Minutes Charter Review 03/31/2008Minutes of Regular Charter Review Commission Meeting for the Town of Trophy Club LOCATION:100 MUNICIPAL DRIVE.TROPHY CLUB.TEXAS PUBLIC SERVICE CONFERENCE ROOM Monday.March 31.2008 4,15 P.M. STATE OF TEXAS § COUNTY OF DENTON § The Charter Review Commission for the Town of Trophy Club,Texas,met in a Regular Session on Monday, March 31,2008.The meeting was held within the boundaries of the Town and was open to the public. Chairman Rose,noting a quorum,called the meeting to order at 4:15 p.m. A.2 Discuss and take appropriate action regarding proposed charter amendments. Chairman Rose explained the process he would like the Commission use as they work through the Charter.The Commission started with page one,the Preamable. The Commission requested page numbers be added to the new document and the Table of Contents be hyperlinked. Chairman Rose spoke to the proposed amendment.Reference 001,Add 2 Council members and retain majority membership required concept.Rose provided council members (two words)includes the members and the Mayor,counei/members (one word)is the Council excluding the Mayor.The Commission discussed adding two councilmembers and whether the Mayor should have the right to vote. Commissioner Brewster's Motion:-to expand the coundlmembers to six,seven total council members and permit the Mayor to vote on all votes"Commissioner Quile seconded;motion carries unanimously. Commissioner Brewster is concemed that the Town Manager's role would be weakened by giving the Mayor the vote.Commissioner Hobday feels increasing the term limits to three years is more important. Chairman Rose withdrew Reference 001 and will submit a revised proposed amendment for the log. 1 A.3 Discuss and take appropriate action to approve previous week's Minutes. Commissioner Williams'Motion:~to approve the Minutes dated March 24 th :Commissioner Crosser seconded; motion carries unanimously. A.4 Recording Secretary,Commissioner Brewster to update the Commission with recommendations received.(Recommendations presented will be included to the Minutes as exhibits.). Recording Secretary,Commissioner Brewster acknowledged receipt of one recommendation from Commissioner Hobday regarding Section 3.01,changing the Council terms from two to three years.The Commission will discuss this at their next meeting. A.S Discuss and take appropriate action regarding how the CRC will proceed. Chairman Rose informed the Commission that the March 2S lh pUblication in the Trophy Club Times did not include the date of the Town Hall.This Friday's publication will announce the Apri11S lh Town Hall meeting on the front page. A.6 Discuss and receive project group reports. Commissioner Klauss provided an update on the Town Hall advertisements and presenlation.The Commission made suggestions and gave their permission to start promoting the event.The signs will be placed at the main entrances Trophy Club,Trophy Drive and Trophy Wood. Assistant Town Manager Seidel and Town Attorney Adams advised they will research the sign ordinance regarding bandit signs to see if they may be place in the medians. Chairman Rose advised per Town Manager Emmons that there are funds available for promotion and the Commission does not need to seek Council's approval. Commissioner Brewster said the sUb-group with Commissioners Williams and Crosser are looking into budget preparation and software.They have pulled an eight page document form Philadelphia and will be using it as a guide for possible amendments under Article 9. A.7 Citizens/Staff Presentation;this is an opportunity for citlzensfstatf to address the Charter Review Commission (CRC)on any matter related to the Charter Review whether or not it is posted on the agenda. No staff/citizen presentations were made. A.S Adjourn.
