The Planning and Zoning Commission for the Town of Trophy Club met in Public Hearing on
Thursday, June 6, 1996 at 7:00 P.M. The meeting was held at the Municipal Utility District
Building, 100 Municipal Drive, Trophy Club, Texas. The meeting was held within the Town
boundaries and was open to the Public.

CALL TO ORDER
Chairman Hamper called the meeting to order at 7:00 P.M. noting a quorum was present. He then
welcomed Clayton Reed to the Commission. Chairman Hamper regretfully accepted the
resignation of Vance Booker. He then welcome staff and guests.
PUBLIC HEARING OF THE TROPHY CLUB PLANNING AND ZONING COMMISSION
TO CONSIDER THE REVIEW AND CONSIDERATION OF A SITE PLAN FOR TWO
TRACTS OF LAND DESCRIBED HEREIN AND FOR A CHANGE IN ZONING FOR A
TRACT OF LAND FROM PD PLANNED DEVELOPMENT FOR RESIDENTIAL
PURPOSES TO A PD PLANNED DEVELOPMENT FOR RESIDENTIAL PURPOSES, ALL
PURSUANT TO THE TOWN'S COMPREHENSIVE PLAN AND COMPREHENSIVE
ZONING ORDINANCE.
1. FOR CERTAIN PROPERTY ZONED PD PLANNED DEVELOPMENT DISTRICT
PURSUANT TO THE TOWN'S COMPREHENSIVE ZONING ORDINANCE,
ORDINANCE NO. 94-09 (THE "COMPREHENSIVE ZONING ORDINANCE"), A
SITE PLAN FOR EACH OF THE FOLLOWING TRACTS OF LAND:
A. LOT 2, THE VILLAGE AT TROPHY CLUB, GENERALLY LOCATED

STORE) WITH A GASOLINE ISLAND.
B. LOT 5, THE VILLAGE AT TROPHY CLUB. THE PROPOSED SITE PLAN
REFLECTS THE USE OF THE PROPERTY FOR CERTAIN
OFFICE/COMMERCIAL USES.
I.A. Chairman Hamper read a letter, submitted by the Developer, withdrawing the
application for lot 2, retail/commercial.
Chairman Hamper then called for a motion to open the public hearing. Commissioner Williams
made a motion to open the public hearing. Commissioner Cotton seconded the motion. The
motion passed unanimously.
2.13. Mr. Hap Baggett of 2208 Canton Street, Dallas spoke for Ms. Marge Carpenter
regarding the site plan for the office building. Mr. Baggett first discussed the office building,
pointing out the lighting and building offsets, landscape buffer and that more parking is provided
than required. He stated he would respond to any questions.
REZONING OF CERTAIN LAND GENERALLY LOCATED BETWEEN TRINITY
LEARNING CENTER AND THE FIRST FAMILY BAPTIST CHURCH; BEHIND
LAKEVIEW ELEMENTARY SCHOOL, ALONG TROPHY CLUB ACROSS FROM THE
BARN, AND CONTAINING APPROXIMATELY 145 ACRES, FROM PD PLANNED
DEVELOPMENT FOR SINGLE-FAMILY RESIDENTIAL PURPOSES TO PD PLANNED
DEVELOPMENT FOR SINGLE-FAMILY RESIDENTIAL PURPOSES.
Mr. Jim Briscoe, Mr. Robie Clark and Mr. Hap Baggett addressed the Commission and presented
"The Lakes of Trophy Club." Mr. Baggett discussed the how the streets curve rather than in a
straight grid pattern. He noted the 13.2 acres for park land were flat farm fields and would be
excellent for game fields. The developer is giving in excess of 35 acres of land for park. The town
will only maintain the 13.2 acres required by ordinance. The rest of the park land will be public
and maintained by the homeowner's association. The developer has created hike and bike trails
located at the back of the lots and not on the streets. The also noted three new lakes will be built.
I will cost $1.23 per acre to operate the open spaces.
Mr. John Harbin of Beck Properties complemented the design; but he felt the site specific density
did not need to be changed to 50 lots. Mr. Harbin wants Briscoe Clark to change the intersections
to tie into his property.

