from current year budget savings, resulting in no change
to the current Fiscal Year budget.

Background and Explanation:
Staff is requesting Council approval of changing the vendor for a previously approved Purchase
Order 23-00208. In October 2022, Town Council approved purchase order 23-00208 for
$40,232.00 with vendor Caldwell Chevrolet to replace unit #117, 2013 Ford F150 (Inspections
and Code Enforcement). Recently, Caldwell Chevrolet informed staff that delivery would be an
additional six (6) months and due to supply and inflation of costs, the quote from July 2022 has
increased. Staff is requesting to cancel the Purchase Order with Caldwell Chevrolet and replace
with vendor 5426 Lake Country Chevrolet, an approved vendor through TIPS USA 210907. Lake
Country has a truck available that was ordered by another municipality and recently cancelled.
This truck is ready for delivery and can be purchased for $49,002.00 (increase of $8,770) and
below the FY23 budgeted capital replacement amount of $52,000.
Financial Considerations:
Funding in the amount of $49,002.00 is available for Purchase Order 23-00208 in the FY2023
Approved Budget in the Capital Equipment Replacement Budget ($52,000).

Background and Explanation:
The Streets Department is requesting the authorization and procurement of a Bobcat Mini-
Excavator from Bobcat of North Texas. Bobcat equipment has a sterling reputation in power,
handling, efficiency, and overall service. The acquisition of this versatile piece of equipment will
allow streets staff to do many services in house, such as panel replacements in the streets,
sidewalk replacements, creek work, and storm drain utility repair. This would also prevent time
delays in availability of equipment to rent, time to pick up and drop off, and/or costs of pick up
and drop offs. Excavator will also come with a 60 month/2000-hour power train and hydraulic
warranty. Bobcat is an approved vendor on Buyboard.

Financial Considerations:
Funding for the procurement of the Bobcat Mini-Excavator will require a budget amendment
from the Fund Balance Reserves to go onto the FY23 budget, and split the cost between the Street
Maintenance Sales Tax (25%) for $13,753.57, and Storm Drainage Utility fund (75%) for
$41,260.71. The $55,014.28 will be used to issue a PO for Bobcat of North Texas, and not to
exceed the amount of $60,000 for the requisition of services for FY23. Bobcat vendor, Buyboard
685-22, meets the required Town of Trophy Club Finance Purchasing Policies.

Background and Explanation:
The Streets Department is requesting the authorization and procurement of two (2) Full-Matrix
Solar Message Boards from Dallas/Ft. Worth Lite and Barricade. This would replace two (2) of the
four (4) message boards currently in the Town’s inventory. New message boards will provide
energy-efficient LED display for minimal battery maintenance, display graphically designed
messages and arrow board capabilities, state of the art technology to reduce battery overcharge
incidents, remote programming, and a 5-year warranty. These message boards are used
throughout the year for multiple events (July 4th, Taste of TC, Pet-fest, etc.), notification for
mosquito spraying, construction and traffic alerts, and other outside activities coming through
Trophy Club. DFW Lite and Barricade is an approved vendor on Buyboard (#703-23) and adheres
to the Town of Trophy Club Purchasing Policies.

Financial Considerations:
Funding for the procurement of these message boards will require a budget amendment from
the Fund Balance Reserves to go onto the FY23 budget for Street Maintenance Sales Tax, Capital
Replacement fund. The $37,775 will be used to issue a PO for Dallas/Ft. Worth Lite and Barricade,
and not to exceed the amount of $50,000.

AMENDING CHAPTER 1 “GENERAL PROVISIONS”, ARTICLE 1.03
“TOWN COUNCIL”, DIVISION 2 “MEETINGS AND RULES OF
PROCEDURE”, SECTION 1.03.033 “TYPES OF MEETINGS”, (a)
“REGULAR MEETINGS”, PROVIDING FOR THE INCORPORATION OF
PREMISES; PROVIDING FOR AN AMENDMENT; PROVIDING A
SAVINGS AND REPEALER; PROVIDING A SEVERABILITY;
PROVIDING FOR ENGROSSMENT AND ENROLLMENT; AND

WHEREAS, the Town Council establishes rules and procedures to ensure that
its meetings are conducted in an orderly manner; and
WHEREAS, the Town Council has the authority to generally review and make
changes to its procedural rules as it determines appropriate for the orderly conduct of its
meetings; and
WHEREAS, having reviewed the existing procedures and considering the desire
to conduct orderly and efficient meetings, the Town Council hereby amends the Town of
Trophy Club’s Code of Ordinances, Chapter 1 “General Provisions”, Article 1.03 “Town
Council”, Division 2 “Meetings and Rules of Procedure”, Section 1.03.033 “Types of
Meetings” (a) “Regular Meetings”, serving the best interests of the Town and will assist
with the conduct of orderly and efficient meetings.
NOW, THEREFORE, BE IT ORDAINED BY THE TOWN COUNCIL OF THE
TOWN OF TROPHY CLUB, TEXAS:
SECTION 1.
INCORPORATION OF PREMISES
That the above and foregoing premises are true and correct and are incorporated herein
and made a part hereof for all purposes.

