TOWN COUNCIL REGULAR SESSION MINUTES
TUESDAY, February 9, 2021, 7 PM
The Trophy Club Town Council met in a Regular Session on Tuesday, February 9, 2021. The meeting was held at
Town Hall, 1 Trophy Wood Drive in the Council Chambers.

CALL TO ORDER
Mayor Fleury called the meeting to order at 7:03 pm and noted a quorum was present with Mayor Pro Tern Lamont,
Council Members Wilson, Bone, Monger, and Geraci. Mayor Fleury noted that Council Member Shoffner would not
be present and did provide proper notice. Mayor Fleury announced that tonight the Council is using a new agenda
management system and mentioned some of the new features as well as viewing on YouTube. She asked that
everyone be patient.
INVOCATION
Mayor Fleury asked all to keep the Wright Family in prayer due to their loss of Congressman Ron Wright of Arlington.
The Invocation was delivered by Reverend Cowley who prayed for the privilege and opportunity to give praise to our
Heavenly Father. He prayed that the Mayor, Council, Staff, and Residents have a fruitful meeting and helpful
conversations. He also asked for prayers over those impacted by the Covid19 Virus and for God's presence to be
with all tonight.
PLEDGES
The Pledges to the American Flag and Texas Flag were led by Council Member Wilson.
PUBLIC COMMENT(S)
Mayor Fleury recognized Abby Eskew, First Class Scout representing Troop 70OG in Grapevine who is working on her
Star and Eagle Scout Badges. Ms. Eskew spoke on Golf Cart Safety and noted that accidents had occurred. She
recommended a Golf Cart Safety Program for children at all area Schools and County Clubs. Mayor Fleury thanked
Abby for being proactive on Golf Cart Safety and added that it was great to see young leaders come forward. She
thanked Abby for meeting with her on the Town's Golf Cart Ordinance earlier today.

ANNOUNCEMENTS) AND REPORT(S)
1. Business Spotlight — Optic-Kleer Northwest DFW. (S. Norwood)
Mr. Peter Croshaw, owner of Optic-Kleer Northwest DFW, addressed the Council stating he was a Veteran -Owned
Small Business having served in the Air Force. He noted all the services they offer from replacement/repair of vehicle
glass windows, and windshields, replacement or resurface of headlights (which are not glass), as well as providing
Lane Departure Calibration for vehicles with that feature. He shared their mission is to take a bad day and make it
clearly amazing. His business is located in Northlake as well as provides mobile services when needed. He thanked
the Mayor and Council for the opportunity to share his business services with the community. Mayor Fleury thanked
Mr. Croshaw for his attendance.
2. ISO Rating Presentation from Texas Department of Insurance/State Fire Marshal's Office. (S. Norwood)
Mr. Norwood commented on the importance of this award for Trophy Club, which will be shared publicly with
residents and businesses to understand the importance as well as the benefit this rating will provide by lowering
insurance premiums.
Mr. Jeff Edwards, Senior ISO Field Representative, thanked the Council and congratulated Trophy Club on the major
accomplishment of receiving the new ISO Rating 1 for Trophy Club. He explained the evaluation is based on how the
Town responds to Structure Fires, which in turn helps determine insurance premiums.
The four components evaluated are Communications, Fire Department, Water Supply, which is the single largest
grading category regarding how much water is received through the fire hydrants, and Community Risk Reduction
pertaining to the adoption of fire codes, fire prevention programs, and fire investigation. Over 48,000 country-
wide fire departments have been evaluated, with only 393 having received an ISO Rating 1. This rating will help
residents and businesses receive an insurance premium discount. He also shared the evaluation is performed every
10 years and Trophy Club went from a Class 3 to a Class 1. He touched on the Mutual Aid Agreements that received
15 out of 15 points. He added that it was imperative to have said agreements with surrounding communities. It was
noted that a website has been developed (www.isomitigation.com) that includes a benchmark program for
comparison to other cities.
Mr. Edwards presented the Town of Trophy Club ISO Rating 1 Achievement Award, effective March 1, 2021 to Mayor
Fleury, Chief Taylor and the Trophy Club Fire Department. Mayor Fleury congratulated the Fire Department on this
prestigious achievement and stated the information will be shared with the Community.
Mr. Joel Duke, Interim Public Protection Classification Oversight Officer for the Texas State Fire Marshal's
Office presented Chief Taylor, Mayor Fleury, and the Town of Trophy Club with the State Fire Marshal's ISO Rating
Class 1 Plaque.
Mayor Fleury thanked Messrs. Edwards and Duke for their presence in presenting the awards. Chief Taylor closed
by thanking his Firefighters for their hard work and dedication. He noted that his crews are self -motivated and he
was proud to serve as Chief. He stated that to move from a Rating of 3 to a Rating of 1 is a huge accomplishment
for the Town. Lastly, he referenced the New Fire Department Patch that was designed by the Fire Department with
everyone's input through a logo/uniform committee that was formed to rebrand the Fire Department. He denoted
the two fire axes with the US and Texas Flags along with the maltese cross that also incorporated a golf ball to
represent the Trophy Club Community. The new patch will be seen on the fleet and their uniforms beginning March
1, 2021 which happens to be Chief Taylor's Birthday.

