Minutes Parks 04/10/2012MINUTES OF A REGULAR PARKS & RECREATION BOARD MEETING FOR THE TOWN OF TROPHY CLUB LOCATION: 100 MUNICIPAL DRIVE, TROPHY CLUB, TEXAS TUESDAY, April 10, 2012 7:00 P.M. STATE OF TEXAS COUNTY OF DENTON The Parks & Recreation Board of the Town of Trophy Club, Texas, met in a Regular Session on Tuesday, April 10, 2012 at 7:00 p.m. The meeting was held within the boundaries of the Town and was open to the public. PARKS AND RECREATION BOARD MEMBERS PRESENT Larry Lentzner Chairman David Abdulky Vice Chairman Glenn Hurst Secretary Stacey Everett Board Member Louis Hocker Board Member Chris McCollister Board Member - arrived at 7:46PM Tom Mills Board Member Dean Murray Board Member - arrived at 8:12PM Robbie Thomas Board Member Kathy Trotter Board Member PARKS AND RECREATION BOARD MEMBERS ABSENT Jim Hanna Board Member STAFF AND GUEST(S) PRESENT Adam Adams Parks & Recreation Director Jeannette Tiffany Council Member Liaison Bill Rose Council Member Sherri Lewis Recreation Supervisor Mike Slye Town Manager Call to order and announce a quorum. Chairman Lentzner called the meeting to order at 7:05 p.m. noting a quorum was present. Citizen Presentation: (Voiced during item #6) Citizen Mike Fitzgerald - lights are on too late at Independence East, would like to see 40' buffer enforced so that homes located along the park have more privacy, requests an additional row of planting, i.e. trees to mitigate light pollution. Citizen Sue Fitzgerald — would also like to have the 40' buffer enforced, experiencing acoustical/visual/lighting issues coming from the park, drainage problem from park irrigation is killing trees/shrubs that she has planted. Adam discussed running a drain back behind fields. TC looking into replacing plants. Citizen Julie Foley — July 4, 2011 event disrupted her party with loud music and inflatables that enabled kids to bounce up and see over her fence. Ms. Foley said she will secure an attorney and seek an injunction on band music for the 2012 July event if the layout is not changed. Town Manager Slye gave a brief update on the future of EDC-4a, EDC-4b and CFAB. To respect the time of the citizens who attended, Board Member Abulky motioned to move item #5 to the top of the agenda. Board Member Mills seconded. Motion passed unanimously. Items are listed in order of original agenda: 1. Discuss and provide input concerning the prioritization of potential bond projects. Director Adams brought forward "phase 1" for the board to vote on: Independence East lights, Harmony Park tennis lights, Harmony Park electronic playground. Prices were presented with each item. Park Board voted on each item separately. Board Member Murray motioned to move forward with the recommendation that council approve the purchase of lights for Independence East. Board Member Abdulky seconded. Eight board members in -favor. One board member not in -favor. Motion passed. Board Member Thomas motioned to move forward with the recommendation that council approve the purchase of lights for the tennis courts at Harmony Park. Board Member Hocker seconded. Motion passed unanimously. Board Member McCollister motioned to move forward with the recommendation that council approve the purchase of an electronic playground. Board Member Abdulky seconded. Eight board members in - favor. One board member abstained. Motion passed. 2. Discuss and take appropriate action on the approval of the March 2012 minutes. Change minutes to reflect Lou Hocker was not present at the March meeting. Board Member Thomas motioned to approve the March 13, 2012 minutes as amended. Board Member Mills seconded. Motion passed unanimously. 3. Discuss and provide input on an Arbor Day presentation by staff. Staff reviewed Arbor Day flyer and requested that Park Board attend the tree planting ceremony at noon. 4. Trail Sub -Committee and staff update on the trails and signage within TCP. Staff and the sub -committee will be installing remaining signs within the month. Kiosk information will be complete and installed soon. 6. Staff update on the following: a. Harmony Park The Town of Justin did not open fields in time to have games played there, so the association asked to create more fields at Harmony. This request was denied due to lack of man -power. Sticker -burrs in the newer soccer areas will be addressed. b. Independence Park See Citizen Presentations c. Trophy Club Park Arbor Day is April 28"'. The Trails Sub -Committee will be meeting with the Corp to review new trails. The Corp is not going to allow bicycles on the horse trails. Disc golf maps will be available soon. d. Community Pool The pool play -features are being painted by the manufacturer. e. July Fourth Fireworks will be launched from BLAHS. All streets will remain open during the evening event.
