Minutes Charter Review 02/14/2008Minutes of Regular Charter Review Commission Meeting for the Town of Trophy Club LOCATION: 100 MUNICIPAL DRIVE, TROPHY CLUB, TEXAS PUBLIC SERVICE CONFERENCE ROOM Thursday, February 14, 2008 3:30 P.M. STATE OF TEXAS § COUNTY OF DENTON § The Charter Review Commission for the Town of Trophy Club, Texas, met in a Regular Session on Thursday, February 14, 2008. The meeting was held within the boundaries of the Town and was open to the public. Chairman Rose called the Commission to order at 3:30 p.m. A.2 Citizens/Staff Presentation; this is an opportunity for citizens/staff to address the Charter Review Commission on any matter related to the Charter Review whether or not it is posted on the agenda. Neil Twomey, 203 Oakmont — Requested the Commission consider adopting the following: Section 9.25 — The Council shall have the power to set water and sewer charges ("Rate Order') for the Town to recover only the direct costs incurred in providing the water and sewer services to the Town. With the development of the Highlands with over 1,500 new homes, the Town is required to provide water and sewer services for the first time. The suggested amendment would allow the Town to set a rate order to pay for providing the required services equal to the rate order set by the Municipal Utility Districts. A.3 Discuss and take appropriate action regarding how the Charter Review Commission (CRC) will proceed. IT Director, Mike Pastor explained IT options available; global email, listserv, website survey and the newsletter. The Commission agreed the Home Rule Charter is difficult to find on the Town's website and requested a link be added to the homepage. The Commission requested the IT Department research the following items: 1.) Email alias that will forward to all members, AND autoresponder 2.) Link to charter doc via CRC site 3.) Ensure only one version of the Charter is online 4.) Research updating the CRC site 5.) Check security for www.surveymonkey.com to prevent multiple answers The Commission will be developing a mission statement and asked staff to present at Town Council's March 3, 2008 meeting. The Commission discussed the timelines necessary to conduct an election in November and decided to post information in the April publication of Around the Town and to call a Special/Joint Town Hall meeting in August. The Commission agreed to have one or two public meetings prior, spending time during the first meeting educating. Vice -Chairman Downey volunteered to take public information. Commissioner Brewster would like to have Town Manager educate the Commission on the budget process and how the Council works with the staff developing the budget and to speak to the Admin section of the Charter at one of the upcoming meetings. The Commission would like to go through the Charter one section at a time and agreed to meet each Monday at 4:15 p.m. Chairman Rose said he will make the CRC's request to the Council to request a joint/special meeting. The Commission asked for the Town Secretary to provide information on how many candidate's verses seats in the last ten years.
