The Charter Review Commission for the Town of Trophy Club, Texas, met in a Regular Session on Monday,
February 11, 2008. The meeting was held within the boundaries of the Town and was open to the public.

A.1 Call to order and announce a quorum.
Town Manager Emmons called the Commission to order at 4:30 p.m. noting all members were present.
The members introduced themselves.
A.2 Election of Officers.
Ben Brewster nominated Bill Rose for the Chair. Bob Downey seconded the nomination.
Roger Williams nominated Dick Hobday for Chair. Larry Crosser seconded the nomination.
Motion passed unanimously appointing Bill Rose as Chair.
Ben Brewster nominated Bob Downey for Vice -chair. Roger Williams seconded the nomination.
Motion passed unanimously appointing Bob Downey as Vice -Chair.
Bob Downey nominated Ben Brewster as Recording Secretary to serve as back-up to the Town Secretary. Ben
Brewster volunteered, accepting the nomination.
The Commission discussed the Vice Chair acting as the Parliamentarian and following Robert's Rules of Order.
A.3 Citizens/Staff Presentation; this is an opportunity for citizens/staff to address the Charter Review
Commission on any matter related to the Charter Review whether or not it is posted on the
agenda.
No citizens addressed the Commission.
AA Discuss and take appropriate action regarding how the Charter Review Commission (CRC) will
proceed.
The Commission discussed the deadlines in order to have an Amendment election on May 10, 2008 and decided
not to pursue an Amendment Election in May.
The Commission discussed the history of the Town becoming a Home Rule city. Each member was given a copy
of the current Charter and Chairman Rose recommended the group research other city charters and the
Municode website. In addition copies of the TML Publication, Texas Home Rule Charters and The Model City
Charterwill be provided to each member.
The Commission agreed they need citizen and staff input to help identify areas needing modification and to meet
as scheduled on Thursday, February 14, 2008 to discuss ways to entice citizen input. Areas mentioned: website,
forum, CRC email account for suggestions and a survey.
A.5 Discuss and take appropriate action regarding proposed charter amendments.
Chairman Rose distributed seven proposed amendments titled; Add 2 Council members and retain majority
membership required concept; Align Petition for Recall with State requirements; Change from At -Large to At -
Large -by -Place elections; Add violates any express prohibition of this charter to Section 3.04; Clarify Grounds for
Recall; Reduce required signatures for Initiative and Referendum; Add Term Limits.

Motion made by Bob Downey, seconded by Ben Brewster to adjourn.
Meeting adjourned at 5:40 P.M.
