The Parks & Recreation Board of the Town of Trophy Club, Texas, met in a Regular Session on
Monday, March 21, 2016 at 700 p.m. The meeting was held within the boundaries of the Town
and was open to the public.

Call to order and announce a quorum.
Chairman Bilbrey called the meeting to order at 7:00 p.m. noting a quorum was present.
REGULAR SESSION
Citizen Presentations:
1. Discuss and take appropriate action on the approval of the February 15, 2016
minutes.
Board Member Harina made a motion to approve the February 15, 2016 minutes with a
small correction — specify the location of the proposed location of the community garden
in item 4b. Board Member Hocker seconded the motion. The motion passed
unanimously.
2. Discuss and provide input concerning the CAPRA accreditation process.
The Board watched a CAPRA video that described the benefits of the accreditation. The
process of obtaining CAPRA could take a year or two for staff to achieve. Director
Adams gave a brief overview of CAPRA.
3. Discuss and provide input concerning the implementation of wrist bands for
certain activities at this year's Fourth of July Celebration.
To help alleviate lines and wait-time for residents, the board agreed that wrist bands are
a good idea for the evening event and would like to propose to council that residents
receive free wrist bands and non-residents are charged $10 for a wrist band. Wrist
bands will be used for inflatables, face painting and balloon animals. Entrance to the
event and listening to the band are free to all attendees.
4. Staff/Board updates on the following; discussion of same:
a. Trophy Club Park
The park is still under water. No specific time of when motorized area will re-
open. As soon as the water goes down staff is ready to post RFP for debris
clean up.
b. Lakeview Park
The bid time has been extended. It expires next week. Staff needs to get sod
installed in June and fence off the area. Hopefully, soccer can begin playing in
August.
c. Independence Park
Kickball has started and has 12 teams. Parking options near the Veterans
Memorial/Independence Park will be discussed at the April 12th council meeting.
d. Harmony Park
Soccer will practice at Harmony Park until Lakeview opens.
e. Medians
Staff is categorizing all medians and determining what work needs to be done on
each median.
f. Easter Recap
Event went well and was well attended. Several council members attended, as
well a Park Board member. Churches have slowly backed out of participating
because they have opted to hold their own events.
g. Tree City
Director Adams has completed the paperwork for the town's Tree City status.
h. Activity Guide
The Activity Guide was mailed a little late this year, but is currently online for
residents to view. Summer registration begins on April 1, 2016.
i. Community Garden
Staff has requested that the committee attend the April 12th council meeting. All
beds that were built at Harmony have been dismantled.

Vice Chairman Hanna made a motion to dismiss the meeting at approximately
8:13 p.m. Boa ember Hooker seconded the motion. The motion passed unanimously.
