The Planning and Zoning Commission of the Town of Trophy Club
met in Regular Session on Monday May 19, 1986. The meeting
was held at the Municipal Utility District Building. The
meeting was held within the boundaries of the Town and was
oper to the Public.

CALL TO ORDER
Chairman Tyres called the meeting to order at 7:10.
CONSIDERATION OF PROPOSALS FROM FREESE AND NICHOLS
Chairman, Tynes reviewed two proposals from Freese and Nichols
for work on Subdivision Regulations and Street and Storm
Drainage Design Standards. He pointed out that if the
Commission approves these proposals, they will be sent to the
City Council as recommended by the P & Z.
Commissioner Kemp made a motion to approve the proposals for
Subdivision Regulations in the amount of $12,500.00 and
Street and Storm Drainage Design Standards it the amount of
$11,500.00. Commissioner Clinkenbeard seconded the motion,
the motion carried unanimously.
A proposal for General Consulting was on the agenda which
would cover items such as Mr. Boutwell's' time at the
meetings and other items not covered under a specific
proposal or task. Mayor Carter explained that this general
consulting would be at the standard rate Freese and Nichols
has been charging the City. This proposal will be forwarded
to the Council for review also.

PRESENTATIONS: GOALS AND OBJECTIVES COMMITTEE REPORTS
RESIDENTIAL: The Residential Committee had stated in their
introduction to the report that according to official and
unofficial surveys, the residents felt that Trophy Club was
initially and should continue to be characterized as a
"bedroom community" or more specifically, a single family,
residential community consisting of individual (unattached)
dwellings on lots of no less than 12,000 square feet.
The committee felt that although an R-10 Ordinance was
already in place, no further zoning of this type should be
granted in the City of Trophy Club.
The committee outlined requirements for two categories of
homes. They are "Single Family Low Density" and "Single
Family Special Residential". A copy of the report is filed
with the minutes of this meeting.
MOTION: Commissioner Clinkenbeard made a motion recommending
the report be sent to the Council as written, Commissioner
Hamper seconded.
FOR: Commissioners Clinkenbeard, Hamper, Reuss and Goodin.
AGAINST: Commissioner Kemp
PARKS AND RECREATION
The Committee developed goals and objectives for parks and
recreation areas within the town. If they are approved to be
incorporated into the Master Plan, it would provide a system
of parks, recreational area, and open space that is
compatible with the environment and conducive to the various
neighborhoods within the community. A copy of the full report
is filed with the minutes of this meeting.
MOTION: Commissioner Kemp made a motion recommending the
report be sent to the Council as written, Commissioner Goodin
seconded.
AMENDMENT: Commissioner Reuss made a motion to amend
Objective 1 on page 1 to require park, recreation and open
space dedication by the developer during the master planning
process based upon 15 acres per 1,000 of total projected
population in the Town. Commissioner Clinkenbeard seconded.
FOR THE AMENDMENT: Commissioner's Hamper, Reuss, Clinkeribeard
and Goodin,
Abstain: Commissioner Kemp

Commissioner Reuss offered an additional amendment. This
amendment would be added as policy 1.4. "The Town will
require the dedication by the developer based on population
as of the date of the formulation of the Master Plan, based
on 2.7 people per dwelling unit, based on zoned densities.
Commissioner Kemp seconded, motion carried unanimously.
VOTE: The Commission voted unanimously to send the Parks and
Recreation Report as amended to the Council.
COMMERCIAL COMMITTEE
Ms. Joann Waddel gave a slide presentation outlining the
report for the commercial committee. The committee
recommended limiting commercial uses to what is already in
place such as the sales office, club, planned cable, etc. The
committee also suggested down -zoning the 55 -acre plat on Hwy.
114 and the 13 acre plat on Trophy Lake Drive to something
other than commercial.
Commissioner Goodin expressed concern over possible law suits
from the developer since the council has already zoned these
tracts commercial.
Commissioner's Kemp and Clinkenbeard expressed concern over
the ,commercial ordinance that was passed in December by the
Council. They felt that some of the uses that are allowed in
the ordinance were unacceptable.
VOTE: Motion to send the report to the Council as written.
FOR: Commissioner's Reuss, Hamper, Kemp and Clinkenbeard
AGAINST: Commissioner Goodin
COMMUNITY FACILITIES
The Community Facilities Committee addressed items such as
public buildings, utilities, schools and transportation.
A copy of the report is filed with these minutes.
Commissioner Reuss made a motion to approve the report as
written, Commissioner Hamper seconded.
Commissioner Clinkenbeard brought up the fact that a
statement had been left off of the report. It reads:
Improve the overall traffic circulation based on the needs of
residential, commercial and recreational uses and avoid
traffic impacts on residential areas and to protect the
integrity of the golf course.
The section dealing with the golf course was omitted but will

be added back in the report.
Commissioner Clinkenbeard made a motion to delete Policy 2.4
that states " The Town shall require sidewalks on all major
thoroughfare collector streets and heavily travelled streets
as defined by traffic flow". Commissioner Reuss seconded,
motion carried with Commissioner Kemp opposing.
VOTE: On motion to send the report to the Council as amended.
FOR: Unanimous
SIGN ORDINANCE
Commissioner Kemp suggested the following outline for a sign
ordinance:
1. Signs shall be defined in applicable ordinances.
2. Real estate signs: May have one real estate sign in the
front yard being advertised.
3. Political Signs: May have political signs but they must be
removed 72 hours fallowing the election.
4. Any other sign not specifically allowed is prohibited.
Some items the Commission would like to see in the sign
ordinance are:
Official signs: Shall be deemed to mean any sign erected by
a governmental agency or at the direction of a governmental
agency.
Real estate signs: 4 feet square measured on each side of a
two sided sign. Height for these signs will not exceed 3
feet.
Zoning signs are considered governmental signs.
Any sign not specifically permitted are prohibited.
Fine shall be per sign per day.
No banners or flags will be permitted.
Chairman Tynes stated that these are guidelines that will be
given to the attorney to draft a preliminary ordinance for
the commission to review.
Commissioner Clinkenbeard stated that she had received an
emergency call from Julian Jones, a resident of Trophy Club,

asking the commission to place an emergency moratorium on
fences in drainage easements. Mr. Jones and his neighbors
have had extensive drainage problems in their area.
Mayor Carter stated that he would follow up on this matter
with Mr. Jones.
