Minutes Parks 02/19/2018 MINUTES OF A REGULAR PARKS & RECREATION BOARD C MEETING FOR THE TOWN OF TROPHY CLUB TOWN OF LOCATION: 1 TROPHY WOOD DRIVE, TROPHY CLUB, TEXAS TROPHY CLUB MONDAY, FEBRUARY 19, 2018 7:00 P.M. STATE OF TEXAS § COUNTY OF DENTON § The Parks and Recreation Board of the Town of Trophy Club, Texas, met in a Regular Session on Monday, February 19, 2018 at 7:00 p.m. The meeting was held within the boundaries of the Town and was open to the public. Chairwoman Nimphius called the meeting to order at 7:00 p.m. noting a quorum was present. CITIZEN PRESENTATIONS: 1. Jennifer Kashner-Fry, 2524 Morgan Lane, spoke on behalf of the Community Pool and requested that the chemical operations and overall maintenance be a high priority this season. Jennifer Kashner-Fry believes the Community Pool is the biggest risk the town has in regards to liability and would like to know that the Town has a set plan moving forward this season that is of high importance in regards to all operations. 2. Tom Mills, 113 Creek Courts Drive, spoke in regards to the November 2017 board meeting and the agenda item of renaming Bobcat Trail. Bobcat Trail was named approximately 6 to 7 years ago. Due to the amount of sign posts, maps given to the public, map apps, google maps, 911 maps and 5 dispatch offices all using and being familiar with Bobcat Trail along with other logistical information, Tom Mills is opposed to renaming the trail but is open to having the name duplicated. REGULAR SESSION 1. Consider and take appropriate action regarding the approval of the Parks and Recreation Board Minutes dated November 20, 2017. Board Member Morace made a motion to approve the November 20, 2017 minutes. Vice Chairwoman Bone seconded the motion. The motion passed unanimously. 2. Discuss and provide update regarding ongoing projects at Town Parks. A. Independence Park Director Jaramillo provided the following information: Independence Park West has encountered a few plumbing issues and the projects being done to fix the issues should be done this week. Council has approved the shade structure for field 4 and it will be requested that the structure be put up as soon as possible. 3. Discuss and provide update regarding Recreation Programs/Events. A. Special Events: Director Jaramillo stated that Parks and Recreation is partnering with Keep Trophy Club Wild to host Back To Nature on Saturday, March 17 from 11:OOam-2:OOpm at Trophy Club Park. There are 17 confirmed vendors and various activities that will be presented that day. The Town's annual Easter event, Eggstravaganza, will take place on Saturday, March 31 from 9:OOam-10:OOam and Independence Park East. B. Programs: Director Jaramillo provided information on the 2018 Spring Bocce Ball and Kickball seasons. Bocce Ball registration is currently open. Kickball registration is also open and will begin on March 21. C. Activity Guide: Director Jaramillo explained that the 2018 Activity Guide is 95% complete and should be completed by the end of the week. Chairwoman Nimphius made a brief update on Freedom Dog Park stating that their subcommittee met and they have scheduled a meeting in March with the Animal Control Committee. Following that meeting, information will be brought back to the Parks Board and their suggestions will be made to Council. D. Dino Park: Director Jaramillo followed up with a Dino Park update stating that there was a flaw found in the design of the shade structure and that the structure will be fixed with no cost to the town. 4. Discuss and provide Council recommendation on applying for a grant to install Musco Lighting at Harmony Park Fields 1, 2 and 4. Director Jaramillo discussed that we do not currently have any light structures around fields 1, 2 and 4 at Harmony Park. Director Jaramillo has reached out to the US Soccer Foundation and the town is eligible for a grant. Director Jaramillo received a quote and spoke to the President of the soccer association who is willing to split the difference for the cost of the lights with the US Soccer Foundation covering 50%. Director Jaramillo would like to present this to Council for recommendation and support. Having lights at Harmony will alleviate a lot of use at Independence Park East and Lakeview. Parks& Recreation Board Minutes Page 2 of 4 • Chairwoman Nimphius asked if there was a deadline to the grant and Director Jaramillo explained that one option is by May which will provide enough time to bring to council for the next fiscal year. 5. Discuss and provide direction in creating additional adult recreational leagues. Chairwoman Nimphius explained that discussions have been made about expanding adult recreational leagues. Ideas presented in the past have been 3vs3 basketball and flag football. Board Member Morace provided information on cost for multi-use scoreboards that could be used for football, volleyball and basketball. Board Member Morace suggested a 6-8 week league in spring or fall. Director Jaramillo followed with a recommendation of starting a league after the spring kickball league or running a weekend tournament to get an idea of participation for a league. Secretary Murray was in favor of running a tournament before implementing a league and encouraged Parks and Recreation to promote the idea of a league on all social media accounts to see if there is an interest for basketball. Chairwoman Nimphius suggested that handouts be given at Back To Nature in regards to basketball. Secretary Murray asked where flag football would be played. Director Jaramillo stated he could provide a few options and present at a later date. 6. Discuss and provide Council recommendation on reinstalling the "Dumpin Buccaneer" splash pad feature. Chairwoman Nimphius asked when the feature had been removed from the splash pad. Director Jaramillo replied approximately 3-4 years ago. Board Member Morace asked why the feature had been removed. Director Jaramillo explained due to how the big slide was installed when kids would slide down they would scrape their behinds on the concrete. In addition, Director Jaramillo explained that in order to prevent further injuries the slide was shifted over so they can now land in the water. Director Jaramillo stated that the feature was a big hit when it was first installed and he recommends taking the issue to Council for recommendation on reinstalling the feature. Secretary Murray asked what the cost would be to reinstall and Director Jaramillo explained approximately $9,500.00 and that a small cannon feature would need to be removed. Chairwoman Nimphius asked if the installment would take place at the same time as the resurface. Director Jaramillo stated it can be but he would need to act quickly. Board members were all in favor of making a recommendation to move forward. 7. Discuss and provide direction on creating a Master Plan for Trophy Club Park. Director Jaramillo explained that the Core has not received an updated Master Plan. Chairwoman Nimphius suggested they start clean and make a new and updated plan to submit. The board suggested and discussed a variety of ideas to add to the Master Plan and looked at revenue generating possibilities versus associated costs. Director Jaramillo suggested the board form a subcommittee to create a new Master Plan and present their information to Council. Chairwoman Nimphius and Vice Chairwoman Bone have elected to be on the Master Plan Subcommittee.