Mr. Pat DiFonzo, 307 Covington, Colleyville, TX, Lakeside Developer, stated he was not
opposed to the plan but concerned. Plantation Homes would like developers to contact everyone
all other developers to view the plan for input before it is presented. Mr. DiFonzo would like to
see a change in density to act as buffers he comments.
Chairman Hamper asked Mr. DiFonzo if he had entered into an agreement with Trophy Joint
Venture on park land dedication because the Planning and Zoning Commission wants equality on
all parts of Trophy Club. Mr. DiFonzo stated he had.
Mr. Doyle Krauss of 549 Indian Creek Drive, withdrew his request to speak.
Mr. Riley Mills of 113 Seminole Drive, stated he like the office building on Trophy Club Drive
but does not like the density of the Planned Development on the 145 acres.
Mrs. Jan Clinkenbeard of 119 Fairway Village Drive, would like to agree with what the other
speakers said. She also pointed out that it was undesirable for any more small lots and decrease
the density on the west side. She felt the concept was fine but please consider the lifestyles in
density.
Mr. Bob Sylvia, Trophy Club Drive, was concerned about the extra homeowners association dues
and tax rate. He felt the town will eventually incur cost of all parks from the homeowners
associations.
Mr. Alex Sanchez of 306 Oakmont Drive, agreed with the architecture and also agreed with
staternents made by previous speakers. He does not want to raise density because we may lose
quality.
There being no one else signed up to speak, Chairman Hamper called for a motion to close the
Public Hearing. Commissioner Cotton made a motion to close the Public Hearing at 7:47 P.M.
Commissioner Reed seconded, motion passed unanimously.
REGULAR MEETING
PLANNING AND ZONING COMMISSION TO CONSIDER A SITE PLAN FOR LOT 2, THE
VILLAGE AT TROPHY CLUB AND TAKE APPROPRIATE ACTION.
Developer withdrew item from meeting.
PLANNING AND ZONING COMMISSION TO CONSIDER A SITE PLAN FOR LOT 5, THE
VILLAGE AT TROPHY CLUB AND TAKE APPROPRIATE ACTION.
Chairman Hamper requested Mr. Dan Boutwell, Town Planner, to review his comments with the
Commissioners. As Mr. Boutwell reviewed his comments, the developer responded to each of the

fourteen items. (See Attached).
Commissioner Schaaf requested additional details for the dumpster enclosure. He also was
concerned with the lighting and wanted to make sure the lights were directed downward.
Commissioner Williams wanted to discuss the existing large oak tree. He felt it should be kept.
The developer responded it would if possible.
Commissioner Cotton made a motion to approve the site plan conditionally; each of Mr.
Boutwell's points must be completed. Commissioner Paige seconded the motion. The motion
passed unanimously.
PLANNING AND ZONING COMMISSION TO CONSIDER REZONING A 145 ACRE
TRACT OF LAND FROM PID PLANNED DEVELOPMENT SINGLE-FAMILY
RESIDENTIAL TO PD PLANNED DEVELOPMENT SINGLE-FAMILY RESIDENTIAL
AND TAKE APPROPRIATE ACTION.
Chairman Hamper again requested Mr. Boutwell to review his comments regarding the planned
development (See Attached). Mr. Boutwell noted the density of the lots met the Planning and
Zoning's goals and objectives. The amenities go hand in hand with the agreed upon higher
densities. This is a function of a planned development.
Chairman Hamper stated the old planned development did not provide any of the trails, etc. the
new planned development provides.
Briscoe, Clark and Mr. Hap Baggett stated the other developers did not provide for any park land
out of the planned development. Mr. Baggett noted there was an increase of 16% in density and
an increase of 300% in private park for the public good.
Mr. Boutwell asked for a development schedule. Mr. Briscoe will provide a development schedule
and changes for all of Mr. Boutwell's comments.
Chairman Hamper made several general comments regarding the development. He noted the lake
area will be in the first phase of development and the newly created lakes as stated by the
developer. Chairman Hamper stated the statements regarding amenities from the developers must
be in writing. He then asked the developer to provide deed restrictions for an exhibit to the
planned development and also the agreement with Trophy Joint Venture.
Chairman Hamper pointed out the corner lots are larger to accommodate garages that do not face
any street. He then asked the developer to consider that there be no exposed wooden fences to
the main streets, no spruce or stockade and please use masonry at corner of each lot.
One last item requested by the Planning and Zoning Commissioner's is no wood be put on

chimneys.
The developer agreed.
After the discussion and question and answer period, Commissioner Paige made a motion to
approve the planned development with all the items discussed being completed prior to presenting
the planned development to the Town Council. Commissioner Cotton seconded the motion. The
motion passed with five commissioners voting in favor and Commissioner Schaaf voting against.
ANY OTHER BUSINESS
There was not other business to be discussed.
ADJOURN
There being no further business to conduct, Commissioner Paige made a motion to adjourn the
meeting at 10:04 P.M. Commissioner Williams seconded; motion passed unanimously.

