Minutes Parks 07/24/2017 T""C:;"-- MINUTES OF A REGULAR PARKS & RECREATION BOARD MEETING FOR THE TOWN OF TROPHY CLUB TOWN OF LOCATION: 100 MUNICIPAL DRIVE, TROPHY CLUB, TEXAS TROPHY CLUB Monday, July 24, 2017 7:00 P.M. STATE OF TEXAS COUNTY OF DENTON § The Parks & Recreation Board of the Town of Trophy Club, Texas, met in a Regular Session on Monday, July 24, 2017 at 7:00 p.m. The meeting was held within the boundaries of the Town and was open to the public. PARKS AND RECREATION BOARD MEMBERS PRESENT Tiffany Nimphius Chair Mindi Bone Vice Chair Kim Farrell Board Member Darin Davis Board Member Jacob Gibson Board Member Earl Bilbrey Board Member Dean Murray Secretary STAFF AND GUEST(S) PRESENT Philip Shoffner Town Council Liaison Tony Jaramillo Parks & Recreation Director Nate Blase Recreation Superintendent Call to order and announce a quorum. Chairwoman Nimphius called the meeting to order at 7:02 p.m. noting a quorum was present. Citizen Presentations: Resident Jennifer Kashner-Fry expressed concern about mildew around the slide of the kidde pool and general pool cleanliness at the Trophy Club Pool and Splash Pad. REGULAR SESSION 1. Discuss and take appropriate action on the approval of the April 17, 2017 minutes. Board Member Bilbrey made a motion to approve the April 17, 2017 minutes. Board Member Farrell seconded the motion. The motion passed unanimously. 2. Discuss and provide update regarding Sip of Summer, Community Night, and Fourth of July events. Director Jaramillo and the board discussed Sip of Summer, Community Night and the 4th of July event. Successes and opportunities were discussed for each event. Items discussed included: door knockers for residents who live near events, meal tickets for Sip of Summer, allowing PTA to take over Sip of Summer, and an increase of events when there is cooler weather. 3. Discuss and provide update regarding ongoing projects at Town Parks. Member Davis was pleased with scoreboards installed on baseball fields. Board asked about potential for field improvements (crown installation etc.). Board wanted to know the status of the benches and tables at Harmony Park. The need for notification of sports teams of potential field closure by the Parks and Recreation Department was taken into consideration by Director Jaramillo. Parks and Recreation Director Jaramillo provided the following updates: A. Potential Location for Portable Toilet at Lakeview Soccer Fields Potential locations for a portable toilet at the soccer fields were being reviewed with the Town Council and Residents B. Shade Structure Installation Shade structures were installed at the splash pad and were popular with residents. Shade structure at the playground at Independence West will be completed by the end of the week. C. Pool Improvements Staff was requesting bids and prices for pool improvements which included a pool cover and LED light update for in pool lighting. D. Baseball Field Prep Baseball fields are going to be conditioned and the clay areas were going to be amended. E. Splash Pad Winterizing Staff will be receiving estimates to shrink wrap the features on the splash pad to prevent unnecessary wear during the off season. 4. Discuss and provide direction regarding the number of regularly scheduled meetings throughout the year. The board and staff discussed the schedule of the meetings going forward and it was decided to keep meetings monthly and if there was no agenda for the meeting, none would take place. A motion for monthly meetings passed unanimously. 5. Discuss and provide direction regarding Trophy Club Park fees for residents and non-residents. Board and staff discussed the cost of TCP for residents as a result of a resident request. The parks financial situation as a self-funded property and the fact that only one individual voiced concern over park usage rates necessitated no change to current pricing structures. Board did express desire for improvements to the unloading ramps at the park. Board and staff discussed usage percentages and potentially further analysis of the parks income and usage.
