The Town Council of the Town of Trophy Club, Texas, met in a Regular Session on Tuesday, May 23, 2017. The
meeting was held within the boundaries of the Town and was open to the public.

Mayor Sanders announced the date of Tuesday, May 23, 2017, called the Town Council to order and announced a
quorum at 7:00 p.m.
The Invocation was offered by Pastor Joel Quile with Bara Church.
The Pledges to the American Flag and Texas Flag were led by Council Member Rowe.
1. Administration of Oath of Office and presentation of Certificates of Election to C. Nick Sanders, Mayor,
Alicia L. Fleury, Council Member Place No. 1, and Eric Jensen, Council Member Place No. 2 (Staff).
Town Secretary/RMO Fimbres administered the Statement of Appointed Officer and Oath of Office to C. Nick
Sanders, elected Mayor, and Alicia L. Fleury, elected Council Member Place No. 1. Grand Prairie Mayor Ron Jensen
administered the Statement of Appointed Officer and Oath of Office to Eric Jensen, elected Council Member Place
No. 2.
Mayor Pro Tem Lamont presented Mayor Sanders with a Certificate of Election. Mayor Sanders presented Council
Member Fleury and Council Member Jensen with a Certificate of Election.
2. Remarks to and from incoming Council Members (Staff).
Council Member Jensen stated that the reason he pursed a public service office was in honor of his father who
serves as the Mayor of the City of Grand Prairie. He commented that he began to get involved with the Town in
2014 by serving on the Economic Development Corporation (EDC) 4B Board and then the Tax Increment
Reinvestment Zone (TIRZ) No. 1 Board. He thanked the residents for electing him and stated that he was eager to
serve the Town. Additionally, he recognized his family for their support and stated that he would be celebrating
his 22nd wedding anniversary on May 27, 2017.

Council Member Fleury stated that she was honored that the residents placed their faith in her to represent them.
She thanked the residents and her family for their support, including her husband, children, mother, mother-in-
law, and grandmother.
Mayor Sanders thanked his wife, Lynda, and his family for their support. He acknowledged former Council
Member Parrow and former Council Member Reed for their compassion, dedication, and involvement over the
past three years. He remarked that the Council exercised due diligence in establishing strong leadership within the
Town’s organization in order to provide integrity and quality service to the residents because Council strived to
make Trophy Club a better place to live. He thanked the residents for being involved and the newly elected
Council Members for dedicating their time and talents.
Council Member Shoffner welcomed Council Member Fleury and Council Member Jensen, whom he believed both
sought after the same goals as the former Council.
Council Member Rowe congratulated Mayor Sanders for another term and thanked him for his service. He stated
that Council Member Fleury displayed commitment within the community by her involvement with the school
system. He acknowledged Council Member Jensen for the significant impact that he has made through his
contribution serving on EDC 4B and TIRZ No. 1.
Mayor Pro Tem Lamont congratulated Mayor Sanders, Council Member Fleury, and Council Member Jensen and
stated that he appreciated their commitment.
Council Member Kurtz thanked former Council Members Parrow and Reed for bringing harmony to the Town and
stated that he looked forward to working with Council Member Fleury and Council Member Jensen.

Jim Parrow, 8 Brookfield Court, thanked the Council for their support of the Memorial Day Ceremony to be held on
May 29, 2017, 10 a.m., at Medlin Cemetery and for the completion of the Veterans Memorial site.

Town Community Safety Ranking – National Council for Home Safety and Security ranked the Town as
the 2nd Safest City in Texas for 2016.
Photo Directory – Completion of the Staff photo directory to be used for internal use, which will be
published online at a later date.
Hiring Process – The following positions have been posted: Director of Parks and Recreation; Director of
Community Development; Human Resources Manager; Police Officer; Firefighter; and Landscape
Maintenance Worker.
Community Events – Sip of Summer event will be co-hosted with Beck and Lakeview PTA’s on May 26th

Director of Finance Karkauskas stated that four bids were received with the lowest rate being at 2.61 percent.
Additionally, she introduced and thanked Financial Advisor Mark McLiney, with SAMCO Capital Markets, and Bond
Counsel Julie Partain, with Bracewell, LLP, for their exceptional service and assistance during the process.