(a) Regular meetings. The Town council shall primarily meet in the council
chambers located at 1 Trophy Wood Dr., trophy Club, Texas, on the second
and fourth Monday of each month and each meeting shall commence at the
time and place posted on the agenda.
SECTION 3.
SAVINGS AND REPEALER
That this Ordinance shall be cumulative of all other ordinances of the Tow affecting rules
of procedure and shall not repeal any of the provisions of such ordinances except in those
instances where provisions of those ordinances are in direct conflict with the provisions
of this Ordinance; whether such ordinances are codified or uncodified, and all other
provisions of the Ordinances of the Town of Trophy Club, codified or uncodified, not in
conflict with provisions of this Ordinance, shall remain in full force and e3ffect.
SECTION 4.
SEVERABILITY
If any section, article, paragraph, sentence, clause, phrase or word in this Ordinance, or
its application to any person or circumstance is held invalid or unconstitutional by a Cour
of competent jurisdiction, such holding shall not affect the validity of the remaining
portions of this Ordinance; and the Town Council hereby declares it would have passed
such remaining portions of the Ordinance despite such invalidity, which remaining
portions shall remain in full force and effect.
SECTION 5.
ENGROSSMENT AND ENROLLMENT
The Town Secretary of the Town of Trophy Club is hereby directed to engross and enroll
this Ordinance in accordance with the Town Charter and by filing this Ordinance in the
Ordinance Records of the Town.
SECTION 6.
EFFECTIVE DATE
This Ordinance shall become effective as of August 1, 2023, and publication as required
by law.

Background and Explanation:
The resolution before the Council relates to providing a Notice of Intention to issue Certificates
of Obligation in an amount not to exceed $7M for the purposes of costs associated with:
o Designing, developing, constructing, improving and renovating Town parks and
green spaces including park and recreation facilities, including sports fields and
the acquisition of land therefor
o Designing, developing, constructing, improving, extending, and expanding streets,
thoroughfares, sidewalks, bridges, and other public ways of the Town, including
streetscaping, street facilities, streetlighting, right-of-way protection, utility
relocation, and related storm drainage improvements; and acquiring rights-of-way
in connection therewith.
o Town public parking facilities located at Town Hall
o Professional services incurred in connection with items.
Upon approval of the resolution the Notice of Intention will be advertised for two consecutive
weeks the first of which will be before June 25, 2023. The ordinance authorizing the issuance is
scheduled to be before Council at the August 14, 2023 meeting at 6:00 pm.
Financial Considerations:
The Town’s Interest and Sinking tax rate of $0.099799 per hundred will remain constant after this
action.65

A RESOLUTION BY THE TOWN COUNCIL OF THE TOWN OF
TROPHY CLUB, TEXAS, AUTHORIZING PUBLICATION OF NOTICE
OF INTENTION TO ISSUE COMBINATION TAX AND REVENUE
CERTIFICATES OF OBLIGATION; AUTHORIZING THE PREPARATION
OF A PRELIMINARY OFFICIAL STATEMENT AND NOTICE OF SALE;
AND PROVIDING FOR OTHER MATTERS INCIDENTAL THERETO
WHEREAS, the Town Council of the Town of Trophy Club, Texas (the “Town”)
deems it advisable to issue certificates of obligation (the “Certificates”) of the Town in
accordance with the notice hereinafter set forth; and
WHEREAS, the Town desires to authorize the preparation of a preliminary
official statement (the “Preliminary Official Statement”) and notice of sale (the “Notice of
Sale”) in anticipation of its issuance of the Certificates; NOW, THEREFORE
BE IT RESOLVED BY THE TOWN COUNCIL OF THE TOWN OF TROPHY CLUB,
TEXAS THAT:
Section 1.The findings, determinations, definitions and recitations set out in
the preamble to this resolution are found to be true and correct and are hereby adopted
by the Town Council and made a part hereof for all purposes.
Section 2.The Town Secretary is hereby authorized and directed to cause to
be published in the manner required by law and in substantially the form attached
hereto as Exhibit A, a notice of the Town’s intention to issue the Certificates (the
“Notice”).
Section 3.The Notice shall be published once a week for two (2) consecutive
weeks in a newspaper that is of general circulation in the Town, the date of the first
publication to be at least forty-six (46) days before the date tentatively set in the Notice
for the passage of the ordinance authorizing the issuance of the Certificates. In
addition, the Notice shall be posted continuously on the Town’s website for at least
forty-five (45) days before the date tentatively set in the Notice for the passage of the
ordinance authorizing the issuance of the Certificates.
Section 4.The Town hereby authorizes the preparation and distribution of a
Notice of Sale, if required, and Preliminary Official Statement relating to the Certificates
and authorizes the Town Manager or the Director of Finance to approve the contents of
and deem final such Preliminary Official Statement within the meaning and for the
purposes of paragraph (b)(1) of Rule 15c2-12 under the Securities Exchange Act of
1934.
Section 5.For purposes of section 1.150-2(d) of the Treasury Regulations,
this Notice serves as the Town’s official declaration of intent to reimburse itself from

