Minutes Parks 05/13/2014MINUTES OF A REGULAR PARKS & RECREATION BOARD MEETING FOR THE TOWN OF TROPHY CLUB LOCATION: 100 MUNICIPAL DRIVE, TROPHY CLUB, TEXAS TUESDAY, May 13, 2014 7:00 P.M. STATE OF TEXAS COUNTY OF DENTON The Parks & Recreation Board of the Town of Trophy Club, Texas, met in a Regular Session on Tuesday, May 13, 2014 at 7:00 p.m. The meeting was held within the boundaries of the Town and was open to the public. Chairman Hanna called the meeting to order at 7:00 p.m. noting a quorum was present. REGULAR SESSION Citizen Presentations: 1. Consider and recommend the approval of the February 11, 2014 minutes There were no comments or questions regarding the February 11, 2014 minutes_ There was a motion to approve the minutes and the motion was seconded (board member names not announced). The motion passed unanimously. 2. Consider and recommend the approval of the April 8, 2014 minutes. There were no comments or questions regarding the April 8, 2014 minutes. There was a motion to approve the minutes and the motion was seconded (board member names not announced). The motion passed unanimously. 3. Consider and provide a recommendation to Town Council concerning the recommendations of the Youth Sports Sub -Committee and Town Council regarding additional changes to the youth sports association contracts. a. Baseball Director Adams let the board know that at the beginning of the seasons he wanted a list of all the teams in the recreational and select leagues. Any reservation for the field needs to be assigned to a team; this was approved by TCRBA, as well. There was a discussion about utilizing two fields for a senior league that would not interfere with baseball. Kickball summer league will be introduced soon. Director Adams stated that it would be hard to pull off a softball season. Neither Roanoke nor Trophy Club have competitive softball leagues due to volleyball. It is very hard to remove baseball fields from play. b. Soccer Director Adams let the board know that soccer was thinking about adding tournaments to their contracts if they could handle the fee. They have had one tournament in the past four years. Field statuses: Lakeview - abandoned (not safe), Harmony - games and practices, Roanoke - games only. Soccer has representation in Justin, no restriction on where they live, made request to pass through, wants to pick up the cost from town, whatever they do for us make offer to Roanoke and Justin. Soccer costs less than half the cost of baseball. Give money as physical aspect or material goods such as field improvements. Question asked by Board Member Little, "Could we use money to fix the Lakeview fields?" Director Adam said "no, the field would have to be crowned and filed which could cost up to half a million dollars." We never made improvements to Lakeview fields because they are leased from the ISD. The association is looking at the property at the end of Trophy Club Drive at Monevale. c. Football Shall remain "fee free" due to minimal impact to the town. Board Member Murray made a motion to amend the existing contract. Board Member Basantkumar seconded the motion. Motion passed unanimously. 4. Staff/Board updates; discussions of same a. Dinosaur Playground Director Adam stated that it was proposed and passed to take chain link fence create green buffer with trees and rot iron fence with one opening --totally enclosed playground and not physically touching either dog park. The dog park might have to shut down for two days. The park should open by the end of June. b. Linear Trail system Benches have been ordered. The dock will likely be discussed by Town Council. c. TCP Board Member Trotter showed pictures to the board about the blue jay houses that were built along the trails. Three nests produced blue birds. Outdoor educational programs for adults and kids have been created. Back To Nature: vendors thought it was successful, steady flow of people. Kids are missing out on BTN opportunities because of sports that are scheduled on the same day as the event. 200 at the campout—promote more. Do we raise the price to $10 for the campout — is this still reasonable? Disc golf tournament booked all 90 slots very quickly. Dynamic Disc helped volunteer. Keep track of how many people visit course. It would be nice to hold event in mid June to learn to play disc golf. Up- coming event: LDS clean-up for three hours; father & son. KTCW is holding a class on butterflies on May 24`h d. Fourth of July Celebration The event is similar to last year. Installing a gate to allow for overflow on ball field. Limelight and fireworks show. Director Adams will request $10,000 for fireworks from MUD. Bounce house lines were very long last year and workers could use some improvement. The board asked that there be an agenda item at the June meeting to discuss TC residents being free and charge nonresidents for pool use. Refreshments for Board Member Trotters last meeting.
