Conduct a Public Hearing regarding a request to amend Planned Development district 30 (PD-30), specifically, Aloft Hotel, located on Lot 4, Trophy Club Town Center, a portion of 26.4 acres at the northeast corner of Trophy Club Drive and State Highway 114, to allow the use of Exterior Insulation Finish System (EIFS) on the first floor of a building and as a substitute for required masonry. 2. Consider and take appropriate action regarding a request to amend Planned Development district 30 (PD-30), specifically, Aloft Hotel, located on Lot 4, Trophy Club Town Center, a portion of 26.4 acres at the northeast corner of Trophy Club Drive, and State Highway 114, to allow the use of Exterior Insulation Finish System (EIFS) on the first floor of a building and as a substitute for required masonry. Strategic Link: Infrastructure & Development – Foster a business-friendly environment. Background and Explanation: In March 2016, the Town Council voted to amend PD-30, allowing limited service hotels in the district with fewer than 150 rooms if a Specific Use Permit is granted. PD-30 was also amended to state that front facing facades be composed of 85% masonry, defined as brick, natural and manmade stone, architectural-colored concrete masonry block, both smooth and split-face, stucco using the 3 step process, tile, cast stone, or glass block and cementitious plank and siding utilized in recessed areas only not visible from the street. In December 2018, Council voted to grant Kriya Hotels a Specific Use Permit to develop an Aloft Hotel within the PD-30 zoning district. The limited-service hotel was approved for 132 hotel rooms due to the limitations of the proposed construction and the requirements imposed by Planning & Zoning Commission Page 5 of 14 Meeting Date: Thursday, August 27, 2020 Page 2 of 2 the International Building Code (IBC) that limit the height of buildings with the proposed construction. The SUP required the developer to provide no less than 2,000 square feet of meeting space, select food service, a lobby, a minimum of 300 square feet in each hotel room, and a 24/7 on-site staff. A Site Plan for the hotel was approved in April 2019 showing stucco and Nichiha wood panel siding. The applicant is requesting that the list of materials approved for use in PD-30 be amended to allow the use of EIFS on the hotel. EIFS stands for “Exterior Insulation Finish System.” Because EIFS uses a foam insulator as the primary material, it is not typically classified as a masonry material. EIFS also lacks the durability and color fastness of true stucco, which uses cement plaster. Section II.E.4.g of PD-30 (ORDINANCE NO. 2016-11) permits the use of EIFS within the non- masonry allowance, but limits its use to cornices, top parapets and walls on the second floor and above if the application is exposed from the top. It also states that the EIFS must be hail resistant or protected. The applicant requests to use EIFS on all floors of the building. Public notice was published in the newspaper and sent to those who own property within 200 feet of the subject property, as required by State law. Financial Considerations: Not applicable. Legal Review: This item is currently under review by the Town Attorney. Staff Recommendation: Staff recommends denial of the amendment to PD-30 allowing EIFS on the first floor of the hotel. The applicant, Adam J. Buczek, Skorburg Company, 8214 Westchester Drive Suite 710, Dallas showed a presentation regarding the project and was available for questions (via Zoom Video Conference). Chairman Beach opened the Public Hearing at 8:03 p.m. Richard Ebel, 2016 Churchill Downs Lane, Trophy Club spoke against the rezoning request. Commissioner Biggs asked that a traffic study be considered to show what the density issues might be if developed as presented. Chairman Beach closed the public hearing at 8:38 P.M. Commissioner Blake moved to deny the proposal as recommended by Staff, second by Vice Chairman Rowe. During discussion period prior to vote, Vice Chairman Rowe commented about the lot sizes and density of the project as his reason for voting to deny the request. He stated that he wanted to send a clear message that he believes the lot sizes are too small. He also provided positive input about community outreach, especially to Abbey Moor residents. Chairman Beach called for a vote. The motion was approved unanimously (6-0), for denial of the proposal. 2020-188-T Consider and take appropriate action regarding the December 5, 2019 Planning & Zoning Commission minutes. Chairman Beach asked for questions or corrections. There were none. Chairman Beach called for a motion.
