PARKS AND RECREATION BOARD MINUTES
Thursday,April 29,2021;7:00 PM
The Trophy Club Parks and Recreation Board met in a Regular Session on Monday, April 29, 2021.

CALL TO ORDER AND ANNOUNCE A QUORUM
Chairperson Nimphius called the meeting to order at 7:04 PM and noted a quorum with Vice Chairperson Bone, Board
Members Murray, Bath,and Fox
PUBLIC COMMENTS
Chairperson Nimphius confirmed there were no speakers registered for Public Comment.
REGULAR SESSION
Consider and take appropriate action regarding the approval of the Parks and Recreation Board
minutes dated March 8,2021.
Chairperson Nimphius asked if board members had reviewed the revised minutes from
March 8,2021. Chairperson Nimphius asked if any changes were needed.
Board Member Bath asked for the previous minutes be fixed where it states"next meeting
will be in November and should be in-person at Town Hall."November should be changed to
April.
Chairperson Nimphius asked for a motion. Board Member Murray moved to approve the
minutes dated March 8,2021,seconded by Board Member Fox.
Chairperson Nimphius called for a vote. Motion was approved unanimously(5-0).
Discuss and provide updates regarding Parks and Recreation projects and ongoing
recreational programs and events.(T.Jaramillo)

Recreation items discussed(Aquatics and Recreation Specialist)included:
1. Winter storm damage repairs were performed at the Community Pool.
2. Capital Improvement projects are under way.The new diving board has been installed.Guard
stands and starting blocks are ordered and we are expected to have those before we open for
the season.
3. We are on track to open the Community Pool on May 29,2021
4. TAAF has decided to move forward with Swim Team.The Swim Team will go to three circuit
meets instead of four. Regions&State will take place this year.State will be held in Corpus
Christi.
5. Swim Lessons are on track;staff is in the process of certifying Swim Instructors.
6. Seasonal positions for the pool are filled.
7. In the process of new promotional pieces for Trophy Club Park.
8. Finalizing 4t'of July plans such as 5k run¶de,$9,000 pledged in our Sponsorship program
9. Goat yoga will begin at the end of May.
Park items discussed(Director Jaramillo)included:
1. Winter storm damage dead shrubs on the medians are in place to be removed.Staff began removing them last
week. However,it will be a slow process as there are a lot to remove,but the process has begun.
2. Sports Agreements are still being revised by the Parks and Recreation Director and plan to take them to Council
for approval soon.The agreements are with TCRYBA, BYFO&GNWSA.
3. Two weeks ago,the Town won an award from Keep Texas Beautiful.A special thanks to Keep Trophy Club Wild,
Trophy Club Rotary, Byron Nelson Environmental Club&our Parks&Recreation Staff.This award is an excellence
award from the Governors achievement awards to Texas Community for outstanding overall efforts to keep their
communities beautiful.
4. Provided an update to Council about Pickleball and will give a second update on the last meeting in May or the
first meeting in June.
1. Discuss and provide recommendation on making the Community Pool available to those residing outside of Trophy
Club.
Chairperson Nimphius asked if Vice Chairperson Bone and Board Member Murray who were a part of the subcommittee
that was created in the March meeting to discuss options for the Community Pool Fees.
Board Member Murray asked to review the spreadsheet that was created to show the economic impact on the
Community Pool.In 2016 we made the decision to close the pool to non-residents.As you can see on the spreadsheet
what happened when that decision was made and as we move on to 2021 it gets worse. Board Member Murray does not
think we will get back to where we were in 2015.
Chairperson Nimphius stated that it does show a gradual decline since the Town moved to residents only and with the
influx of people building pools Chairperson Nimphius does not see this getting any better.Chairperson Nimphius asked if
anyone else had any thought.
Board Member Fox asked what the capacity of the pool was, Director Jaramillo stated that between 600 and 700 people is
the capacity of the pool and we are currently operating at 100%and will be operating at 100 percent this season.
Director Jaramillo wanted to point out that staff is not married opening to residents only.However,staff wanted to
present the figures for the last several of years and find out how the board would like to move forward.

Chairperson Nimphius made a motion to open the Community Pool to non-residents with the exception of holidays that
will remain resident only,seconded by Board Member Murray.
Chairperson Nimphius called for a vote. Motion was approved unanimously(5-0).
2.Discuss and provide and update on the Parks and Recreation Schedule of fees.
Director Jaramillo discussed the current Trophy Club Park Fees.The discussion included fees for residents
and non-residents.We are looking to increase the fees for non-residents only.Director Jaramillo
continued to explain that staff performed a study by comparing ten other facilities like Trophy Club Park
Motocross fee structure.Chairperson Nimphius asked how staff oversaw Trophy Club Park. Director
Jaramillo stated that it is on the honor system from Monday—Thursday and a gate attendant is present
from Friday—Sunday.
Chairperson Nimphius made a motion to recommend to Council to implement the fees as presented to the Board except
for Motocross/ATV fee. Non-resident fees should be$25 during the week and$30 on Saturdays and Sundays.Seconded
by Vice Chairperson Bone.
Chairperson Nimphius called for a vote.Motion was approved unanimously(5-0).
Chairperson Nimphius asked for any future agenda items.
Board Member Fox requested to meet with the committee about the sports agreements.
Chairperson Nimphius would like to meet next month to go over the sports agreements.
Director Jaramillo provided an update that staff is attempting to take over the sponsor program with
TCRYBA.Once we have it implemented there will be another update provided.
Chairperson Nimphius reminded the board the next Parks and Recreation Board meeting be on May 17,
2021 and should be an in-person meeting at Town Hall.
ADJOURN
