The Town Council of the Town of Trophy Club, Texas met in
regular session on Tuesday, June 16, 1992. The meeting was
held within the boundaries of the Town and was open to the
Public.

CALL TO ORDER

Mayor Pro Tem Hill called the meeting to order at 7:00 p.m.
INVOCATION
An Invocation was given by Council Member Moore.
PLEDGE OF ALLEGIANCE TO THE AMERICAN AND TEXAS FLAGS
The pledge of allegiance to the American and Texas Flags was
led by Council Member Glaspell.

CONSENT AGENDA
The next order of business was for the Town Council to
consider the consent agenda. Mayor Pro Tem Hill asked if
there was any member of the Town Council who wished to remove
the Minutes of the May 19, 1992 Council Meeting from the
consent agenda for full discussion.
Council Member Engelbeck made a motion to approve the Minutes
from the May 19, 1992 meeting; consent agenda item A. Council
Member Moore seconded the motion. Motion passed unanimously
by Council Members present at the May 19, 1992 meeting. Mayor
Pro Tem Hill abstained due to his absence from the May 19,
1992 meeting.
The approved items are as follows:

TOWN COUNCIL TO CONSIDER A RESOLUTION CALLING A JOINT PUBLIC
HEARING WITH THE PLANNING AND ZONING COMMISSION TO CONSIDER
AMENDMENTS TO THE TOWN'S 1987 COMPREHENSIVE PLAN AND TO THE
COMPREHENSIVE ZONING ORDINANCE.
Mayor Pro Tem Hill asked Ms. Shaw if all legal requirements
and notices had been met for the Public Hearing. Ms. Shaw
indicated all requirements had been met.
Council Member Glaspell made a motion to approve the
resolution calling a joint public hearing with the Planning
and Zoning Commission to consider amendments to the Town's
1987 Comprehensive Plan and to the Comprehensive Zoning
Ordinance. Council Member Stoltz seconded; motion passed
unanimously.
PUBLIC HEARING: TOWN COUNCIL TO CONDUCT A PUBLIC HEARING
CONCERNING AMENDMENTS TO THE TOWN'S COMPREHENSIVE PLAN AND
COMPREHENSIVE ZONING ORDINANCE.
Chairman Mike Hamper opened the Planning and Zoning meeting
and described the purpose of the Public Hearing. Commissioner
Paige made a motion to open the Public Hearing on the
Comprehensive Land Use Plan and amendments to the
Comprehensive Zoning Ordinance. Commissioner Schaaf seconded,
motion passed unanimously.
Council Member Moore made a motion to open the Public Hearing
on the Comprehensive Land Use Plan and amendments to the
Comprehensive Zoning Ordinance. Council Member Glaspell Page

seconded; motion passed unanimously.
Town Planner, Dan Boutwell, explained the changes to the
Comprehensive Land Use Plan. Chairman Hamper stated the plan
was developed from an outgrowth of joint meetings with the
Town Council and from the citizen survey.
Mrs. Jan Clinkenbeard requested several additional areas for
larger lots around the golf course be considered.
Mrs. Kay Pratt asked about the effect of larger lots when an
Additional nine holes of golf are developed. Mr. Boutwell
stated larger lots were a good buffer along the golf course
and consistent with the Comprehensive Land Use Plan. Mrs.
Pratt stated people were looking for quality low maintenance
housing.
Chairman Hamper asked for a concensus of the Planning and
zoning Commissioners to accept Mrs. Clinkenbeard's suggestion
for additional larger lots around the golf course area known
as Huntington Ridge. The Commissioners agreed.
Commissioner Schaaf made a motion to close the Public Hearing
on the comprehensive Land Use Plan. Commissioner Kardish
seconded; motion passed unanimously.
Council Member Engelbeck made a motion to close the Public
Hearing on the Comprehensive Land Use Plan. Council Member
Moore seconded; motion passed unanimously.
TOWN COUNCIL TO CONSIDER ORDINANCE 92-17 AMENDING THE TOWN'S
1987 COMPREHENSIVE PLAN AND TAKE APPROPRIATE ACTION
Commissioner Kardish made a motion to recommend to the Town
Council the approval of the Comprehensive Land
Use Plan as amended to reflect additional Estate Residential
Land. Commissioner Schaaf seconded; motion passed
unanimously.
Council Member Glaspell commented on the need for an
additional Park site in eastern portion of Trophy Club.
Council Member Glaspell made a motion to approve and adopt
Ordinance 92-17 the Comprehensive Land Use Plan as amended.
Council Member Stoltz seconded; motion passed unanimously.
The Public Hearing on additional zoning followed.

