Minutes Parks 09/21/2020 TOWN OF TROPHY CLUB PARKS AND RECREATION BOARD MINUTES MONDAY,SEPTEMBER 21,2020;7:00 PM The Trophy Club Parks and Recreation Board met in a Regular Session (via ZOOM Videoconference) on Monday, September 21, 2020at7:00PM. BOARDMEMBERS PRESENT: Tiffany Nimphius Chairperson Mindi Bone Vice Chairperson Tom Bath Board Member Kim Farrell Board Member Greg Fox Board Member David Stout Board Member BOARD MEMBERS ABSENT: Dean Murray Secretary STAFF PRESENT: Tony Jaramillo Director of Parks and Recreation Melinda Ciaglia Recreation Superintendent Carly Johnston Aquatics&Recreation Specialist CALL TO ORDER AND ANNOUNCE A QUORUM Chairperson Nimphius called the meeting to order at 7:10 PM and noted a quorum with Vice Chairperson Bone, Board Members Bath, Farrell,Fox and Stout. PUBLIC COMMENTS Chairperson Nimphius confirmed there were no speakers registered for Public Comment. REGULAR SESSION 2020-293-T Consider and take appropriate action regarding the approval of the Parks and Recreation Board minutes dated August 12,2020. Chairperson Nimphius asked if board members had reviewed the revised minutes from August 12,2020. Chairperson Nimphius asked if any changes were needed and none were indicated. Chairperson Nimphius asked for a motion. Board Member Stout moved to approve the revised minutes dated August 12,2020,seconded by Board Member Fox. Chairperson Nimphius called for a vote. Motion was approved unanimously(6-0). 2020-294-T Discuss and provide updates regarding Parks and Recreation Departmental Items including projects at Town parks and ongoing recreational programs and events. Director Jaramillo introduced Aquatics&Recreation Specialist Carly Johnston and provided information on her background. Parks and Recreation Board Monday,September 21,2020 Page 1 of 3 Park items discussed(Director Jaramillo)included: 1. Temporary road repairs were completed in September at Trophy Club Park.Staff is waiting for final approval of a grant to move forward and complete more permanent repairs. 2. New plant material(fall/winter colors)will be installed at all medians. 3. Investigating sponsorship programs with the youth soccer association. 4. OHV decals will now be sold at Town Hall. S. Harmony Park fields will be closed October 12—November 2,2020 in order to install winter rye. Pool items discussed(Specialist Johnston)included: 1. September 27,2020 is last day of pool season. 2. The Community Pool was able to open this season,despite restrictions put forth due to the pandemic.The facility had to limit capacity all season but operations ran smoothly. 3. Pool rentals were not allowed in 2020 season. 4. Lakeside Aquatic swim team is currently renting the pool,Monday—Friday through mid-October(weather permitting)for team practices. S. Winterization of the pool facility will begin after the swim team is finished with their rental. The pools and splash pad will remain winterized until approximately March 2021.At that time,preparation will begin for 2021 season. Board Member Stout asked if the department was able to offer rentals this season;Specialist Johnston stated there were no pool reservations or private parties at the Community Pool this season. Recreation items discussed(Superintendent Ciaglia)included: 1. Bocce ball began September 19th. Kickball began September 16th. Leagues/seasons will run through the end of October(weather permitting). 2. Staff continues to receive submissions for the Veteran's Commemorative Bricks. Bricks that were ordered through August 2020 will be installed by the end of September. 3. Inspire Yoga hosted a free,one hour Flow Yoga session September 19th at Independence Park East;staff received positive feedback and will look to partner with Inspire Yoga for sessions this fall. 4. Pet Fest is set for October 3,2020,9AM-11AM at Freedom Dog Park. 15 vendors have been confirmed in addition to a DJ and photo booth.Vendors will be adequately spread out to help with social distancing,safety signage will be placed throughout the park and guests are encouraged to wear masks while attending the event. 5. Community Night is scheduled for October 10,2020,6PM-9PM at Independence Park East. In-N-Out Burger will be on site providing free burger meals to all registered guests. Popcorn Central and Steele City Pops will also be in attendance selling treats from 6PM-7:30PM.A movie will be shown on Field 7 starting at approximately 7PM. Staff will be running a Facebook poll on the Parks&Recreation Facebook page for residents to help in the choosing of the movie to be shown.Guests are encouraged to register online to secure a free meal and a designated spot on the lawn.Staff will paint designated areas on the lawn to promote social distancing and all guests are encouraged to wear masks while getting food or walking around the event site. Request was made by Chairperson Nimphius to consider lights on fields 5,6&7 on until 10:1513M. Lights will be reviewed and changed by staff. Pickleball items discussed(Director Jaramillo)included: 1. An extension was requested to evaluate the percentage and obtain an accurate number of tennis vs.pickleball players utilizing the existing courts at Harmony Park. 2. Costs involved in converting existing tennis courts to pickleball courts include approximately$29,000 for six pickleball courts,approximately$23,000 for four courts and approximately$19,000 for two courts. The approximate cost per pickleball net is approximately$200-$500 per court.Six pickleball courts is the max number of courts that would currently fit at Harmony Park tennis courts. Tennis play at Harmony Park is first-come,first-served.Designated pickleball times are currently scheduled for Tuesday/Thursday/Saturday(9AM-13AM)in addition to first-come,first-served.Staff is working on modifying the schedule to allow for more set time for pickleball play;the proposed schedule would include morning and evening times. 4. Private lessons are currently being held in two hour increments with one hour in between each lesson. Chairperson Nimphius suggested block scheduling to moving to a block schedule to cover all areas of play. 5. Visual renderings were provided to show six pickleball courts at Harmony Park or Independence Park,four pickleball courts and two pickleball courts. Board Member Bath asked about space between the edge of the courts and fence dividers;Director Jaramillo stated there would be 7-8 feet on each side. Chairperson Nimphius provided an email from a citizen in regards to their interest for more pickleball opportunities. Discussion ensued amongst board members and Director Jaramillo about land resources,available locations,tennis play vs.pickleball play and revenue opportunities with enough pickleball courts.Director Jaramillo requested for further direction for the November Park Board Meeting.Chairwoman Nimphius requested approximate cost of designated pickleball courts at any plot that is available in town. Future Agenda Items and Updates Chairwoman Nimphius asked for future agenda items to be discussed. Board Member Stout asked for an update on Sheldon Park.Director Jaramillo stated staff received direction to add Sheldon Park to the Parks Master Plan;once the master plan is complete,it will be present to the Town Council for Approval.In addition, Director Jaramillo mentioned the park is being mowed and maintained. • Chairperson Nimphius asked for a pool update for the 2020 season;in addition,asking board members to bring ideas and considerations for the 2021 pool season. • Board member Bath asked for consideration of possible locations for new pickleball incremental courts and cost estimates(dedicated pickleball courts and where they might be located). • Chairperson Nimphius asked that staff provide new numbers,if any,on the percentage of court usage,i.e.tennis vs.pickleball,on existing tennis courts.Until then,construct a block schedule for more pickleball use. Chairperson Nimphius reminded the board that there will not be an October Parks and Recreation Board meeting;next meeting will be in November and should be an in person meeting at Town Hall.
