Minutes CCPD 07/13/2017MINUTES FROM REGULAR SESSION BOARD OF THE CRIME CONTROL AND PREVENTION DISTRICT MEETING FOR THE TOWN OF TROPHY CLUB LOCATION: 100 MUNICIPAL DRIVE, TROPHY CLUB, TEXAS Thursday, July 13, 2017 at 6:00 P.M. Public Services Conference Room The Crime Control and Prevention District Board of the Town of Trophy Club, Texas, met in a Regular Session on Thursday, July 13, 2017. The meeting was held within the boundaries of the Town and was open to the public. STATE OF TEXAS § COUNTY OF DENTON § CCPD BOARD MEMBERS PRESENT: Paul Glowacki, Chairman Thomas McClain, Board Member Richard Savage, Board Member Cyler Campbell, Board Member MEMBERS ABSENT: J.J. Isherwood, Vice Chairman STAFF AND GUEST(S) PRESENT: Patrick Arata, Chief of Police Julie Swartz, Administrative Assistant Amber Karkaukas, Director of Finance John Zagurski, Budget Manager CALL TO ORDER AND ANNOUNCE A QUORUM Board Member Paul Glowacki called the meeting to order and announced a quorum at 6:03 p.m. CITIZEN PRESENTATIONS Citizens are allowed three (3) minutes to address the Board regarding an item over which the Board has policy or oversight authority as provided by Texas law, the ethics order, or other policy order. No citizens addressed the Board. CITIZEN PRESENTATIONS 1. Discuss and consider adopting Rules of Procedure for the Trophy Club Crime Control and Prevention District regarding adoption of the budget (Staff). Board Member Paul Glowacki called for a review of budget resolution. Chief Arata described how this will give Police Department more time to get true numbers in from Denton County and pay bills. The recommendation was to change the requirement from 100 and 80 days to 50 and 30 days for public hearing and acceptance of budget. John Zagurski went into further detail explaining how this works for strong budgeting. Paul questioned if it would be helpful regarding monies spent in CCPD; Chief Arata responded yes due to not planning too far out. Richard Savage made motion to approve. Thomas McClain seconded the motion. Motion approved by a vote of 4-0 PUBLIC HEARING 2. Conduct a Public Hearing regarding the Crime Control and Prevention District Board budget for Fiscal Year 2017-2018 (Staff). Paul Glowacki introduced item. John Zagurski went into further detail regarding budget numbers which were shown in attachment. He explained overall Police Department was in good financial health. John did note that under the Services/Supplies area of the budget during FY2018 there is $24,000 budgeted for an Evidence Custodian. After that year, the position will be removed and moved into the General Fund and there is cross training that occurs, therefore we can see a decrease from $35,000 to $16,500. Chief Arata detailed some of the specific items the money is being used for including small equipment, uniforms and vehicles. The department needs some assistance replacing one vehicle as opposed to asking the Town (four vehicles were purchased in one year previously). Police will potentially need one from CCPD and two from the Town in 2018. The Chief continues to try to plan for bigger technology items in the future. No action taken. REGULAR SESSION 3. Consider and take appropriate action regarding the Crime Control and Prevention District Board Minutes for January 17, 2017 (Staff). Board Member Paul Glowacki called for a review of the minutes of the January 17, 2017 Meeting of the Crime Control and Prevention District. The minutes were reviewed and a motion was made by Thomas McClain to accept [or table] the January 17, 2017 minutes. Motion seconded by Cyler Campbell. Motion approved by a vote of 4-0. 4. Consider and take appropriate action regarding the Crime Control and Prevention District Board budget for Fiscal Year 2017-2018 (Staff). Based on earlier discussion of the budget and the attachment, Paul Glowacki asks if there are any questions over this item. Chief reiterated that it was based on the previous item. Thomas McClain accepted motion, Cyler Campbel seconded. Motion passed by vote of 4-0. 5. Receive a Police Department update (Staff). Chief Arata gave a Police Department update. The new building is coming along nicely and should hopefully be ready in August. There will be an Open House in September. Vehicles are still a big issue and cost a lot of money to keep them up and running; a new pickup was purchased for a discounted rate. The department has three openings and two candidates have been interviewed that look promising. Other interviews are upcoming. At old building almost all of the A/C units went out which caused the PD personnel to relocate to the Fire Station. The Fire Department has been very accommodating. The old building is still used part time to do scanning of files so that we could be paperless by the time we moved to the new building. Portable A/C units were installed temporarily while Explorers scanned paperwork into Laserfiche. Two Sergeants have been confirming that there are no issues with the scanning process. The evidence destruction process has also been going well and is on track. The CCPD Board has 2 vacancies which are being interviewed for. JJ Isherwood and Richard Savage are also up to reapply for their positions on the Board. The next Police Department All Hands Meeting will be held at the new building, and the CCPD Board will be invited. This will be an opportunity for the staff and Board Members to meet.