MEMORANDUM

SUBJECT: Rezoning of 145 acres from PD for Single Family Residential Purposes to
PD for Single Family Residential Purposes.
DATE: June 1, 1996
The applicant has submitted an application for a change in zoning, a graphic exhibit titled The Lakes
of Trophy Club, and Development Standards for the PD therefore, we have reviewed this submittal
as a PD Site Plan as required by Section 26 item H. of the Town of Trophy Club Zoning Ordinance.
Upon review of the above referenced material we offer the following comments:
1. While the applicant addresses common areas in Item I of the Development Standards this
section only states that a landscape plan will be provided to the Town. However, as required
by Section 26, the PD site plan must provide additional detail as follows: The applicant must
provide details regarding the landscaping, Iighting, and or fencing and screening of common
areas. This includes any proposed right-of-way treatments. In addition a schedule of
phasing of these improvements should be provided.
2. The graphic exhibit titled The Lakes of Trophy Club indicates the locations of trees. Are
these existing or proposed trees. The site plan must indicate the location existing trees, their
types and sizes.
3. The Development Standards describe the proposed fencing to be located throughout the PD.
However, a detail drawing showing the various different fencing treatments proposed should
be provided.
4. The Development Standards describe the ingress and egress gated entry locations however a
detail drawing showing these locations as well as any proposed paver treatments must be
provided.
5. The Development Standards address signage in Item O. Indicating that identification signs
are flowed at the entrances of each Village. A detail drawing of these subdivision entrance
signs as well as the proposed locations of said signs must be provided. In addition
paragraph O should be revised to indicate that all signs will be in compliance with the Town
of Trophy Club Sign Ordinance.
6. Theroposed names of streets within the development must be provided. In addition, the
identification of all public and private streets must be shown.

7 The water, wastewater collection, and storm sewer lines; proposed grading and drainage
pattens must be provided for review by the Town engineer.
8. The applicant should correct the the incorrect references to sections of the Zoning Ordinance
on page 4 of the Development Standards in items B numbers 2 and 3 and Item D.
9. Item F Garages on page 8 of the Development Standards indicates that garage doors shall be
a minimum of 20 feet from the front property line. However, the front yard setback
requirement is 25 feet. This discrepancy must be corrected.
10. Item G (d) and item M appears to limit J prohibit satellite dishes in a fashion that may not be
in compliance with Federal Law. We would recommended that these restrictions be removed
from the Development Standards. It may be appropriate to include these types of restrictions
in the deed restrictions.
11. Item H. Fences and Walls (b) (v) Electronic Guard Gates must note that these gates will only
be located on private streets.
12. Item K Utilities must indicate that only gas, water, sewer, and storm sewer utilities will be
permitted in the front Right-of-way. All other utilities must be in the rear yard. However,
the comment that any utility box located in the front yard area must be screened should
remain.

The Developer and User Applicant request that the request for site plan approval be
withdrawn.
At the last minute on Wednesday, June 5, 1996, the Town requested the Developer and
User make changes to their plans.
The Developer and User were more than willing to work through these issues to resolve
them with the Town, and would have done so had the request had been made earlier.
However, due to the lateness of the request, it was impossible to complete the process in
order to meet the original public hearing schedule.
The Developer and User will re&ubmit their plan in the near future.

The location of lighting on site must be indicated on the site plan. —�

The location of the screening fence required by the PD district for this property.
Ordinance No. 95-20 the PD district in which this site is located has been provided along
with the site plan for review. However, Exhibit "B" - PD Site Plan only shows four lots, not
the five lots recently platted. The most recently approved revisions should be reflected in all
material submitted. In addition, several pages (5, 9 and 12) are missing from the material
submitted.
The design of the ingress and egress drives do not agree with Exhibit B - PD Site Plan.
The PD site plan indicates islands dividing these drives.
The original PD site plan indicated the dumpster location further to the rear of the property.
The original PD site plan indicated the provision of access to the property to the west at the
rear of this site.
The height of the proposed structure must be indicated on the site plan.
The site plan states "signage per dev, req'mts" However, page 10 of 12 of Exhibit C says
"Pri r to issuance of a building permit the land or any part thereof, an overall sign plan,
=panying the final site plan for the land, shall have been approved.
Several engineering elements are required at the time of site plan submittal. Submittals
indicateing the proposed water, wastewater, collection and storm sewer lines, grading and
drai age patterns must be submitted to the Town engineer for review.

clusters their size and type must be provided.
` 13. The site plan shows a 15 foot utility easement located across the front of this site adjacent to
10 the parking spaces provided across the front of the site. However, the 8 inch water line and

C14. The dimensions of distances of the strucure to property lines must be provided on the site
plan.
