CALL TO ORDER AND ANNOUNCE A QUORUM
PUBLIC COMMENTS
This is an opportunity for citizens to address the Board on any matter. The Board is not
permitted to discuss or take action on any presentations made to the
Board. Presentations are limited to matters over which the Board has
authority. Speakers have up to four (4) minutes or the time limit determined by the
presiding officer. Each speaker must complete the Speaker’s Form that includes the
topic(s) to be presented. You may also email bhall@trophyclub.org
REGULAR SESSION
1.Take appropriate action regarding the January 18, 2023 minutes. (S. Edstrom)
2.Discuss and take appropriate action regarding a recommendation to Council to increase
the current stray hold period from 3 days to 5 days and possibly change verbiage to
Section 2.02.001 (b).

3.Discuss and take appropriate action to recommend to Council to change verbiage to
Ordinance Section 2.02.001 (c), “disposition of unclaimed animals.” to reflect transfers to
rescue and specify reasons for euthanasia.

The Board may convene into executive session to discuss posted items as allowed by
the Texas Open Meeting Act, LGC.551.071.
Notice is hereby given that a quorum of the Town of Trophy Club Town Council may be in
attendance at this meeting. The Town Council will not deliberate or take any action.

MINUTES FROM REGULAR SESSION ANIMAL SHELTER BOARD FOR THE TOWN OF TROPHY CLUB LOCATION: 1 TROPHY WOOD DRIVE, TROPHY CLUB, TEXAS Wednesday January 18, 2023 at 6:30 P.M. The Animal Shelter Board for the Town of Trophy Club, Texas, met in a Regular
Session on January 18, 2023. The meeting was held within the boundaries of the Town
and was open to the public. STATE OF TEXAS COUNTY OF DENTON AND TARRANT BOARD MEMBERS PRESENT: Susan Edstrom: Chair/ Municipal Officer

§ CALL TO ORDER AND ANNOUNCE A QUORUM Susan Edstrom called the meeting to order and announced a quorum at 6:33 pm.CITIZEN PRESENTATIONS Citizens are allowed four (4) minutes to address the Board regarding an item over which
the Board has policy or oversight authority as provided by Texas law, the ethics order; or
other policy order. Each speaker must complete the Speaker's Form that includes the
topic to be presented.Regular Session 1.Take Appropriate Action Regarding the September 21, 2022Minutes. A motion was made by Brian to approve the minutes; A second was make by Pam; motion passed unanimously.There were no speakers.

Receive an update from Officer Hall regarding impound and pet registration numbers from the year 2022.Officer Hall gave his detailed report.

RE: Agenda Item #2: Changes to Ordinance 2.02.001 (b)
Original: “Holding period.: Such impounded animal shall be held for a period of not more than three (3)
days if not claimed or surrendered before the three (3) day period.”
Choices of change:
1. …. Such impounded animal shall be held for a period of five (5) days if not claimed or
surrendered before the five (5) day period.
2. …. Such impounded animal shall be held for a period of five (5) days if not claimed or
surrendered before the five (5) day period.
3. …. Such impounded animal shall be held for a period of five (5) days.
4. …. Such impounded animal shall be held for a period of five (5) business days if not claimed or
surrendered before the five (5) day period.
5. …. Such impounded animal shall be held for a minimum period of 72 hours (or less if claimed by
owner.) After such time, retention of the impounded animal will be at the discretion of the
animal shelter board, together with the animal control officer.
6. …. Such impounded animal shall be held for a period of three (3) days if not claimed or
surrendered before the three (3) day period.

Original:
Disposition of unclaimed animals.
At the end of such period, if the animal has not been claimed and the fees
associated with the impoundment have not been paid to the town, the animal is
deemed the property of the town and may be placed up for adoption by the town
or euthanized as determined by the local rabies control authority.
Proposed Changes:
Disposition of unclaimed animals.
At the end of such period, if the animal has not been claimed and the fees
associated with the impoundment have not been paid to the town, the animal is
deemed the property of the town and may be made available for adoption or
placed with a 501c3 rescue. Only in the cases of extreme illness, injury, or
aggression, the town may euthanize the animal as determined by the local
rabies control authority.
