REGULAR SESSION
Park Beard meetings may be moved to the third Monday of each month.
Citizen Presentations:
1. Discuss and take appropriate action on the approval of the May 13, 2014 minutes.
Vice Chairman Abdulky motioned to approve the May 13. 2014 minutes. Motion
seconded by Board Member Mills. Motion passed unanimously.
2. Discuss and take appropriate action concerning neighborhood issues involving
the Royal Troon and the adjacent Parks facilities.
Mike Buck, 2401 Lilyfield Drive: Read a letter from his wife, Jean Buck, which stated
she is interested in being a member of the Royal Troon sub -committee. Mr. Buck is
pleased with the responsiveness of staff and the baseball association on the baseball
field lights.
Julie Foley, 2407 Lilyfield Drive: Interested in being on the Royal Troon sub-
committee. Solutions will be different depending on where residents are located around
the park. Mrs. Foley indicated that the field lights farthest from her home are the main
problem.
Sue Fitzgerald, 2421 Lilyfield Drive: Interested in being on the Royal Troon sub-
committee.
Scott Foley, 2407 Lilyfleld Drive: Lights have been dealt with on Indy West, but not on
Indy East. Looking forward to a resolution.
Vice Chairman Abdulky has agreed to chair the sub -committee. Board Member Arata let
Director Adams know that he would be on the committee; he was unable to attend
tonight's Park Board meeting. Director Adams let the board know that the sub-
committee must be made of current Park Board members, and that residents are
allowed to attend the meetings. There may be some meetings that only consist of sub-
committee members. A survey will be created for the neighborhood residents to
complete, if they are interested. Sub -committee will come back to Park Board on August
18, 2014 with feedback regarding the issues that are brought forward by the residents.
Vice Chairman Abdulky made a motion to form a sub -committee that will report to the
Park Board on August 18, 2014 with findings. Board Member Basantkumar seconded
the motion. Motion passed unanimously.
3. Discuss and provide direction concerning the naming of the following facilities:
Director Adams said it is possible to garner a sponsorship to cover a portion of the trail
maintenance. Chairman Hanna and Board Member Trotter like the idea of sponsorship.
Director Adams let the board know that the sponsor may want to choose the name if
they give money to be a sponsor.
a. Northern Concrete Trail
b. The two ponds located along that trail
Resident suggested naming the ponds after the elementary schools; Beck and
Lakeview.
c. The community swimming pool and splash pad
Board Member Trotter suggested creating a contest at the pool for people to
submit names into a box. Director Adams asked Jacob Lohse to create the
contest/suggestion box.
4. Discuss and provide direction concerning the creation of a community garden(s)
Sydney Barrow, with Girl Scout Troop 3909, 119 Creek Court Drive: Her troop would
like to help organize a community garden.
Madison Davis, with Girl Scout Troop 3909, 215 Trophy Club Drive: Her troop is
interested in planning the whole project, or part of the project.
Lori Hicks, with Girl Scout Troop 3909, 119 Creek Court Drive: Her troop is
interested in helping with a community garden.
Director Adams toured the town with a Girl Scout representative to research a good
location for a community garden. The far corner of Harmony Park looks feasible. This
space is large enough for several plots, and has irrigation in the area. The Girl Scout
representative is interested in the back part of the dog park as the ideal location; this site
would take some work to adjust the current dog park fencing. Town staff will assist with
fencing the Harmony site and getting water to the site; the daily maintenance of the
gardens will be mostly run by volunteers.
5. Staff update on the following items; discussion of same.
a. Kickball
Jacob Lohse said six teams (of 20 players) are registered. Games are on
Thursday nights on Indy #1. Director Adams is looking for a spot in town to
accommodate adult activities; possibly Lakeview fields, or high school fields for
fall kickball. Kickball was launched by community effort.
b. Dino Playground
Director Adams let the board know that staff removed the small dog equipment.
Timeline will be determined based on grading plan. Once grading has taken
place, the small dog park fencing will be moved; training area will be temporary
small dog park while the fencing is being moved.
c. Fourth of July
Director Adams reviewed event layout; similar to last year. Stars and Stripes is
helping with parade again. Patriot 5K runners have the option of making a $2
donation when they register for the run. Added inflatable and roaming
entertainers to help alleviate lines. Utilizing one of the baseball fields for
inflatables. Inflatables will be placed 40' from the wall between residents and the
multiuse field located by the pool. Fireworks will be shot from BNHS.
Julie Foley: Only issue is that her house shakes from the bass of the band.
Asking that the bass speakers be turned off.
d. Trophy Club Park
Board Member Mills let the board know about a couple of events that Keep
Trophy Club Wild, Inc. was a part of: butterfly class and a booth at Cabella's.
There will be a free 10K run coming soon. Alora Wachholz, Economic
Development Coordinator, will update the trail map for TCP. Six sign posts were
vandalized (pulled out of the ground), as well as one of the TCP kiosks; police
have been notified. Someone has been building bonfires in the park.
Director Adams let the board know that CFAB met and is looking at financial
aspects of the park. New Ventek pay station has been installed; replacement
machine was free due to all of the issues the park had with the old one. The new
pay station has the ability to accept park passes. The Corp will allow the town to
charge two different rates for an annual pass; $10 resident and $25 nonresident
(proposed rates). A new gate has also been installed at the entrance of the park.
Board Member Hocker made a comment that the roads are full of pot holes and
need maintenance.
Adjourn
Board Member Hacker made a motion to dismiss the meeting at approximately
8:55 p.m. Vice Chairman Abdulky seconded the motion. The motion passed
unani ously.