Financial Advisor McLiney advised that a Standard & Poor’s Financial Services LLC business has assigned a rating of
“AA+” to the Certificates and to the Town’s outstanding general obligation debt. The rating allowed them to
receive bids throughout the country that ranged from Minneapolis and Milwaukee, which was a credit to the
Council and management. He announced that Stifel, Nicholaus & Company, Incorporated submitted the lowest bid
for the Combination Tax and Revenue Certificates of Obligation, Series 2017.

Motion made by Council Member Rowe, seconded by Council Member Shoffner, to approve Ordinance No. 2017-
14, authorizing the issuance of Town of Trophy Club, Texas, Combination Tax and Revenue Certificates of

Council Member Rowe requested that Staff distribute to Council an updated Debt Model after the issuance of the
Combination Tax and Revenue Certificates of Obligation, Series 2017.
12. Consider and take appropriate action regarding the acceptance of the Audit for the Town of Trophy Club,
Fiscal Year 2016 (Staff).
Director of Finance Karkauskas provided an update regarding the Audit and advised that immediately after the
Audit Committee meeting, the Town auditors determined that the Public Improvement District Debt Service
Agency Fund, created in 2007, was classified incorrectly as per the guidance provided in Governmental Accounting
Standards Board (GASB) 61. Instead of reporting this as a fiduciary fund, the Town should have presented this as a
blended component unit. There are no material items within Town financials that are in question; the issue was
simply the presentation of this particular fund. Currently there is one small item that needs to be resolved
regarding a discrepancy between the Denton County Tax Assessor/Collector and David Taussig and Associates
activity summary report, which will be expected to be reconciled by the end of week. Staff believed that the Audit
would be ready to be accepted by the June 13, 2017 Council meeting.
Council Member Shoffner requested that an asset list be provided to the Council.
Mayor Sanders thanked Staff for their hard work to ensure that the Audit was accurate.

Town Planner Reich stated that the Planning & Zoning (P&Z) Commission considered this request on May 4, 2017,
and the required public hearing was opened and closed without public comment. The Commission’s main concerns
included: increasing the setback; reducing the allowed size; the possibility of habitation or home office; the ability
to require permits for the structure or for the trade work; the capability of trees to hold the extra weight; and the
possibility of receiving a variance from the Zoning Board of Adjustment (ZBA). A motion was made to table this
item to give Staff time to consider the Commission’s discussion and return with more specific guidelines to address
the issues that were deliberated.
Dennis Sheridan, Chair of the P&Z Commission, stated that if Council desired to allow tree houses, then they
should be allowed with no permit and no restrictions, but if Council wanted to add restrictions, a permit must be
required to help enforce them. He advised that most of the Commissioners desired to have restrictions because
they did not want to create a privacy issue between neighbors, which led the Commission into a discussion on
setbacks, structural size, height, and concern about grandfathering any existing tree houses. He remarked that
Staff was requested to perform additional research and provide the Commission with more details about their
concerns.
Discussion took place on whether or not tree house structures that were already built should be grandfathered.
Council Member Rowe commented that the Council’s initial recommended change was to treat tree houses the
same as children’s playhouses. His preference was for the P&Z Commission to consider expanding the definition of
“children’s playhouse” to include tree houses and to add that they could partially be supported by the ground or a
tree.
Council Member Shoffner stated that he originally recommended allowing tree houses because there were two
tree houses already built in Town and this would clean up the ordinance. He noted that if restrictions were
established, such as no electricity or water, then Code Enforcement would have an ordinance to reference.
Motion:
Motion made by Council Member Rowe, seconded by Council Member Kurtz, to direct Staff to amend Case
O-AMD-17-001 (Tree Houses) in such a way to remove the prohibition of tree houses and modifying the definition
of “children’s playhouse” to be broad as to how the structure was supported.
Discussion ensued about the possibility of having to conduct another public hearing if a vote was taken. Council
Member Shoffner did not want to trigger another public hearing and was in favor of taking no action to allow the
item to remain in the same framework of the current public hearing.
Substitute Motion:
Substitute Motion made by Council Member Rowe, seconded by Council Member Kurtz, to amend Case
O-AMD-17-001 (Tree Houses) by removing tree houses from Subsection, 3, Prohibited structures, within Section
14.02.253, Accessory structures and uses.
After discussion that the Council preferred to just provide direction to Staff verses taking action, Council Member
Rowe withdrew the Substitute Motion and Council Member Kurtz agreed.
Mr. Sheridan affirmed that Staff was still instructed, per the P&Z Commission’s motion, to remove the prohibition
of tree houses and include tree houses with the children’s playhouse definition.