COMPREHENSIVE ZONING ORDINANCE AND TAKE APPROPRIATE ACTION
Chairman Hamper stated the Planning and Zoning Commission
requested the deletion of Mobile Home/Modular Home District
from this Public Hearing due to the lack of completion.
Additional research and information is being sought.
Therefore, no questions will be entertained at this hearing
regarding a Mobile Home/Modular Home District.
Mr. John Hill, Town Attorney, explained the State Law does
not allow towns and cities to discriminate against HUD code
manufactured homes. This is a mobile home constructed after
1976 according to Federal Standards. If the Town does not
address this, an individual would be able to place a mobile
home in a low density residential area. He also stated the
Deed Restrictions prohibit mobile homes. Chairman Hamper
noted the Town does not enforce Deed Restrictions.
Chairman Hamper then asked Mr. Boutwell to describe the three
new zoning districts.
After a question and answer period, Commissioner Paige made a
motion to close the Public Hearing on new zoning districts,
R15, Neighborhood Services, and Professional Office District
for the Planning and Zoning Commissioners and continuing the
Public Hearing on Mobile Home/Modular Homes District until
August 6, 1992. Commissioner Schaaf seconded; motion passed
unanimously.
Commissioner Paige then made a motion to recommend to the
Town Council to approve ordinance 92-18 amending the
comprehensive Zoning Ordinance to include the new zoning
districts excepting the Mobile Home/Modular Home District.
Commissioner Schaaf seconded; motion passed unanimously.
Council Member Glaspell made a motion to close the Public
Hearing on the new zoning districts, R15, Neighborhood
Services, and Professional Office District and continuing the
Public Hearing on Mobile Home/Modular Homes District until
August 6, 1992. Council Member Stoltz seconded; motion passed
unanimously.
Council Member Moore made a motion to adopt Ordinance 92-18
amending the Comprehensive Zoning Ordinance to include the
new zoning districts excepting the Mobile Home/Modular Home
District. Council Member Engelbeck seconded; motion passed
unanimously.
Chairman Hamper thanked the townspeople for their interest
and attendance at the meeting. He then thanked the Page 5,

Commissioners and Town Council Members for the numerous hours
devoted to the project. Chairman Hamper also thanked Mr. Dan
Boutwell, Town Planner and Mr. John Hill, Town Attorney, for
their participation. He informed the audience of the yeomans
job the Town staff does for the citizens.
Mayor Pro Tem Hill thanked Chairman Hamper and the
Commissioners for their time and efforts on the Comprehensive
Land Use Plan and new Zoning Districts.
Commissioner Paige made a motion to adjourn the Planning and
Zoning's meeting at 8:10 p.m. Commissioner Schaaf seconded;
motion passed unanimously.

PRESENTATIONS BY CITIZENS
There were no presentations by citizens.
STAFF AND COMMITTEE REPORTS
Mr. John Hill, Town Attorney, updated the Council on the East
Entrance. Mr. Hill placed a call to the FDIC on Monday and
was told the property would close on July 23, 1992. A
substantial amount of earnest money was received for the
property. Mr. Hill discussed the possibility of obtaining the
easement for the back taxes owed on the property with the
Town's Tax Attorney. The Tax Attorney is investigating the
possibility.
MIKE HAMPER TO ADDRESS THE COUNCIL CONCERNING PLANNING AND
ZONING MATTERS
Mr. Hamper had nothing to discuss at this time.
PRESENTATIONS BY COUNCIL
Council Member Engelbeck requested an update on the front
monuments. Ms. Shaw stated several Garden Club members were
planning to weed the monuments on Friday, June 26, 1992 at
6:00 P.M. Any help would be appreciated.
Mayor Pro Tem Hill requested an update on recycling. Ms. Shaw
noted the Public works Committee is continuing to work on
recycling. The Public Works meeting was cancelled due to
members being out of town.

Council Member Glaspell made a motion to approve the May
Financial Reports. Council Member Moore seconded; motion
passed unanimously.
EXECUTIVE SESSION
The Town Council adjourned into Executive Session at 8:32
p.m. to consider:
A. Town Council to Consider Appointing Members To The
Public Safety Committee
B. Town Council to Consider Appointment of Town
Treasurer
C. Town Council to Consider Appointment of Chairman of
Finance Committee
OPEN SESSION
Council reconvened into open session at 8:48 p.m.
Item A. Council Member Moore made a motion to appoint Mrs.
Karen Karlis to the Public Safety Committee. Council Member
Engelbeck seconded; motion passed unanimously.
Item B. No action was taken.
Item C. No action was taken.
ADJOURN
Council Member Engelbeck made a motion to adjourn the meeting
at 8:50 P.M. Council Member Glaspell seconded; motion carried
unanimously.
