Minutes Parks 01/19/2015C*� TOWN of TROPHY CLUB STATE OF TEXAS COUNTY OF DENTON MINUTES OF A REGULAR PARKS & RECREATION BOARD MEETING FOR THE TOWN OF TROPHY CLUB LOCATION: 100 MUNICIPAL DRIVE, TROPHY CLUB, TEXAS Monday, January 19, 2015 7:00 P.M. 0 The Parks & Recreation Board of the Town of Trophy Club, Texas, met in a Regular Session on Monday, January 19, 2015 at 7:00 p.m. The meeting was held within the boundaries of the Town and was open to the public. PARKS AND RECREATION BOARD MEMBERS PRESENT Hayley Little Chairwoman David Abdulky Vice Chairman arrived at 7:05 Julie Folley Secretary Darin Davis Board Member David Stout Board Member Louis Hocker Board Member Jim Hanna Board Member arrived at 7:07 Chris McCollister Board Member arrived at 7:35 Tom Mills Board Member Dean Murray Board Member arrived at 7:15 PARKS AND RECREATION BOARD MEMBERS ABSENT STAFF AND GUEST(S) PRESENT Philip Shoffner Town Council Adam Adams Parks & Recreation Director Jacob Lohse Parks & Recreation Superintendent Call to order and announce a quorum. Chairwoman Little called the meeting to order at 7:03 p.m. noting a quorum was present. REGULAR SESSION Citizen Presentations: 1. Discuss and take appropriate action on the approval of the November 17, 2014 minutes. Board member Stout made a motion to approve the November 17, 2014 minutes. Board member Folley seconded the motion. Motion passed unanimously. (Chairwoman Little requested that the spelling of her name be corrected.) 2. Discuss and take appropriate on the approval of the December 15, 2014 minutes. Board member Stout made a motion to approve the December 15, 2014 minutes. Board member Folley seconded the motion. Motion passed unanimously. 3. Discuss and provide direction concerning the current operations of the dog park related to possible registration system. Director Adam Adams gave the board an opportunity to discuss options regarding resident v. non-resident registration. Current issues: dog fights and physical encounters between owners. Kelly Akin, Trophy Club Animal Control Officer, gave her thoughts: imposing fees is acceptable (significantly higher for non-residents), more issues with non-residents than residents (bite reports, etc.), parvo concerns. Rabies is the only vaccination required by the State of Texas; however, municipalities can require other vaccines. Enforcement is self -policing by park users, or law enforcement is called for issues that arise. The idea of a gate with a "coded" lock system, or a key tag was suggested as a possibility. A simple system of "annual colored tags" was also a suggestion. 4. Staff/Board update on the following items; discussion of same. a. Park Services competitive bid CFAB has the most current draft and has formed a sub -committee to review it. After CFAB approves it, it will be sent to council, then it will be posted for bids for 30 — 45 days. b. Trophy Club Park Council has redirected CFAB to revisit TCP`s financial outlook. Board member Murray inquired about a drone policy; Director Adams will look into it. Design work for entrance near Skyline will, hopefully, be put in the budget this coming year. c. Future Class and Program brochure 2015 brochure is in -progress and should be mailed to residents in March. January 27 Council agenda Royal Troon and how to remedy the issues on the table will be on this agenda. Also, the community garden is listed on the agenda for January 27. d. Water restrictions effect on Park operations Stage two is coming; it has been passed and will be implemented in approximately 30 days. Restrictions will impact athletic fields, so a variance will be requested of the MUD.
