Minutes Blue Ribbon Panel 10/10/2013MINUTES FROM THE BLUE RIBBON PANEL MEETING FOR THE TOWN OF TROPHY CLUB LOCATION: 100 MUNICIPAL DRIVE, TROPHY CLUB, TEXAS Thursday, October 10, 2013 at 7:00 P.M. Svore Municipal Building Boardroom The Blue Ribbon Panel of the Town of Trophy Club, Texas, met in a scheduled session on Thursday, October 10, 2013. The meeting was held within the boundaries of the Town and was open to the public. Consider and take appropriate action regarding the minutes dated September 16, 2013. Joe Henning moved that the minutes be accepted as written. Patrick Arata seconded the motion. The minutes were unanimously approved as submitted. 2. Consider and take appropriate action regarding the formation of subcommittees, membership, tasks, meeting schedule, scope of work and related topics: A. Financial Subcommittee After a brief discussion the following, members volunteered for this subcommittee: Jay Como. Wes Carlton will be contacted to garner his interest in joining this subcommittee, as he expressed prior interest. B. Organization Efficiencies Subcommittee After a brief discussion, the following members volunteered for this subcommittee: Patrick Arata, Robert Duncan, Ronald Bieker, Mitch Christoffer, Nicole Fontayne, Joe Hennig, Wanda Franklin and Ronald Eddins. Town Attorney Adams said that MUD No. 1 has rejected a liaison, but will provide financial numbers. Chair Como asked if there was interest in working with MUD No. 1? Ron Bieker moved that the Blue Ribbon Panel extend an invitation and/or provide a liaison to MUD1, seconded by Joe Hennig. Robert Hillman and Ron Eddins volunteered. Patrick Arata moved that we approve sending the volunteers as liaisons to MUD No. 1. The motion was seconded by Ron Bieker. Chair Como called for a vote; the vote was unanimous. Town Attorney Adams stated that she wouldn’t recommend meeting with a group of MUD No. 1 board members, as it would/could create a walking quorum. C. Presentation regarding Trinity River Authority of Texas and sanitary sewer services in the Trophy Club Region by Fiona M. Allen, P.E. Regional Manager Northern Region (TRA); discussion of same. Fiona M. Allen, P. E. presented and distributed information concerning the scope of the TRA that provides clean wastewater, as far south as Houston, Texas. TRA provides services to one-third of the population in our Northern Region. Their three functions are to: develop and maintain a basin-wide master plan, sponsor federal water projects and provide water and wastewater related services, which is their major charge. Ms. Allen stated that the TRA has the capacity now to provide wastewater services to PID. With the current figures she has, it would cost a “little over $4 million to buy in for PID.” The cost would be spread over five years. D. Consider and take appropriate action regarding an invitation from the Blue Ribbon Panel to the MUD No. 1 Citizen Advisory Committee for participation between the two groups, including the potential for joint meetings and the appointment for liaisons to the respective groups. After a brief discussion, it was unanimously voted to seek participation from MUD No. 1 and to send a representative(s) to the MUD No. 1 Citizen Advisory Committee. Ron Eddins, Ron Bieker and Robert Hillman volunteered to be liaisons. Dr. Franklin volunteered to introduce our liaisons to a member of the MUD No. 1 Board. Chair Como called for a vote and it was unanimous. E. Demonstration regarding electronic document storage and access through Google Drive Cloud Service; discussion regarding same. A presentation by Mike Pastor, IS Director, on how to access the Blue Ribbon Panel Google Drive. All of the Panel’s working documents can be reached in this manner. F. Future agenda items and meeting schedule. All agenda items and personal schedules are to be sent to Sandra Millett, Board Secretary. G. Review of email communications and other citizen input to the Panel; consider and take appropriate action relative to future discussion of same. Chair Como recommended that the subcommittees meet and discuss their functions before the next October 24 meeting. Patrick Arata suggested that a formal invitation be extended to MUD No. 1 to be on the Blue Ribbon Panel agenda. Larry Hoover addressed the Panel and introduced himself as a former Town Councilman and current member of the MUD No. 1 Advisory Panel. He said that Jim Hayes is the Chairman of the MUD No. 1 Advisory Board and that a financial spreadsheet was started last year. MUD No. 1 plans to upgrade the sewer plant. Ron Eddins asked, “Does the MUD see itself in perpetuity?” Mr. Hoover answered, “Yes.” Several minutes later, Mr. Hoover stated that he was now speaking for himself and concluded soon thereafter. ITEM FOR RECONSIDERATION Deciding to switch/add subcommittees were as follows: Wanda Franklin and Robert Duncan (Finance), Ron Eddins, Ron Bieker (Liaison to MUD No. 1) and Robert Hillman (Organizational). Joe Hennig moved to accept the changes, and Ron Bieker seconded the motion. Chair Como called for a vote and the motion was passed unanimously.
