The Charter Review Commission for the Town of Trophy Club, Texas, met in a Regular Session on
Monday, July 14, 2008. The meeting was held within the boundaries of the Town and was open to the
public.
CHARTER REVIEW COMMISSION (CRC) MEMBERS PRESENT:

A.1 Chairman Rose, noting a quorum, called the meeting to order at 4:02 p.m.
A.2 Citizen Presentations:
No citizen presentations.
A.3 Staff Presentation;
Town Secretary, Lisa Hennek asked the Commission for volunteers to give the invocation and lead the
pledges at Thursday's meeting.
B.1 Consent Agenda: Discuss and take appropriate action to approve Minutes dated Monday,
July 7, 2008.
Commissioner Williams Motion: "to approve the Minutes dated June 7, 2008." Commissioner Downey
seconded. Motion carried unanimously.
END OF CONSENT
C.1 Recording Secretary, Commissioner Brewster to update the Commission with
recommendations received. (Recommendations presented will be included to the Minutes
as exhibits.)
No recommendations received.
C.2 Discuss and take appropriate action regarding "white paper" and related topics.
Commissioner Quile Motion: "to approve the Trophy Club Charter Review Commission Recommendation
to Town Council as written." Commissioner Briggs seconded.
Motion carried unanimously.
Chairman Rose advised that the Trophy Club Charter Review Commission Recommendation to Town
Council has been sent to the Town Council and added to the website.
The following are some of the items suggested for inclusion included in the 'white paper'; Ethics and
training issues, IT Security Ordinance, CRC Review Committee, a request that the Council periodically go
out for RFls on Legal Services as they do for Auditors, especially considering the growth the Town is
facing, Comprehensive Land Plan, items the Budget Committee would like to suggest, water/sewer/trash
rates and how they should be included to the tax rate. Town Manager Emmons explained that the rates
are established by Ordinance. The Commission discussed adding language to the 'white paper' for a
discount from the MUDs for water, regional DPS with Westlake and Roanoke and to allow FIOS in Trophy
Club. Town Manager Emmons stated that the Town has had discussions with Verizon and they are not
interested. Trophy Club has U-Serve via AT & T. Commissioner Klauss suggested that the process for
receiving applications for annual appointments to Boards and Commissions be addressed in the white
paper as well.
C.3 Discuss and take appropriate action regarding how the CRC will proceed.
A joint session with the Town Council is scheduled for Thursday, July 17, 2008. This session will allow
the CRC to present and explain the rationale for the proposed amendments, for the November election.
Chairman Rose verified that the Commission would have a quorum.
The Commission agreed that they would like to stay in existence until after the November election and
possibly hold two Town Hall meetings to educate the residents.
The Commission will wait until after the Joint Meeting to schedule the next CRC meeting.
C.4 Items for Future Agenda.
