CALL TO ORDER AND ANNOUNCE A QUORUM

Chairperson Rowe called the May 6. 2021 Planning & Zoning Commission to order at 7:00 PM and announced a
quorum.

Citizens are allowed four (4) minutes to address the Board regarding an item over which the Board has policy or
oversight authority as provided by Texas law, the ethics order, or other policy order.
Chairperson Rowe asked if there were any public requests to speak. No public requests to speak were submitted.
REGULAR SESSION
1. Case SUP-21-004 (Aloft Alcohol On -Premises)
a. Conduct a Public Hearing regarding a request made by Aloft Hotel for a Specific Use Permit for
alcoholic beverage sales for on -premises consumption in conjunction with a restaurant use,
located at 96 Trophy Club Drive.
b. Discussion and recommendation regarding a request made by Aloft Hotel for a Specific Use
Permit for alcoholic beverage sales for on -premises consumption in conjunction with a restaurant
use, located at 96 Trophy Club Drive.
Chairperson Rowe opened the public hearing at 7:01 PM.
Town Planner Lisa Payne presented the staff report and was available for questions. There were no public
comments.
Chairperson Rowe closed the public hearing at 7:03 PM.
Chairperson Rowe asked for discussion or a motion. Vice Chairperson Biggs moved to recommend approval,
with a second by Chairperson Rowe. Chairperson Rowe called for a vote. The motion passed unanimously 5-0.
2. Case SUP-21-005 (Aloft Alcohol Off -Premises)
a. Conduct a Public Hearing regarding a request made by Aloft Hotel for a Specific Use Permit for
alcoholic beverage sales for off -premises consumption to be sold from the Aloft market, located
at 96 Trophy Club Drive.
b. Discussion and recommendation regarding a request made by Aloft Hotel for a Specific Use
Permit for alcoholic beverage sales for off -premises consumption to be sold from the Aloft
market, located at 96 Trophy Club Drive.
Chairperson Rowe opened the public hearing at 7:04 PM.

Chairperson Rowe asked for discussion or a motion. Chairperson Rowe moved to recommend approval, with a
second by Commissioner Gibson. Chairperson Rowe called for a vote. The motion passed unanimously 5-0.
3. Case ME-21-001 (Aloft Porte Cochere Sign)
Discussion and recommendation regarding a request for a Meritorious Exception for a proposed
porte cochere sign at Aloft Hotel within Planned Development No. 30, located at 96 Trophy Club Drive.
Town Planner Lisa Payne presented the staff report and was available for questions. There were no public
comments.
Chairperson Rowe asked for discussion or a motion. Chairperson Rowe moved to recommend approval, with a
second by Commissioner Blake. Chairperson Rowe called for a vote. The motion passed unanimously 5-0.
4. Case PP-21-001 (The -Aspen Estates at Trophy, Club)
Consider and take appropriate action regarding a request for a preliminary plat containing 3.370 acres
of land located south of Trophy Club Drive, approximately 230 feet east of Bobcat Boulevard and
approximately 20 feet west of Mossman Lane.
Town Planner Lisa Payne presented the staff report and was available for questions. There were no public
comments.
Discussion included ensuring Parkland Dedication will be addressed in the Subdivider's Agreement, well head
locations and capped status comply with State regulations, and that Council Member Sheridan's notes providing
more information on the well heads will be added to the Final Plat.
Chairperson Rowe moved to approve, with a second by Vice Chairperson Biggs. Chairperson Rowe called for a
vote. The motion passed unanimously 5-0.
5. Case O-AMD-21-001 (Political Signs)
Recommendation regarding proposed amendments concerning political signs to Article 3.09 Signs
in the Town's Code of Ordinances.
Town Planner Lisa Payne presented the staff report and was available for questions. There were no public
comments.
Discussion included the difference between political signs (election specific) and political speech (general support
or opinions not specific to a particular election), whether banners should be allowed on residential property or not,
including a flag with an election date as a political sign, size limitations for flags and banners, and extending
duration of time for political signs to follow what other nearby municipalities allow.

Commissioner Gibson moved to recommend approval, with a second by Chairperson Rowe. Chairperson Rowe
called for a vote. The motion passed 4-1 with Chairperson Rowe being the dissenting vote.
6. Receive Town Planner updates on previous cases heard by the Commission and active development
in Town.
Town Planner Lisa Payne provided a staff update and was available for questions.

Chairperson Rowe called for a motion. Vice Chairperson Biggs moved to adjourn the meeting, seconded by
Chairperson Rowe. Chairperson Rowe called for a vote. The motion was approved unanimously 5-0.
The meeting adjou ned at 7:45 PM.
