ORDINANCE NO. 2000-21
AN ORDINANCE OF THE TOWN OF TROPHY CLUB, PROVIDING FOR
THE CREATION, OF A PARKS AND RECREATION COMMITTEE;
REPEALING AND REPLACING RESOLUTION NO. 85.3 ESTABLISHING A
PARKS AND RECREATION STUDY COMMITTEE; PROVIDING FOR
MEMBERSHIP; PROVIDING FOR TERMS OF OFFICE; PROVIDING FOR
APPOINTMENT OF CHAIRPERSON; PROVIDING FOR OBLIGATIONS
AND DUTIES OF THE COMMITTEE; PROVIDING FOR CONDUCT OF
MEETINGS; PROVIDING FOR REMOVAL FROM BOARD AND
VACANCIES; PROVIDING A CUMULATIVE AND REPEALER CLAUSE;
PROVIDING A SEVERABILITY CLAUSE; PROVIDING FOR
ENGROSSMENT AND ENROLLMENT; AND PROVIDING AN EFFECTIVE
DATE.
WHEREAS, the Town of Trophy Club, Texas ("Trophy Club") is empowered under
§51.001 of the Texas Local Government Code to adopt an ordinance or rule that is for the good
government of the Town; and
WHEREAS, it is the duty and responsibility of the Trophy Club Town Council to see
that the future operation and management of parkland is conducted in the public's interest and
produces optimal benefits and enjoyment to citizens; and
WHEREAS, the Trophy Club Town Council is hereby undertaking its obligations to its
citizens and the responsibility for making a comprehensive analysis of all issues relating to the
acquisition, utilization, management and maintenance of park facilities; and
WHEREAS, the Trophy Club Town Council has determined it can perform this task in a
more efficient manner with the formation of a committee comprised of qualified citizens.
NOW THEREFORE, BE IT ORDAINED BY THE TOWN COUNCIL OF THE
TOWN OF TROPHY CLUB, TEXAS:
SECTION 1.
CREATION OF PARKS AND RECREATION COMMITTEE
The Town Council of the Town of Trophy Club, Texas does hereby order the abolition of
the Parks and Recreation. Study Committee and creates in its place the Parks and Recreation
Committee.
SECTION 2.
MEMBERSHIP
The Parks and Recreation Committee shall consist of ten members to be appointed by the
Town Council. Said members shall serve at the pleasure of the Town Council. These members

shall consist of seven resident members, one staff liaison, one sports association liaison, and one
council liaison.
SECTION 3.
TERMS OF OFFICE
Resident members of the Parks and Recreation Committee shall serve two-year terms.
Four resident members shall be appointed in each odd numbered year, and three resident
members shall be appointed in each even numbered year. The staff liaison and council liaison
and sports association liaison shall be appointed each year.
SECTION 4.
CHAIRPERSON
The Parks and Recreation Committee shall appoint a member of the Parks and Recreation
Committee to serve as Chairperson.
SECTION 5.
OBLIGATIONS AND DUTIES OF COMMITTEE
The Parks and Recreation Committee shall carry out for the Town Council the
obligations of comprehensively investigating all issues and topics relating to the development,
acquisition, utilization, management and maintenance of parks in the Town of Trophy Club and
make recommendations thereon to the Town Council of the Town of Trophy Club. The
obligations and duties of the Parks and Recreation Committee are set out more particularly as
follows:
a. Assist in the development and refinement of an annual Parks Department budget.
b. Provide oversight of the expenditure of budgeted Park funds.
Develop a recommendation regarding the most appropriate administration and use
of park facilities;
d. Take all necessary steps to ensure safety at all park facilities.
e. Make recommendations to ensure compliance with all local, state and federal laws
as they apply to park facilities.
f. Participate in the study and assessment of the need for new park facilities.
g. Participate in the planning of park facility construction.
h. Facilitate park related communication between the Town and other governmental
entities and associations.
i. Assist in the development and review of all park related ordinances.

Assist Town staff in applying for and acquiring park related grants and other
funding opportunities.
k. Encourage and facilitate citizen input as it relates to park facilities.
SECTION 6.
CONDUCT OF MEETINGS
The Park and Recreation Committee shall post public notice of each of its meetings and
the Committee may receive public input as it deems appropriate. The Committee shall maintain
records of its proceedings and shall report to the Town Council as necessary.
SECTION 7.
REMOVAL AND VACANCIES
The resident members of the Parks and Recreation Committee shall be subject to removal
from office by the Town Council for any cause deemed by the Council to be in the best interest
of the Town. The absence from three (3) regular meetings of the Parks and Recreation
Committee by any resident member shall automatically create a vacancy on the Parks and
Recreation Committee. Any vacancy in the membership of the Parks and Recreation Committee
by any reason shall be filled by a majority vote of the Town Council for the unexpired term of
the member causing the vacancy.
SECTION S.
CUMULATIVE, REPEALER CLAUSE
That this Ordinance shall be cumulative of all other Ordinances and shall not repeal any
of the provisions of said Ordinances except those instances where those provisions are in direct
conflict with the provisions of this Ordinance; provided, however, that Resolution 85-3 of the
Town shall be and is hereby repealed, but provided that any complaint, action, claim or lawsuit
which has been initiated or has arisen under or pursuant to Resolution 85-3 on the date of
adoption of this Ordinance shall continue to be governed by the provisions of the said Resolution
and for that purpose the said Resolution shall remain in full force and effect.
SECTION 9.
SEVERABILITY
1f any section, article, paragraph, sentence, clause, phrase or word in this Ordinance, or
application thereof to any person or circumstance, is held invalid or unconstitutional by a Court
of competent jurisdiction, such holding shall not affect the validity of the remaining portions of
the Ordinance, and the Town Council hereby declares it would have passed such remaining of
the Ordinance despite such invalidity, which remaining portions shall remain in full force and
effect.
SECTION 10.
ENGROSSMENT AND ENROLLMENT

The Town Secretary of the Town of Trophy Club is hereby directed to engross and enroll
this Ordinance by copying the exact Caption and Effective Date clause in the minutes of the
Town Council of the Town of Trophy Club and by filing this Ordinance in the Ordinance records
of the Town.
SECTION 11.
EFFECTIVE DATE
This ordinance shall be in full force and effect from and after its passage and publication
as required by law, and it is so ordained.
PASSED AND APPROVED by the Town Council of the Town of Trophy Club, Texas,
