CRIME CONTROL AND PREVENTION DISTRICT MEETING
FOR THE TOWN OF TROPHY CLUB

The Crime Control anti Prevention District Board of the Town of Trophy Club, Texas, met in a Regular Session
on Wednesday, March 18, 2015. The meeting was held within the boundaries of the Town and was open to
the public.

CALL TO ORDER AND ANNOUNCE A QUORUM
Chairman Dena Boudreau ca [led the Meeting to order and announced a quorum at 6:59 p.m.
CITIZEN PRESENTATIONS
Citizens are allowed three (3) minutes to address the Board regarding an item over which the Board has policy
or oversight authority as provided by Texas Jaw, the ethics order, or other policy order.
There were no Citizen Presentations.
REGULAR SESSION
1. Discuss and take appropriate action regarding the Trophy Club Crime Control and Prevention District
Board Minutes for October 21, 2034.
Chairman Dena Boudreau called for a review of the Minutes of the October 21, 2014 meeting of the
Crime Control and Prevention District; the Minutes were reviewed and a motion was made by Board
Member Lou Opipare to accept the October 21, 2014 Minutes, as presented. Motion seconded by
Board Member Adam Broyles. Motion approved by a vote of 6-0.
2. Discuss and take appropriate action regarding a review of the CCPD budget to include the use of last
year's surplus funding balance for the purchase of new radios.
Following a discussion regarding the current CCPD budget, a motion was made by Board Member J.J.
Isherwood to authorize the use of last year's surplus funding balance of $64,000 for the purchase of
new radios for approximately $64,000. Motion seconded by Board Member Lou Opipare. Motion
approved by a vote of 6-0. A budget amendment will be presented to Town Council for this transfer of
funds.
In further budget updates, money was set aside this year for lasers, Automated External Defibrillators,
and Rapid Response Equipment kits.
The five (5) existing Automated External Defibrillators have been inspected and are in good working
order and fully supplied, and we have sufficient Rapid Response Equipment Kits, so those budget
amounts will be reallocated for the purchase of other equipment.
The existing Tasers will be upgraded and nine (9) additional Tasers will be purchased. A sole source
document will be presented to Town Council for approval.
Bid requests have been submitted, and quotes have been received, for the purchase of three (3) more
radar units for the patrol vehicles. Additionally, hand-held radars will be purchased with surplus
monies.
A committee has been appointed to review the duty weapons and accessories.
Opticom technology units will not be upgraded at this time.
Discuss and take appropriate action regarding a review of the Town of Trophy Club Handbook for
Elected and Appointed Officials.
A welcome letter from Mayor Sanders was presented to the Board Members, along with the Town of
Trophy Club Handbook for Elected and Appointed Officials. After review of the Handbook, Board
Members signed their Acknowledgement Agreements for delivery to the Town Secretary.
4. Update from Chief Patrick Arata regarding the status of the Police Department evidence review and
destruction process; as well as discussion regarding new staff positions within the Department and
implementation of new policies and procedures.
Chief Arata provided a status update for the Police Department for the past five months. Much has
been accomplished.
With the assistance of our Volunteers and Patrol Officers over a five-week period, a thorough
inventory of the Police Department building was completed, along with an extensive review and
reconciliation of all existing evidence and associated Incident files. Eighty percent of Outdated
evidence has been processed for destruction and a new evidence tracking system has been put into
place to more efficiently process evidence in the future. More than 900 evidence court order
documents for the destruction of evidence were delivered to Denton County Magistrate's Office.
The recruiting process has commenced to fill four (4) Patrol Officer positions. The following
individuals received temporary promotions: Officer Jeff Rocha, Patrol Sergeant; Officer Keith Burris,
Detective Sergeant; Officer Tracey Shields, Lieutenant. These positions are to be reviewed after a
period of 120 days.
The Police Department Policies and Procedures are being reviewed and rewritten as appropriate.
The Recognition Program was temporarily placed on hold for review, and will be restarted with a goal
of completion within one year.
A new electronic ticket writing system is in the works for our patrol vehicles; we are working toward a
completely automated system to also include hand-held ticket writers, as well as iPads to potentially
take the place of our Toughbook laptop computers.
we are looking at a new body camera system to replace the current VieVU body cameras for more
efficient night use.
The current Police Department building is being reorganized and managed for more efficient use until
we are able to move forward with a new building.
The Crossing Guards have been provided with uniforms; one Crossing Guard has been appointed to a
Traffic Control position at the Beck Elementary School to handle a difficult traffic situation.

Board Member Adam Broyles made a motion to adjourn at 7:38 p.m. Motion seconded by Board Member
Loren Van Roekel. Motion approved by a vote of 6-0.
