The Planning and Zoning Commission for the Town of Trophy Club met in Regular Session on
Thursday, November 7, 1996 at 7:00 P.M. The meeting was held at the Municipal Utility District
Building, 100 Municipal Drive, Trophy Club, Texas. The meeting was held within the Town
boundaries and was open to the Public.

Chairman Hamper called the meeting to order at 7:04 P.M. noting a quorum was present. He then
welcomed Staff and Guests.
EXECUTIVE SESSION: PLANNING COMMISSIONERS TO INTERVIEW APPLICANTS
FOR THE OPEN SEAT ON THE PLANNING AND ZONING COMMISSION AND TAKE
APPROPRIATE ACTION.
Chairman Hamper explained the procedures to be used during the interview. Mr. Greg Herr was
the first applicant interviewed. Each Commissioner asked 2 questions of each applicant. The
following are the procedures: each applicant to be separately interviewed in Executive Session;
P&Z Commission will review results and make recommendations to the Town Council; applicants
will be notified after the Council makes its decision; interview applicants in alphabetical order;
limit interview to approximately ten minutes.

A list of the questions asked are attached.
After the interviews were complete, Chairman Hamper asked Commissioner to rank the top two
applicants. The Commissioner Williams made a motion to recommend Rick Gilliland for the
Planning and Zoning position available. Commissioner Reed seconded; motion passed
unanimously.
PLANNING AND ZONING COMMISSION TO REVIEW RECENT DRAFT OF THE
SUBDIVISION REGULATIONS AND TAKE APPROPRIATE ACTION.
After reviewing the regulations, the Commissioners made a few minor changes, one being the final
plat must be at a size of 18 X 24 inches and shall provided by the Developer to the Town for filing
at the County.
Commissioner Cotton made a motion to recommend approval of the Subdivision Regulations
changes to the Town Council. Commissioner Williams seconded; motion passed unanimously.
PLANNING AND ZONING COMMISSION TO RECEIVE PRELIMINARY
PRESENTATION OF THE COMPREHENSIVE PLAN.
Mr. Boutwell reviewed the maps for the Comprehensive Plan and noted he was using the existing
land use map as of November 1, 1996. He covered the planning principle statements. Mr.
Boutwell then discussed the Park Plan and stated he had received input from the Park Committee
and will be meeting with the committee again.
ANY OTHER BUSINESS
Chairman Hamper mentioned a joint public hearing on the November 19th and a P&Z meeting on
the November 21 st.
There being no further business to discuss, Commissioner Hill made a motion to closed the P&Z
meeting at 10:00 p.m. Commissioner Williams seconded, motion passed unanimously.