Town Attorney Dodd advised that if the changes fell under the prior public hearing notification, even with both
public hearings being closed, then the direction that was provided would be covered under that framework.

14. Consider and take appropriate action regarding the budget reallocations from the construction contingency
funds for the new Trophy Club Town Hall facility; discussion of same (Mayor Sanders).
Town Manager Class stated that on April 25, 2017, Staff was tasked to review and evaluate all past reallocations
from the Town Hall construction contingency fund to identify potential cost savings. The review was completed,
and to date the Town Manager had negotiated three individual credits totaling $14,802.13 back to the contingency
fund. The current contingency fund balance was now $84,614.38. Also on April 25, 2017, the Council authorized
Staff to utilize $33,397.66 of contingency funds for Town Hall landscaping. Following a secondary review of the
private contractor landscaping plan, it was determined that no contingency funds would be expended to complete
Town Hall landscaping. The landscaping project, estimated to cost $12,000, would be completed by the Parks
Department personnel utilizing available operating funds. In addition, Tree City funding was identified and would
be utilized to further offset the cost of Town Hall landscaping.
Mayor Sanders and Council Member Kurtz expressed their gratitude for Staff’s ongoing efforts to save resident
funds.
Mayor Pro Tem Lamont inquired about the Trophy Club Municipal Utility District (TCMUD) No. 1 water meter fee
of approximately $10,000. Town Manager Class responded that the vault was installed for the water meter that
was not necessary, which was invoiced to TCMUD No. 1 and was rejected for payment by the TCMUD No. 1 Board
of Directors.
No action was taken on this item.
15. Consider and take appropriate action regarding the Council Chambers; Public Art and
Decorations/Furnishings for the Foyer and/or Council Chambers; a Building Dedication Plaque; and funding
sources for the new Trophy Club Town Hall facility; discussion of same (Mayor Sanders, Mayor Pro Tem
Lamont, and Council Member Shoffner).
Mayor Sanders discussed that solicitation had begun for Town artifacts in order to possibly display them in the
foyer at the new Town Hall facility. He remarked that it may be appropriate to take action to proceed with
planning decorative items, such as the Town logo, on the curved brick entryway wall, a bronze plaque to be
mounted on the building, and some sort of enhancement on the wall behind the dais in the Council Chambers
since it was a blank wall.
Town Manager Class advised that there were no funds currently budgeted for furniture in the foyer. His desire
was to at that least purchase a desk that would be occupied with a volunteer, from a core of individuals, that
would perform light administrative functions, such as greet residents and answer phones. He also recommended
purchasing seating for the foyer area and display cases to house the Town artifacts.
Mayor Sanders noted that hotel occupancy tax (HOT) funds could be used for public art, which could possibly be
utilized for internal or external art at the Town Hall facility. He acknowledged that the Town was a golf community
and that a statue could be installed to honor that heritage.
Motion:
Motion made by Council Member Shoffner, seconded by Council Member Kurtz, to form a Council Subcommittee,
consisting of Mayor Sanders, Council Member Fleury, and Council Member Shoffner, to work with Staff to review
the mentioned items, and have them brought back for Council’s consideration.
Council Member Shoffner felt that Council Member Fleury could assist with the incorporation of school art from
Byron Nelson High School and Medlin Middle School students to highlight their artwork at Town Hall.

