The meeting was held at Town Hall, 1 Trophy Wood Dr, Trophy Club, TX 76262. The Mayor announced that the Town Council was recessing into Executive Session at 5:04 pm. EXECUTIVE SESSION 1. Pursuant to the following designated section of the Texas Governmental Code, Annotated, Chapter 551 (Texas Open Meetings Act), the Council will recess into Executive Session to discuss the following: 8 2 a) Section 551.071 – Attorney-Client Privilege 1. Attorney consultation regarding maintenance of common areas including those within Hogan’s Glen and other HOAs. RECONVENE INTO REGULAR SESSION AT 7:00 PM Council reconvened into regular session at 7:01 pm. INVOCATION led by Pastor Jeff Brooks, Lake Cities Church of Christ PLEDGES led by Council Member Beach Pledge of Allegiance to the American Flag Pledge of Allegiance to the Texas Flag 2. Discuss and consider aid to Hogan’s Glen HOA and town storm drainage (Mayor Fleury D’Elia) A motion was made by the Mayor to give Hogan’s Glen HOA the sum of $75,000 in exchange for a release of liability for any siltation, filtration, or damage up to the date the release is signed. The motion was seconded by Council Member Flynn. The Mayor announced that this issue required an affirmative vote of four (4) to pass. The Mayor called for discussion. The following residents addressed the Council on this item: Pat Currie, 2 Asheville Lane Kathy Palmer, 40 Cypress Court Following discussion, Mayor Fleury D’Elia called for the vote. FOR: Fleury D’Elia, Flynn and Monger AGAINST: Sheridan and Beach Motion failed due to lack of four affirmative votes. Mayor Fleury D’Elia made the motion to give Hogan’s Glen HOA the sum of $24,999 in exchange for a release of liability. Mayor Pro Tem Sheridan seconded the motion. Again, the following residents addressed the Council: Pat Currie Kathy Palmer After further discussion by the Council, the Mayor made a motion to withdraw the $24,999 sum. Council Member Flynn seconded the motion. All agreed to withdraw the motion. 9 3 The Mayor made a motion to table this item until the June 13, 2023 Council meeting. The motion was seconded by Council Member Monger and carried with a unanimous vote. ANNOUNCEMENTS AND REPORTS 3. Issuance of Proclamation 2023-14 proclaiming June 2023 as Pride Month in Trophy club (Mayor Fleury D’Elia) Mayor Fleury D’Elia made a motion to accept the proclamation as read. Council Member Beach seconded the motion and the motion carried unanimously. 4. Update on community events (T. Jaramillo). Parks and Recreation Director Tony Jaramillo updated the Council on upcoming events: May 20th POW/MIA Ceremony May 27th Memorial Day Ceremony Council Member Flynn thanked Parks and Recreation staff for the recent Arts & Garden Festival. Strategic Link: Employee Development: Train and retain a skilled workforce. Background and Explanation: Town Council established a strategic initiative to train and retain a skilled workforce. To remain a competitive agency to attract highly qualified new talent and to retain a skilled workforce, Town Council directed staff to maintain the Pay Plan at the 50th Percentile of our 22 benchmark agencies. During the January 21, 2023, Council Meeting, staff presented Council with an overview of the 2023 Compensation Survey results along with salary compression concerns and salary range placement issues. On February 28, 2023, the Town Council approved the FY2022/23 Pay Plan and personnel salary adjustments. The personnel salary adjustments were limited to a maximum increase of $10,000 per employee, impacting 14 employees. In an effort to address the salary compression and salary range placement issues staff is requesting personnel salary adjustments for the 14 employees. Financial Considerations: Total FY 2022/23 general fund cost is $96,499.
