Minutes Parks 02/21/2017 T117- MINUTES OF A REGULAR PARKS & RECREATION BOARD MEETING FOR THE TOWN OF TROPHY CLUB TOWN OF LOCATION: 295 TROPHY CLUB DRIVE, TROPHY CLUB, TROPHY CLUB TEXAS Tuesday, February 21, 2017 7:00 P.M. STATE OF TEXAS COUNTY OF DENTON § The Parks & Recreation Board of the Town of Trophy Club, Texas, met in a Regular Session on Tuesday, February 21, 2017 at 7:00 p.m. The meeting was held within the boundaries of the Town and was open to the public. Chairwoman Nimphius called the meeting to order at 6:58 p.m. noting a quorum was present. REGULAR SESSION Citizen Presentations: Chad Reithmeier, who is running for a Town Council position, attended the meeting to introduce himself to the board members. 1. Discuss and take appropriate action on the approval of the January 16, 2017 minutes. Board Member Farrell made a motion to approve the January 16, 2017 minutes. Board Member Davis seconded the motion. The motion passed unanimously. 2. Staff/Board Updates on the following items; discussion of same. a. Community Challenge The Town is currently holding the second place position in the Community Challenge. Chairwoman Nimphius suggested that other Board Members become more involved by posting selfies and getting other community members to register. If our Town wins the challenge, we will win a grant that will go towards anything related to Parks and Health/Wellness. The first place winner will also win fifteen (15) tickets to the IT'S TIME TEXAS Health Summit in the summer. The next community workout will take place on Saturday, March 18 from 9:00 a.m. — 10:00 a.m. at Independence East Park. b. Harmony Park The parking lot at Harmony Park is graded but concrete has not been poured yet. The parking lot should be completed by late spring and will feature 72 spaces with 3 handicapped spaces as well as spaces for people to park golf carts. The storage shed is now complete and ready to be used. It will be shared between the Parks Department and the soccer association to house equipment. c. Independence Park The parking lot construction at Independence West is almost finished. Light standards still need to put in. Parks and Recreation Director Adam Adams mentioned implementing a July 4,h event or ceremony at the Veterans Memorial once the parking lot is completed. d. Lakeview Park Fields will be ready for soccer to use on March 20. e. Trophy Club Park The Parks and Recreation Department received grant funding for$184,000, with a 20% match by Town, for the Park. The grant was initially drawn up in 2009 but was just now accepted and dispersed. The grant will be taken to Town Council at their next meeting in March. The Parks Department also applied for a $500,000 grant, with a 20% match by Town, to put in a second motocross area. f. Back to Nature Back to Nature will take place on Saturday, March 18 from 11:00 a.m. to 2:00 p.m. at Trophy Club Park. There will be multiple vendors including Dallas Paleontology Society, Marshall Creek Ranch, Wildlife on the Move, and In-N-Out Burger. There will be about 20 volunteers to assist staff and vendors. Staff will be adding a promotional item for all who attend the event. The Spring Family Campout will also be taking place on March 18. This year staff is implementing a full serviced breakfast after listening to participant feedback. There will also be a scavenger hunt for kids as well as outdoor games for people to participate in. g. Activity Brochure The 2017 Activity Guide will be out in March. Staff are trying to put on a least one event per month. Department staff also in the process of developing partnerships and gaining sponsors for new events. 3. Discuss and provide input concerning future park video topics. Chairwoman Nimphius stated that she is going to put together monthly videos that highlight not only are parks but also introduce the Board Members. March — Independence East Park April — Harmony Park May— Freedom Dog Park June— Independence West Park 4. Discuss and provide input concerning pool use by groups affiliated with local businesses. The main concern when it comes to groups at the pool is overcrowding. Department Staff are going to come with a group policy to help keep capacity down. One main rule will be that groups must tell pool staff and schedule when they will be coming, beforehand. This will help pool staff better prepare for their arrival. Park Board will vote on this in April and it will be passed to Town Council for approval at their first May meeting.. 5. Discuss and provide input concerning concession stand operations at the pool. Parks and Recreation Director Adam Adams mentioned that the concession loses money every year. Staff is going to work to hand over operations to the youth sports associations as a way for them to raise money. The concession stand will only operate on the Saturday and Sunday. Staff is going to look into purchasing vending machines so patrons have a place to purchase snacks and drinks during the week. 6. Discuss and provide direction concerning a reduction in the number of regularly scheduled meetings throughout the year. Park Board meetings will now be quarterly in the months of January, April, July, and October with the caveat that there could be special called meetings to address specific topics as needed in a timely manner.