Council Member Jensen recommended installing a dedication plaque that displayed the names of the Council that
were in place when the Town Hall Facility Proposition was approved by the voters, as well as the names of the
Council when the Town Hall opens.
Mayor Sanders received consensus from the Council to proceed with Council Member Jensen’s suggestion of the
dedication plaque.
Council Member Kurtz preferred not to use HOT funds because he wanted to ensure that they remained on budget
according to the Proposition that residents voted for.
The vote was taken.
Motion passed unanimously.
16. Tabled Agenda Item: Consider and take appropriate action regarding proposed Town Council meeting dates
in July 2017; discussion of same (Staff).
Council Member Fleury preferred to hold the July 25, 2017 Council meeting because she would be out of town for
the July 11, 2017 Council meeting.
Town Manager Class advised that pursuant to the Interlocal Cooperation Agreement for Administration of Fire
Protection Services, a Joint Session meeting with the TCMUD No. 1 Board of Directors was required to occur in July
2017; therefore he was proposing to have that meeting on July 25, 2017.
Mayor Sanders pointed out that a possible item to be considered at the Joint Session meeting was the removal of
the stipulation that required TCMUD No. 1 to provide to the Town any amended or revised MUD Rate Order
adopted by MUD not later than sixty (60) days before the effective date of any new rates and charges, within the
Wholesale Water Supply and Wastewater Treatment Services and Water and Wastewater Operational Services
Agreement.
Council Member Jensen recommended maintaining both Council meetings in July and allow for the July 25, 2017
Council meeting to be strictly for TCMUD No. 1 related items.

Explanation:
We have been requested to add the new utility easement because they were unable to use the
previous utility easement that was in the original agreement Councilapproved in March 2016.
All that has changed is the new utility easement from the lease area to the NW has been added
and the lease area equipment was moved to the ROW line. This was done because of the new
sound wall going in the berm as well as the berm is full of utility lines and pipes.

Fleet Replacement Policy
General Policy
It is the policy of the Town of Trophy Club to provide staff with the tools needed
to do the job in a professional, competent, and safe manner. Among the biggest “tools” in
accomplishing the task are motor vehicles. In addition, these items are a very substantial
financial investment and need to be handled in the most economic manner to the Town,
both in their operation and in maximizing their disposal value.
Each vehicle has a number of “lives”. Vehicles have a service life, which is the
amount of time a vehicle is capable of rendering service. Vehicles have a technological
life, which is the amount of time a vehicle is capable of rendering service. Vehicles have
a technological life, which represents the relative productivity decline of the unit as
compared to newer models. Most important, a vehicle has an economic life, which is the
length of time the average total vehicles costis at a minimum. The unit expenses and
costs should be considered in determining fleet replacement recommendations;the
following is a list of those expenses/costs:

3.Maintenance Costs, to include parts availability
4.Downtime
5.Technological Obsolescence
6.Condition
7.Safety
The realities of the budget process, monetary restrictions, and administrative
policies will limit the replacementthat can be made each year, and that priorities must be
set to determine which vehicles to replace with available funds. The purpose of this
policy is to set forth an outline for user departments, in cooperation with the Finance
Departmentto establish these priorities for recommendation to management.
Equipment Replacement Evaluation and Criteria
Vehicles will be evaluated by four criteria: age, mileage, operation &
maintenance cost, condition of body, and mechanical components. A baseline is set for
each criterion and points are assigned, depending on how the item’s data compares to the
base standard. The ratings are low, base (equal to the standard), high and extreme. Points
are assigned as follows: 1-low, 2-base, 3-high, and 4-extreme.
Any point total equaling or exceeding eleven (11) indicates that the vehicle should
be recommended for replacement. The point total is used to rank its replacement priority,
and the larger the number the higher the replacement priority will be. A priority ranking

