Animal Shelter Board Page 3 of 11 September 30, 2020 MINUTES FROM REGULAR SESSION ANIMAL SHELTER BOARD FOR THE TOWN OF TROPHY CLUB LOCATION: 1 TROPHY WOOD DRIVE, TROPHY CLUB, TEXAS Wednesday July 1, 2020 at 6:30 P.M. The Animal Shelter Board for the Town of Trophy Club, Texas, met in a Regular Session on July 1, 2020. The meeting was held within the boundaries of the Town and was open to the public. STATE OF TEXAS § COUNTY OF DENTON AND TARRANT § BOARD MEMBERS PRESENT: Susan Edstrom --Chair Dr. Rachel Speed – Veterinarian Sharon David – Municipal Official Brian Hall --ACO, Shelter Operations Pamela Swan – Resident Chuck Hall – Resident CALL TO ORDER AND ANNOUNCE A QUORUM Susan Edstrom called the meeting to order and announced a quorum at 6:31 p.m. CITIZEN PRESENTATIONS Citizens a re allowed three (3) minutes to address the Boa rd regarding an item over which the Board ha s policy or oversight authority a s provided by Texas law, the ethics order, or other policy order. Regular Session 1. 2020-182-T Consider and take appropriate action regarding the Minutes dated December 18, 2019. Susan Edstrom introduced the minutes and Chuck Hall made a motion to approve. Pam Swan made a second to the motion. Motion passed 6 to 0, unanimous approval. 2. 2020-183-T Introduction of new Municipal Officer Sharon David. Sharon David gave a brief history of her employment and back ground with animal rescue group Apollo. Animal Shelter Board Page 4 of 11 September 30, 2020 3. 2020-184-T Receive an update from Officer Hall on shelter animals to date for 2020, as well as year-to-date Register Rover number of pets. Officer Hall gave his report. 4. 2020-185-T Review and accept shelter state inspection performed by Dr. Racheal Speed. Officer Hall introduced the inspection. Officer Hall motion to accept; Chuck Hall made a second; Motion passed 6-0, unanimous approval. 5. 2020-186-T Brief discussion on Pet Fest 2020. Officer Hall discussed supplies purchased for the upcoming October event. ADJOURN Susan Edstrom made a motion to adjourn at 6:42pm. Chuck Hall made a second. Motion passed. (Ordinance 2013-19, sec. 2, adopted 8/5/13; Ordinance 2013-37 adopted 10/7/13; Ordinance 2019-16 adopted 7/23/19) Proposed Changes The town council does hereby create an advisory committee for its animal shelter to be named the “Trophy Club Animal Shelter Advisory Board,” which board shall meet at least three (3) times annually and shall be comprised of at least one (1) licensed veterinarian, one (1) county or municipal official, one (1) person whose duties include the daily operation of an animal shelter, the animal control officer for the town, one (1) representative from an animal welfare organization, and a minimum of two (2), but no more than three (3), residents from the community. Members’ terms shall be staggered as set forth herein, and terms shall expire on September 30th of the designated year. Positions on the board shall be numbered 1 through 6. Position 1 shall serve an implementation term that shall expire on September 30th of 2016 and shall expire thereafter in even-numbered years. The terms of positions 2 and 3 on the board shall also expire in even-numbered years. The terms of positions 4, 5, and 6 shall expire in odd-numbered years. Upon expiration of the implementation term set forth above, all six (6) seats shall be appointed to serve on a regular two (2) year term interval. When you Register Rover, your name, address, microchip number and description of the dog is all placed in a secure database. Our Animal Control Officer (ACO) has successfully returned four animals recently because he was able to find their address by their description and knowing the cross streets where they were found (tags were not on and no microchip). So why wait? For your dog and cat, Town tags are now FREE to residents. Sign up today! When your pet is no longer with you, you can call and ask the ACO to update the database. The two most frequent ways pets get out are: 1. when friends or family visit or that delivery comes and the door is held open just a bit too long. Put your pets in a room or behind a gate during those times. 2. Gates are not shut properly by the pool guy, the lawn guy, the cable guy, etc. Check gates frequently, especially after storms or strong winds or visits by those professionals. For more information, please email AnimalServices@trophyclub.org Animal Shelter Board Page 10 of 11 September 30, 2020 DEFECATION OF ANIMALS ON PUBLIC AND PRIVATE PROPERTY SEC 2.01.009 It is unlawful for any person to fail at promptly removing and disposing of the defecation of their pet(s) either on public or private property. ANIMALS AT LARGE SEC 2.01.010 No domesticated dog is allowed to be unrestrained on any public or pri- vate property, with the exception of Freedom Dog Park. Invisible fences must be registered with the town or the dog roaming without restraint will be considered “at large” and may be impounded. ANIMAL NOISE SEC 2.01.012 Animals are not allowed to cause loud and unusual frequent barking, howling, or other noise for over 15 minutes unprovoked by human contact. F R E Q U E N T L Y A S K E D Q U E S T I O N S : HOW DO WILDLIFE TRAP RENTALS WORK? The Town of Trophy Club loans animal traps for FREE for a one-week period. Simply contact our Animal Con- trol Dept to request a trap. It will be brought to you, set with bait as needed, and picked up when due back. Wild- life is picked up from the traps Mon-Fri using the Non- Emergency Phone Number. WHAT DO I DO IF I FIND A LOOSE DOG? Call the Non-Emergency Number, it will connect you to dispatch and they will notify us. An on-duty officer will be assigned the call and will respond by contacting our ACO, Brian Hall. Pets with tags and/or microchips are reunited with owners that same day. WHAT IS THE LEGAL REQUIREMENT FOR TETHERING? Dogs are not allowed to be left outside unattended by use of a restraint that unreasonably limits the dog’s movements. The restraint must be a length shorter than the greater of 5 times the length of the dog or 10ft. The collar may not be a pinch-type, prong-type, or choke- type. Dogs who are left outside for long periods of time must have an adequately sized dog house and access to water unaffected by hot or cold temperature. WHAT IS THIS WARNING ON MY DOOR? Animal Control has switched to hanging yellow ordinance violation notices on the doors of residences that have had complaints called in and were confirmed by an officer. They are simply warnings and do not mean that you are required to pay a fine or that you will receive any surprise citations in the mail. These notices are warnings and notifications of an ordinance you may or may not have known existed. Tro- phy Club Animal Control is always open to an- swering any questions you may have about wild- life and animal related laws. ORDINANCES you need to be familiar with in Trophy Club WHAT KIND OF SNAKE IS THIS? Our ACO, Brian has a degree in Texas Wildlife, and the guy loves snakes! Do not hesitate to call him for snake identification and or removal as needed. The most common type he finds are Texas Rat Snakes and harmless water and garden snakes. Our main venomous type is the Copperhead. Know what that snake looks like. Rat snakes are often misidentified as Copperheads because of their cop- per/yellow pattern going down their body.
