The Parks & Recreation Board of the Town of Trophy Club, Texas, met in a Regular
Session on Tuesday, January 10, 2012 at 7:00 p.m. The meeting was held within the
boundaries of the Town and was open to the public.

Call to order and announce a quorum.
Chairman Lentzner called the meeting to order at 7:05 p.m. noting a quorum was
present.
Citizen Presentation
1. Chairman Lentzner welcomed Stacey Everett as a regular Board Member
2. Discuss and take appropriate action on the approval of the December 13,
2011 minutes.
Board Member Abdulky motioned to table approval of the December 13,
2011 minutes. Board Member McCollister seconded. Motion passed
unanimously.
3. Discuss and provide input concerning sports agreements with the various
youth sports associations.
Director Adams and Chairman Lentzner reviewed an outline of points that
could be included in the sports agreement that staff is preparing for each
of the sports associations.
Sports User Agreement: for the new game fields only and annual fees
determined by town staff. Fields can be rented for private use &
tournaments are a huge opportunity to market our town! I.E. World
Series baseball rental revenue is up 700% for 1 week season. S.U.A.
allows staff to effectively maintain town properties, open up field
space allowing the town to rent the fields for private use or
tournaments, form on-going partnerships with various associations,
regulate and control the use of town fields, establish both practice and
game season start & ends dates, allows associations to use the town
facilities for a flat fee and create tournament fees outline the town's
financial expectations for tournament play by associations and private
groups, establish insurance specifics and maintain guidelines, allows
staff or designees to have a seat on association's board, establish
lighting control measures, and identify public and private equipment.
Main benefits of S.U.A.'s are revenue generator, control electrical
costs, and positive economic impact to our town. Trophy Club is about
Recreation Organization first, and then Recreation/Select teams
second. To offset the costs of concession stands, league flat fee of
$10.00 per kid.
4. Discuss and provide input concerning various park projects utilizing the
remaining bond monies.
Director Adams reviewed 8 projects: small splash pad, replacement
playground at Harmony Park, tennis court lights at Harmony Park, multi-
use field lights at Independence East, playground at Independence East,
trail improvements at TCP, fishing pier (study), recreation/comm unity
center study.
5. Trails Sub -committee and staff to update the Board concerning current
progress within Trophy Club Park.
Board member Trotter shared a brief summary of the progress within
TCP. Trails have been mowed, some "911" posts have been installed, 2
kiosks installed: TW King and MUD, moved "garden" kiosk to a spot with
higher visibility. Things that the committee has on the "to do" list: install
kiosk at Skyline Park, gather information for the kiosks, signage at
Harmony Park — directing people to MUD trailhead, a couple of trails need
to be cleaned, consider locking gate at MUD trailhead to deter
trespassing and "off road" vehicles.
6. Discuss and provide input on the possibility of Board and various sub-
committee members writing articles for the Town magazine ("The
Discover")
Director Adams welcomed and encouraged the Board to submit articles
for the magazine.
7. Staff update on the following:
a. Trophy Club Park
Staff is looking into cost estimates on the road, repainting a few of the
picnic tables, researching trash cans, researching possible Christmas
light displays, and moving toward a business plan.
b. Independence Park
Majority of trees have been planted. Project is close to completion.
c. Harmony Park
Fields are looking good, and recovering well.
d. Freedom Park
Water has been out -of -order due to freezing weather.
e. Linear Park North
Engineering will likely be needed to find a solution to the slopes.
f. Future Council presentations
A general Parks and Recreation presentation will be done on February
20, 2012.
g. Parkland dedication
Scheduled for January 23, 2012 Council Meeting.
h. Annual MUD presentation
Scheduled for February 2012. Director Adams will send Board Members
the exact date.