will be developed for the entire fleet by class of vehicleregardless of departmental
assignment.
Priority ranking is intended to serve as a guide and should be considered along with
manager recommendation. Special circumstancesmight present themselves suchthat a
vehicle may not meet the criteriafor recommendation to replace, but due to
circumstances not captured in the policy a department head may recommendto replace
early. Or on the contrary, a vehiclemay meet the criteria for replacement but the manager
might recommend delayingreplacement because they feel the vehicle can still be of use
with little maintenance costs.
The following is a brief explanation of the rating criteria:
Age:
based on the experience in the class of equipment and industry standards as
recommended by the Government Services Administration, State standards, other cities,
etc., and intended to reflect the least cost and highest resale value to the Town.
Mileage/Hours:
based on the experience in the class of equipment and industry standards
as recommended by the Government Services Administration, State standards, other
cities, etc., and intended to reflect the least cost and highest resale value to the Town.
Maintenance Cost:
The base cost will be a total of maintenance and repaircostsas a
percentage of the original purchase price. Accident and warranty repairs are not to be
included in this total.
Condition:
a physical evaluation made for each vehicle that meets or exceeds the base
standards for age, mileage, and maintenance costs. The criteria would be an assignment
of a repair cost as a percentage of the book value of the vehicle. Vehicle history, such as
accidents would also be considered at this point.
Comments and Other Considerations:

be considered in the evaluation

A PROCLAMATION OF THE TOWN COUNCIL OF THE TOWN OF TROPHY
CLUB, TEXAS, DESIGNATING JULY 2017 AS PARK AND RECREATION
MONTH IN TROPHY CLUB; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS,
parks and recreation programs are an integral part of communities
throughout this country, including the Town of Trophy Club; and
WHEREAS,
our parks and recreation are vitally important to establishing and
maintaining the quality of life in our communities, ensuring the health of all citizens, and
contributing to the economic and environmental well-being of a community and region; and
WHEREAS,
parks and recreation programs build healthy, active communitiesthat aid
in the prevention of chronic disease, provide therapeutic recreation services for those who are
mentally or physically disabled, and also improve themental and emotional health of all
citizens; and
WHEREAS,
parks and recreation programs increase a communitys economic
prosperity throughincreased property values, expansion of the local tax base, increased
tourism, the attraction and retention of businesses, and crime reduction; and
WHEREAS,
parks and recreation areas are fundamental to the environmental well-
being of our community; and
WHEREAS,
parks and naturalrecreation areas improve water quality, protect
groundwater, prevent flooding, improve the quality of the air we breathe, provide vegetative
buffers to development, andproduce habitat for wildlife; and
WHEREAS,
our parks and natural recreation areas ensure the ecological beauty of our
community and provide a place for children and adults to connect with nature and recreate
outdoors; and
WHEREAS,
the U.S. House of Representatives has designated July as Parks and
Recreation Month; and
WHEREAS,
the Townof Trophy Clubrecognizes the benefits derived from parks and
recreation resources.

Consider and take appropriate regarding the acceptance of the Popular Annual Financial Report
for Fiscal Year 2016(Staff).
Explanation:
The Government Finance Officers Association (GFOA) established the Popular Annual Financial
Reporting Awards (PAFR) Program in 1991 to encourage and assist state and local governments
to extract information from their comprehensive annual financial report. The purpose was to
produce high quality, financial reports specifically designed to be readily accessible and easily
understandable to the general public and other interested parties without a background in
public finance, as well as to recognize individual governments that are successful in achieving
that goal. The Town received the Award for Outstanding Achievement from GFOA for its FY
2014 & FY2015 PAFR. This will be the Town’s third PAFR submission.

with the Generally Accepted Accounting Principles (GAAP) and is audited by an independent firm of certified
public accountants, BrooksCardiel, PLLC. of The Woodlands, TX. The CAFR contains additional detailed

PAFR is to convey the information presented in the CAFR in a more comprehensible format.

