The Planning and Zoning Commission for the Town of Trophy Club met in Regular Session on
Thursday, February 6, 1997 at 7:00 P.M. The meeting was held at the Municipal Utility District
Building, 100 Municipal Drive, Trophy Club, Texas. The meeting was held within the Town
boundaries and was open to the Public.

Chairman Hamper called the meeting to order at 7:00 P.M. noting a quorum was present. He then
welcomed Staff and Guests.
REVIEW FINAL PLAT FOR PHASE ONE OF THE LAKES OF TROPHY CLUB AND TAKE
APPROPRIATE ACTION.
Chairman Hamper asked Mr. Boutwell to review the final plat for the meeting. Mr. BOUtwell
stated the final plat for the Lakes had met the requirements of the preliminary plat. He also noted
the comments addressed by the engineers had been met except one. The staff is working with the
developer and the engineers regarding these concerns.
The developer stated he would bring in a small plat to finish Parkview Drive as requested by the
Town.

Several items were discussed such as the trail system construction; breaks in the brick wall being
wrought iron; landscaping along Trophy Club Drive; lake construction ; and creosote poles will be
used for the 8" pilings for the lake decking.
After the discussion, Commissioner Hill made a motion to approve the final plat as presented for
Phase one for the Lakes of Trophy Club. Commissioner Reed seconded, motion passed
unanimously.
PLANNING AND ZONING COMMISSION TO REVIEW AND DISCUSS INFORMATION
ON GATED COMMUNITIES AND TAKE APPROPRIATE ACTION.
Chairman Hamper reviewed the advantages and disadvantages of gated communities. Trophy
Club is unique and does not need a separate ordinance controlling gated communities. We don't
know how gated communities will affect Trophy Club until we get one up and running.
Commissioner Gilliland does not see that we need a separate ordinance for gated communities in
Trophy Club. There must be some compelling reason to have one.
Commissioner Williams believe our present Zoning Ordinance control gated communities through
the Planned Development portion of the ordinance.
Commissioner Reed does not see gated communities segregating Trophy Club residents so far;
like Fairway Village, etc. He also believes we must offer a mix of uses to the residents.
Commissioner Hill believes the Villas are an excellent gated community.
Mr. Boutwell stated that gating affects mainly when socioeconomic groups are evolved. Gated
communities foster a sense of community. The Knoll as a gated community along with our trail
system helps make for compatible adjacent land use. There is no a lot if any adverse effect on
property values. We are seeing a variation on common gated communities like the Traditional
Village concept presented by Beck.
The Planning and Zoning Commission researched the whole area and went into other Towns.
Every request must come before the Planning and Zoning Commission in a form of a Planned
Development.
Mr. Boutwell will add the above to the Comprehensive Plan to give flexibility and control. Each
item is site specific under a PD. The Planning and Zoning Commission has no desire to see a
proliferation of gated communities in Trophy Club.

REVIEW AND DISCUSS INFORMATION REGARDING POSSIBLE CHANGES TO THE
PSI OF EXPOSED CONCRETE AND TAKE APPROPRIATE ACTION.
Councilman Decker requested the Planning and Zoning look into changing the requirements for
all exposed concrete including driveways. Councilman Decker says that concrete last seven times
longer with the air entrained and the cost is about two cents per yard.
The Commissioners stated that we are in a moderate freeze area and have very little salting
therefore it is an unnecessary requirement. It will not stop cracking. Driveways are also private
property and are controlled by the building code. Trophy Club streets are required to have a 3000
psi per the Town's Design Standards.
No action was taken.
ANY OTHER BUSINESS
A. STEPHEN FISCHER 14 STRAIGHT CREEK COURT
Mr. Fischer did not come to the meeting. This is the last time the Commissioners will put
him on the agenda for the berms in front of the bank and office building.
Chairman Hamper mentioned that the Methodist and Baptist churches will be coming in for
permanent signage.
Ms. Shaw noted that Lakeside will be presenting a drawing for entry signs.
Mr. Boutwell recommends changing the minimum height requirement from 20' to 28' in
Commercial Zoning.
ADJOURN
There being no further business to discuss, Commissioner Hill made a motion to close the P&Z
meeting at 8:40 p.m. Commissioner Reed seconded; motion passed unanimously.
