The Parks & Recreation Board of the Town of Trophy Club, Texas, met in a Regular Session on
Monday, July 18, 2016 at 7:00 p.m. The meeting was held within the boundaries of the Town
and was open to the public.

Call to order and announce a quorum.
Chairman Bilbrey called the meeting to order at 7:07 p.m. noting a quorum was present.
REGULAR SESSION
Citizen Presentations:
1. Discuss and take appropriate action on the approval of the May 16, 2016 minutes.
Vice Chairman Hanna made a motion to approve the May 16, 2016 minutes with a small
correction — change the name "Board Member" to "Vice Chairman" for Vice Chairman
Hanna. Board Member Murray seconded the motion. The motion passed unanimously.
2. Staff/Board updates on the following; discussion of same:
a. July 4th Celebration
Attendance at the Community Pool was lower due to the elimination of non-
resident entries. There were around 1,000 resident wristbands given out and 200
non-resident wristbands sold. Attendance at the celebration was 5-10% lower,
but there was an increase in resident attendance. The wait times for the rides
were still long like prior years. Hotel residents received wrist bands for the event.
b. Future capital projects
i. Switch lifeguard training programs from the Red Cross to Jeff Ellis and
Associates at the Community Pool.
ii. Update the restrooms at Independence Park West that were built in 2003.
The price to update the restrooms is $140,000.
iii. Buy a new sound system for events. The cost is $5,000.
iv. Add a shade structure at the spray pad. The cost is $40,000.
v. Install wrought iron fences at Harmony Park and Lakeview. The cost is
$36,000 for both.
vi. Add a shade structure at Independence Park West to cover part of the
NEOS system. The cost is $40,000.
There are also replacement items that have been requested in the 2017 budget.
Staff has requested to buy a parks vehicle, ditch witch, and a top dresser.
c. Harmony Park
Teague Nall and Perkins presented designs to the Town Council for an additional
parking lot. Parks staff has replaced sod on sections of the fields. Staff has
requested the replacement of the wood benches with powder coated benches.
Staff is waiting on the youth soccer association to create a "wish list" of items that
they want for future years.
d. Lakeview soccer fields
The project to update the fields is progressing well. The irrigation should be
installed soon.
e. Community Pool
Resident memberships increased from 572 in 2015 to 699. The overall
attendance at the pool is lower this year due to the elimination of non-residents.
f. Independence Park
The baseball association has requested scoreboards and a batting cage at the
Independence Park West baseball fields. The shade structures for the dugouts
were eliminated from the 2017 budget. The NEOS system has been installed and
the electricity should be hooked up soon. Staff is working on the cost estimation
of the Veterans Memorial parking lot. Teague Nall and Perkins estimates that the
parking lot will cost $80,000.The goal for the completion date is to be done by
Veteran's Day.
g. Trophy Club Park
FEMA awarded the park $80,530 for debris removal and $283,021 for the
replacement of park amenities. Staff is planning to open portions of the off-road
trails on June 30th. Grapevine Lake is 5 ft. above normal level. Staff estimates the
town will recover the loss of revenue from the flood in 4 to 5 years.
h. Town maintenance and irrigation
On September 30th, the Highland's HOA is moving to their own irrigation system.
Parks staff will maintain the irrigation on the slip roads and medians. Staff is
presenting a plan to Town Council for the current HOA maintenance company to
continue maintenance of the Town's property. The Town still plans to water these
areas.
i. Golf cart parking in parks
Staff has identified Harmony and Independence Park for golf cart parking. The
motorized ordinance and parks ordinance need to be changed before golf cart
parking is allowed. Staff is working on cost estimations for the parking areas.

ilNimphi l conded the motion. The motion passed unanimously.