proceeds of the Certificates in the maximum principal amount and for expenditures paid
in connection with the projects, each as set forth in Exhibit A hereof. Any such
reimbursement will only be made (i) for an original expenditure paid no earlier than 60
days prior to the date hereof and (ii) not later than 18 months after the later of (A) the
date the original expenditure is paid or (B) the date the project to which such
expenditure relates is placed in service or abandoned, but in no event more than three
years after the original expenditure is paid.
Section 6.The Town’s financial advisor, SAMCO Capital and bond counsel,
Bracewell LLP, are authorized and directed to proceed with the necessary
arrangements for the sale of the Certificates in accordance with the aforesaid Notice of
Sale and Preliminary Official Statement.
Section 7.The Mayor, Town Manager, Director of Finance, Town Secretary,
and other officers and agents of the Town are hereby authorized and directed to do any
and all things necessary or desirable to carry out the provisions of this resolution.
Section 8.This resolution shall take effect immediately upon its passage.

NOTICE OF INTENTION TO ISSUE CERTIFICATES OF OBLIGATION
NOTICE IS HEREBY GIVEN that the Town Council of the Town of Trophy Club,
Texas (the “Town”), will meet at the Town Council Chambers, 1 Trophy Wood Drive
Trophy Club, TX 76262, at 6:00 p.m., on the 14th day of August, 2023, which is the
time and place tentatively set for the passage of an ordinance and such other action as
may be deemed necessary to authorize the issuance of the Town’s Combination Tax &
Revenue Certificates of Obligation, Series 2023 (the “Certificates”), in the maximum
aggregate principal amount not to exceed $7,000,000, payable from the levy of a direct
and continuing ad valorem tax against all taxable property within the Town sufficient to
pay the interest on this series of Certificates as due and to provide for the payment of
the principal thereof as the same matures, as authorized by Chapter 271, Subchapter
C, Texas Local Government Code, as amended, and from all or a part of the surplus
revenues of the Town’s municipal drainage utility system, such pledge of surplus
revenues being limited to $1,000, bearing interest at any rate or rates not to exceed the
maximum interest rate authorized by law, as shall be determined within the discretion of
the Town Council of the Town at the time of issuance of the Certificates, and maturing
over a period not to exceed forty (40) years from the date of issuance, for the purposes
of evidencing the indebtedness of the Town for all or any part of the costs associated
with (i) designing, developing, constructing, improving and renovating Town parks and
green spaces including park and recreation facilities, including the acquisition of land
therefor, (ii) designing, developing, constructing, improving, extending, and expanding
streets, thoroughfares, sidewalks, bridges, and other public ways of the City, including
streetscaping, street facilities, streetlighting, right-of-way protection, utility relocation,
and related storm drainage improvements; and acquiring rights-of-way in connection
therewith, (iii) Town public parking facilities located at Town Hall i(v) professional
services incurred in connection with items (i) through (iii) and to pay the costs incurred
in connection with the issuance of the Certificates. The estimated combined principal
and interest required to pay for the Certificates on time and in full is $10,733,078. Such
estimate is provided for illustrative purposes only and is based on an assumed interest
rate of approximately 4.75%. Market conditions affecting interest rates vary based on a
number of factors beyond the control of the Town, and the Town cannot and does not
guarantee a particular interest rate associated with the Certificates. As of the date of
this notice, the aggregate principal amount outstanding of tax-supported debt
obligations of the Town is $18,398,000. Based on the Town’s expectations, as of the
date of this notice, the combined principal and interest required to pay all of the
outstanding tax-supported debt obligations of the Town on time and in full is
$21,771,124.

Consider and take appropriate action regarding sign placement at Trophy Lake Drive and Trophy
Club Drive (J. Beach/M. Cox).
Background and Explanation:
Last year, Councilman Beach requested adding crosswalk flashers and signage at the roundabout
at Trophy Lake and Trophy Wood Drive to be added to future agenda items. Staff has reviewed
and compared the original signage plans and layout from Teague Nall and Perkins to what is
currently in place. Staff has completed preliminary estimates and cost breakdowns regarding a
few options proposed by Councilman Beach, Teague Nall and Perkins, and Kevin O’Dell (Trophy
Club Streets Supervisor).
Staff Recommendation:
Staff is requesting direction from Council for improving the safety concerns of pedestrians at

Chapter 1 General Provisions
Sec. 1.02.033 Council subcommittee.
At the first meeting in June of each year, the town council shall take action to
designate three (3) of its members to serve on a council subcommittee formed
for the purpose of providing fiduciary oversight of the budget, as well as
providing input regarding the administration of the budget and the budget
process. The subcommittee shall meet with town staff and shall provide updates
to the full council as the budget is developed.