Consumer Price Index (CPI) adjustment for Calendar Year 2018 (Staff).
Explanation:
During the early stages of Fiscal Year 2015Council elected to reduce the annual annuity
increase of TMRS from 70% of CPI to 30% and asked to be provided the information on an
annual basis to consider all options. With the current annual annuity increase of 30% of CPI,
the TMRS rate for Calendar Year 2018 is 12.91% (a 2.64% decrease from last year’s rate of
13.26%). Choosing an annuity increase of 50% or 70% would increase the TMRS rate for
Calendar Year 2018 to 14.72% or 16.60%, respectively.

THE TOWN OF TROPHY CLUB, TEXAS IS SEEKING CONSULTING AND DESIGN SERVICES TO DEVELOP:
DESIGN OF COMMUNITY GATEWAY MONUMENTSLANDSCAPING
The Town of Trophy Club is issuing a Request for (RF) from qualified firms to
program that:
Welcomes travelers from major entrance points into the town and
Establishes design standards and specifications for entrywaylandscaping; and
Establishes visibility,
safety, maintenance and replacement costs for signage; and
Establishes design standards that is reflective of Trophy Club's identity and culture
BACKGROUND
Trophy Club is a master planned community and was originally developed in 1973 and incorporated in
1985. The Town contains 4.1 square miles with a total population of approximately 13,000 with
complete buildout projected no later than 2020.

Trophy Club employs the Council-Manager form of government with an elected mayor and six-member
Council. The town incorporated in 1985 when the Westlake Town Council agreed to release 2,555 acres
from its ETJ in order for Trophy Club residents to gain more control over the zoning and development
within the town. Careful planning is integral to Trophy Club development and plans are closely reviewed
to ensure that the growth of the community maintains the neighborhood atmosphere that residents
have come to treasure. In 2010 Trophy Club celebrated 25 years of incorporation and much of the

A high standard of living has become central to the Trophy Club culture. Several parks in town offer a
range of amenities and activities, including play grounds, tennis courts, basketball courts, exercise
equipment, paved trails, geocaching, disc golf, nature trails, a dog park, athletic fields and more.
The strategic location of the town places Trophy Club at the center of a major growth area in the DFW
Metroplex. Located on the State Highway (SH) 114 corridor near Southlake, Westlake and Roanoke,

will continue to be a major factor in town growth and redevelopment.
PROJECT
In general, the master signage plan will create a coordinated group of signs that welcome people to the
town and direct them to the places they want to go, as well as identify park facilities. The
and identity shall be integrated, where appropriate, into the wayfinding signage program.
This is a Request for . Submitting firms will be considered for their experience and ability to
complete this project. A final scope of work and schedule will be offered to the short listed firms asked
to submit full proposals.
RESPONSE FORMAT
All RF submittals shall provide the following information for consideration and state the period it shall
remain in effect:
Introductory Letter: Please include a cover letter summarizing your firm's background,
resources, and relevant experience.
Descriptions of Firm, Management, and Team Members: Include descriptions of your
organization and team. This should identify the pro contact
person for the job.
Description of Subcontractors: Identify any portion of the scope of work that will be
subcontracted. Include firm qualifications (brief) and key personnel, telephone number, and
contact person for all subcontractors.
Experience with Similar Projects: Provide a description of at least three (3) similar projects,
including images or schematics of previous wayfinding design work.
References: Provide at least three (3) client references relevant to this type of project.
Project Approach: Provide a written description of your firm's intended approach to the project
that demonstrates an understanding of the issues and tasks at hand, and the firm's ability to
fulfill them. Indicate the role you anticipate team members playing as you go through the
evaluation of existing information, design, production and installation.
INTERVIEW SELECTION CRITERIA
The Town of Trophy Club will evaluate the RFQs based on the following factors and will select firm(s) to
make a full proposal on the project:
a.Qualifications of the firm and experience with past projects; and
b.References
During the evaluation process, the Town may request additional information or clarifications from
the proposers. Based on RFresponses and interviews, qualified firm(s) may be selected to submit a
full proposal and the details of the full project will be released at that time.