3. Texas Registered Municipal Clerk (TRMC#207) 61' Recertification Recognition to Leticia Vacek from the Texas
Municipal Clerk's Certification Program at the University of North Texas. (Mayor Fleury)
Mayor Fleury presented Leticia Vacek with her 6th Recertification Certificate from UNT's Texas Municipal
Clerk's Certification Program and congratulated her on 30+ years of service. She noted that recertification is
required every 5 years and initially included over 200 hours of home study, four 2 day courses while recertification
involves 72 hours of home study with conference attendance. She added Mrs. Vacek has been a guest speaker
numerous times at the Annual Texas Municipal Clerks Election Law Conference whereas this year's was a hybrid in -
person and virtual conference with 503 registered. Mayor Fleury noted Mrs. Vacek holds an Associates, Bachelor's
and Master Degrees, as well as achieving the Master's Municipal Clerk Certification through the
International Institute of Municipal Clerks, where she currently serves as Regional 4 Director representing Texas,
Oklahoma, Louisiana, Mississippi and Arkansas.
Ms. Vacek thanked the Council for their support, which has helped her serve throughout the years.
4. Take appropriate action approving Proclamation 2021-03 Proclaiming the Month of February as Black History
Awareness Month in Trophy Club. (Mayor Fleury)
Mayor Fleury recognized Reverend Cowley for being present and graciously accepting the invite to read
Proclamation 2021-03 for Black History Awareness Month in Trophy Club. Reverend Cowley stated that he was
proud to read Proclamation 2021-03 as he is a Trophy Club Resident. Council Member Wilson moved to approve
the proclamation. Council Member Monger seconded the motion. The motion carried as follows:

Mayor Fleury reminded everyone of Kindness Awareness Month Trophy Club during the month of February. She
added that kindness should be practiced all year long and encouraged participation in the Campaign For Kindness,
the Virtual Run and all the many activities throughout the schools.

S. Take appropriate action regarding the Town Council Special Retreat Minutes dated January 9, 2021 and Town
Council Regular Minutes dated January 26, 2021. (L. Vacek)
6. Take appropriate action regarding the First Quarter Investment Report for Fiscal Year 2021. (M. Erwin)
Council Member Lamont moved to approve consent agenda items 5, and 6. Council Member Bone seconded the
motion. The motion carried as follows:
AYE: Wilson, Monger, Bone, Geraci, Mayor Pro Tern Lamont, and Mayor Fleury

INDIVIDUAL ITEMS
7. Take appropriate action regarding Ordinance 2021-03 amending the Fiscal Year202O-2021 Budget of the Town
of Trophy Club, Texas appropriate funds related to changes in various departments. (M. Erwin)

Mr. Erwin reported that the Budget Amendment was a clean-up of the Budget. He added that Section 1 reflects
$140,000 that the Council placed in the budget and dispersed throughout the various departments. He stated that
Section 2 pertains to the Police Department's Juvenile Detective Grant while Section 3 is an adjustment for the TIRZ
Fund based on the total payment made. He stated that an extra payment was received from Tarrant County in 2020
from prior years which made the payment slightly higher this year. Section 4 was the Capital Items regarding the
CARES Act Funding received and put the majority towards Public Safety, and Parks & Recreation to improve the
community. Lastly, Mr. Erwin stated that Section 5 was the action Council took on the Public Safety Pay Adjustments.
Council Member Wilson moved to adopt Ordinance 2021-03 as recommended by staff. Council Member Geraci
seconded the motion. The motion carried as follows:

8. Receive Annual Racial Profiling Report. (P. Arata)
Mayor Fleury thanked the Police Department for their efforts and progress made on this matter. Chief Arata
reported that this year again, the Police Department hired Dr. Del Carmen who assisted with Trophy Club's
submission to the State on racial profiling. He also reported that Dr. Del Carmen reviewed their biased based
training. With regards to the submission; Chief Arata stated that they are required to report every car stopped; the
location, the outcome, if there was a search of the car and the outcome of that search. He added that they take that
information one step further to the Officer level and it shows that TC PD is doing their jobs without any prejudice
and are doing their jobs rather well. Mayor Fleury thanked the Police Department forgoing above and beyond what
is required to address this matter and thanked Chief Arata for the report. Mayor Fleury stated that no action was
necessary on said item.
9. EXECUTIVE SESSION
Mayor Fleury recessed the meeting at 7:45 pm to convene in executive session to address the following Item.
Pursuant to the following section of the Texas Government Code, Annotated, Chapter 551 (Texas Open Meetings
Act), the Council will convene into executive session pursuant to Section 551.074 Personnel Matters —Annual Review
of Town Secretary. (Mayor Fleury)
