The Town Council of the Town of Trophy Club met on Monday,
October 15, 1990 at the Municipal Utility District Building.
The meeting was held within the boundaries of the Town and
was open to the Public.

CALL TO ORDER

Mayor Carter called the meeting to order at 7:00 p.m.
INVOCATION
Chief Don Franklin gave the Invocation.
Chief Franklin introduced the members of the newly
established Trophy Club Police Department. They are David
Miller, Darrell Gee and reserve officers Faith Whitfield
and Brian Chick.
PLEDGE OF ALLEGIANCE
The Trophy Club Police Department led in the Pledge of
Allegiance.

TOWN COUNCIL TO RECEIVE RECOMMENDATION FROM PUBLIC WORKS
COMMITTEE REGARDING THE EAST ENTRANCE AND CONSIDER ACTION.
-Mrs. Julia Luellen, member of the Public Works Committee,
read the following recommendation to the Council:
The Public Works Committee recommends the entrance from T.W.
King road remain open as a temporary entrance with the
understanding it is not an approved legal planned entrance;
but it's being used as one and; further the entrance is
important to our emergency services for the health and
welfare of our residents and as a convenience and; still
further the residents need to be informed that a permanent
solution or entrance is being actively pursued by the
Council.
-Mr. Lou Opipare, Fire Chief of Trophy Club, suggested
closing the T.W. King entrance with metal poles and a chain
so it could be used for emergency purposes. Mr. Opipare
explained that on occasion Indian Creek floods, preventing
emergency vehicles from getting to that side of Trophy Club,
therefore there needs to be some way to be able to access
that entrance on an emergency basis.
-Mr. Toby Bartholow, attorney for the Town, stated that he
feels the Town would be insulated from liability. Mr.
Bartholow pointed out there are exceptions but his law firm
views this to be a remote case. A copy of Mr. Bartholow's
report is filed with the minutes of this meeting.
-Mr. Dan Boutwell, Town Planner, reviewed a document with the
Council that outlined several construction plans the Town
might consider. A copy of Mr. Boutwell's report is filed with
the minutes of this meeting.
Mayor Carter asked if anyone in attendance would like to
speak on the matter. Several residents asked for the street
to be closed citing safety factors. Other residents asked
the entrance be left open for convenience.
Mayor Carter asked the Council if there was any action the
council would like to take.
Council Member Engelbeck stated that at the September 24th
meeting, Mayor Pro Tem Doran stated he would research the
matter of the back entrance on an emergency basis and arrange
to discuss the matter at the next regular meeting. Council
Member Engelbeck asked if Mayor Pro Tem Doran was ready to
discuss the status of his findings or action plan.

Mayor Pro Tem Doran suggested having the attorney research
Mr. Gaubert's letter concerning land dedication and
that a Council meeting be scheduled on October 29th to
discuss the issue.
Council Member Vance suggested placing the speed limit
ordinance on the next agenda to consider lowering the speed
limit on Skyline Drive. He also suggested having the
attorney research the legality of lowering the speed limit on
certain streets.
A lengthy discussion ensued between residents and the Council
concerning an action plan. Mayor Carter outlined
the following action items, and it was the general consensus
of the Council to have the items ready for discussion at the
October 29th meeting:
1.) Have Mr. Bartholow contact the owners of the land from
Trophy Wood Drive to Kirkwood and determine the Town's
Options regarding dedication.
2.) Have the Public Works Committee calculate the cost of a
temporary/permanent road from Trophy Wood to Kirkwood.
3.) Place the speed limit ordinance on the next agenda.
Council Member Sylvia made a motion to immediately close
Skyline Drive from through traffic. Mayor Pro Tem Doran
seconded the motion. Council Members Hill, Engelbeck and
Vance voted against the motion. Motion denied.
Council Members Engelbeck and Hill stated they voted against
the motion because it was impractical and not enforceable.
At this point in the meeting, the Council held a Public
Hearing with the Planning and Zoning Commission. The minutes
of the Public Hearing are filed with the minutes of this
meeting. The regular meeting resumed at 11:30 p.m.
TOWN COUNCIL TO CONSIDER A MERITORIOUS EXCEPTION TO THE SIGN
ORDINANCE, REQUESTED BY THE FIRST BAPTIST CHURCH OF TROPHY
CLUB.
Mr. Walt Wood reviewed the plan for the sign with the
Council.
Council Member Sylvia made a motion to approve the request as
presented, Council Member Vance seconded, motion carried
unanimously.

EXECUTIVE SESSION: The Town Council adjourned into Executive
Session to discuss the following items:
A) Town Council to consider appointing a Chairman to the
Public Relations Committee.
B> Town Council to consider appointing members to the Public
Relations Committee.
OPEN SESSION
No action was taken on appointing a Chairman to the Public
Relations Committee.
Council Member Hill made a motion to appoint Mrs. Kathy Groh
