The Crime Control and Prevention District Board of the Town of Trophy Club,Texas, met in a Regular
Session on Wednesday,June 24, 2020. The meeting was held within the boundaries of the Town and
was open to the public.

CALL TO ORDER AND ANNOUNCE A QUORUM
Board Member J.J. Isherwood called the meeting to order and announced a quorum at 6:00 p.m.
CITIZEN PRESENTATIONS
Citizens are allowed three(3)minutes to address the Board regarding an item over which the Board has
policy or oversight authority as provided by Texas law, the ethics order, or other policy order.
No citizens addressed the Board.
REGULAR SESSION
1. Discuss and take appropriate action regarding the Trophy Club Crime Control and Prevention
District Board Minutes for February 12,2020.
Board Member J.J. Isherwood called for a review of the minutes of the February 12, 2020
Meeting of the Crime Control and Prevention District. The minutes were reviewed and a motion
was made by Fred Lohmann to accept [or table]the minutes as presented. Motion seconded by
Board Member Leo Daniels.
Motion approved by a vote of 5-0.
2. Receive and discuss proposed 2020—2021 budget(Staff)Trophy Club Crime Control and
Prevention District.
Discussion opened by Chief Arata regarding budget of the CCPD. He explained that last year's
budget was very good and it was year one of moving financials out of debt service;this is the
second year of moving money out of the general funds to our CCPD budget. Department
listened to CCPD recommendation and put in overtime at 114 around restaurants and new
development for Special Patrol which gives us extra officers on weekends. We have put in
professional outside services,which is used for Racial Profiling account for Dr. Del Carmen
whose fees have increased slightly from$8,000 to$10,000. This year in capital expense we
asked for one car, but next year we are asking for three cars,this way we get 100%use out of
the CCPD revenue, none will go to debt service. They will use debt service on general fund side;
PD will get to use all of revenue forecast for CCPD side. It will be used for ACO vehicle and two
police cars,which will help the department since over the past 5 years we have had to buy one
car at a time. Question was asked about Tasers and Taser training;Chief explained that all of
that was included in the budget. License plate reader system was explained along with costs,
but no decisions have been made on that as of yet.
At end of budget discussion, Chief asked Board to notice that there was a projection of$121,000
that will go down to$86,000 next year, almost 50%of projected revenue, potentially rolling
about$20,000 into base fund. This budget is close to last year's budget, basically just copying it
with the exception of adding two vehicles instead of one.
Question was asked about revenue during the Covid lock-down period and how it affected the
Town's revenue strength. Mike Erwin introduced himself as the new Town Finance Manager
and explained he expects the Town to stay steady, partly due to online retailers and the point of
delivery sales tax change.
Motion approved by a vote of 5-0.
3. Police Department update.
Chief Arata gave update on Police Department. He stated that until that point the Department
had fared well against the Corona Virus;all precautions were being taken to watch out for
Officers and make sure people stayed as healthy as possible. One position (Tony Simmons) is
open but frozen and two grants have been applied for—one for a special piece of equipment for
testing narcotics and one for a Juvenile Detective position;one other grant was submitted
directly to Governor's office for NIBRS to upgrade software. Chief explained the budget is
basically the same as it was last year—everything was just moved over. The two things
requested,an additional vehicle plus the ACO vehicle was allowed since the CCPD has the funds.
The item asked for in the regular budget was to right size the Departments over-time budget by
$30,000,which was supported. Discussion ensued over license plate readers and the
technology. Chief briefly told Board about protest that was staged in town,that ended up very
well, and cooperation there was from a variety of organizations.

Fred Lohmann. Meeting adjourned at 6:40 p.m.