REJECTION OF PROPOSALS
The Town expects to select a consulting firm from the submitted, but reserves the right to
request substitutions of firms. The Town also reserves the right to reject any or all responses to the RF,
to advertise for new responses, or to accept any response deemed to be in the best interest of the
Town. A response to this RF should not be construed as a contract or an indication of a commitment of
any kind on the part of the Town, nor does it commit either to pay for costs incurred in the submission
of a response to this request or for any cost incurred prior to the execution of a final contract.
INCURRING COSTS
The Town is not liable for any costs incurred by the firm prior to issuance of a contract.

Explanation:
Tidal Basin is our public assistance consultant. Their services include assistance with grant
application, liaison with FEMA and state. We contracted with Tidal Basin in January 2016. Tidal
Basin assisted the Town in preparing the RFP for debris removal which resulted in the contract
with Ceres Council approved in December 2016. They have prepared an RFP for the permanent
work which staff is reviewing and will send out as soon as possible. Tidal Basin confirmed that
FEMA does not require us to hire debris monitors. Therefore, we will perform that task in
house.
We have contracted with Ceres to perform the debris removal. They will begin the debris
clearance on July 10, 2017. The agreement council approved in December 2016 was not to
th
exceed $81,475. On Friday June 16, 2017 we received a task order from Ceres with a ceiling
price of $52,398.60. We have given notice to proceed to Ceres in the amount of $52,398. We
received a total of approximately $61,000 from FEMA.

payment was made to Oshkosh Capital on October 23, 2014.

property owners. Five of the common areas are maintained by Park staff and three by private
contractors paid by the Town. These properties are more accurately described as follows:
Eagles Ridge: Located on Skyline Drive, is approximately 12,000 square feet of turf area with
two flower beds consisting of various perennials and annuals. The area is currently maintained
by four Park staff members on a weekly basis (40 cycles per year) requiring approximately six
man-hours per cycle.
Staff Comment: According to previous discussions with staff, Eagles Ridge is maintained by the
Town in exchange for a residenthaving donated the brass eagle on corner of Skyline Drive and
Ridgeview Lane.
Fox Pointe: Located on Skyline Drive adjacent to Eagles Ridge, isapproximately 5,000 sq ft of
turf area with one flower bed consisting of various annuals. The areais currently maintained
buy four Park staff members on a weekly basis(40 cycles per year)requiring approximately two
man-hours per cycle.
Staff Comment: According to previous discussions with staff, Fox Pointeismaintained by the
Town in exchange for a residenthaving donatedthe brass eagle on corner of Skyline Drive and

approximately 8,000 sq ft of turf area with two flower beds consisting of various perennials and

cycles per year) requiring approximately three man-hours per cycle.
Staff Comment: It is staff’s understanding that The Woods was part of a Community
Improvement Association agreement which necessitates that it be maintained by the Town.
Right of Way on Village Trail and Trophy Lake Drive: This location is approximately 6,000 sq ft
of turf area, and is currently maintained by two Park staff members on a bi-weekly basis (21
cycles per year) requiring approximately one man-hour per cycle.
Staff Comment: Previous management attempted to turn the Right of Way over to The Church
at The Lakes, but Church management claimed the right of Way belonged to the Town, and the
issue was never pursued further.
Medlin Cemetery: Located adjacent the Trophy Club Country Club on Trophy Club Drive, is
approximately 13,600 sq ft of turf area with four flower beds consisting of various perennials
and annuals. The area is currently maintained by four Park staff members on a weekly basis (40
cycles per year) requiring approximately five man-hours per cycle.
Staff Comment: Memorandum of Understanding attached.
The Lakes Trail: This location is approximately 1.2 acres of turf area, and is currently being
maintained by a private contractor on a bi-weekly basis (21 cycles per year) at $100.00 per
cycle.
Staff Comment: Staff understands that the Lakes trail system was turned over to the Town
previously which necessitates that it now be maintained by Town staff.
Lot on Sonora Drive: This location is approximately 5,200 sq ft of turf area, and is currently
being maintained by a private contractor on a bi-weekly basis (21 cycles per year) at $45.00 per
cycle.
Staff Comment: Staff understands the Sonora lot is owned by the Town and subject to sale or
transfer to adjacent property owners.
Gas Well Site adjacent Highlands Court: This location is approximately 20,000 sq ft of turf
area, and is currently being maintained by a private contractor on a monthly basis (21 cycles
per year) at $55.00 per cycle.
Staff Comment: Staff understands the property adjacent the gas well site is owned by the Town
and subject to sale or transfer to adjacent property owners.

1/12/2016 – At the January 12, 2016 Council meeting, Council made TCMUD No. 1 an offer
regarding the Annex Building.
5/10/2016 - Town Manager Seidel advised that Town Staff are continuing to work on this
item.
8/9/2016 - Mayor Sanders advised that several items have taken precedence and that this
item can remain on the list until the applicable time to deal with it.
9/19/2016 – This item was scheduled to be placed on a future Joint Meeting agenda,
tentatively for January 2017, with the TCMUD No. 1 Board of Directors.
11/8/2016 – Council consensus was to leave this item on the Future Agenda Items list.
2/20/2017 – Council moved this item to be discussed during the February 25, 2017 Council
Retreat.
3/28/2017 – Mayor Sanders added the maintenance building by the Wastewater Treatment
Plant to this item.
5/23/2017 - Mayor Sanders advised that his intent was that the Annex Building would be
utilized for Town storage after Staff relocated into the new Town Hall facility
.
2. Discussion of Green Ribbon grants for the beautification along the sound wall on State

6/14/2016 – Mayor Sanders advised that when the sound wall along State Highway 114 is
installed, this item would assist with shrubbery and landscaping through a grant application.
9/13/2016 – Mayor Sanders received consensus to leave this item due to the upcoming
construction of the sound wall. Town Manager Seidel advised that it could be accomplished
through a tri-city partnership with Westlake and Roanoke.
12/13/2016 – Council consensus was to leave this item on the Future Agenda Items list.
3/28/2017 – Mayor Sanders advised that he wanted to pursue moving forward with this
item because this grant greatly assisted with the beautification of Davis Boulevard through
the Town of Westlake.
6/13/2017 – Mayor Sanders requested to delay this item for an update because the
Metroport Cities Partnership was attempting to secure a Regional Green Ribbon Grant for
the beautification of the State Highway 114 corridor through Westlake, Trophy Club, North
Lake, and Roanoke.

Explanation:
Each year on September 30th, the term of one of the two members appointed by participating
municipalities expires, and this year it is the term of Town of Copper Canyon Mayor Sue Tejml.
This triggered a two-step process for municipalities.
We have completed the first step on April 25, 2017, by approving Resolution No. 2017-07,
nominatingMayor Sue Tejml as a candidate for appointment to the Board of Managers of the
Denco Area 9-1-1 District.
We are now at the second step, which is to vote, through a Resolution, to appoint one of the
following nominees and advise the District of our selection by 5 p.m. on September 15th.

A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF
TROPHY CLUB, TEXAS, APPOINTINGONE MEMBER TO THE BOARD
OF MANAGERS OF THE DENCO AREA 9-1-1DISTRICT; AND
PROVIDING AN EFFECTIVE DATE.
WHEREAS,
Section 772, Health and Safety Code, provides that two voting
members of the Board of Managers of an Emergency Communications District shall be
appointed jointly by all cities and towns lying wholly or partly within theDistrict.
NOW, THEREFORE, BE IT RESOLVED BY THE TOWN COUNCIL OF THE
TOWN OF TROPHY CLUB, TEXAS:
Section 1. That the Town of Trophy Club, Texas, hereby votes to appoint _____
as a member of the Board of Managers of the Denco Area 9-1-1 District.
Section 2. Thatthis resolution shall become effective immediately upon its
passage and approval.
