Minutes Parks 08/17/2015T(C�*7 TOWN OF TROPHY CLUB STATE OF TEXAS COUNTY OF DENTON M MINUTES OF A REGULAR PARKS & RECREATION BOARD MEETING FOR THE TOWN OF TROPHY CLUB LOCATION: 100 MUNICIPAL DRIVE, TROPHY CLUB, TEXAS Monday, August 17, 2015 7:00 P.M. I The Parks & Recreation Board of the Town of Trophy Club, Texas, met in a Regular Session on Monday, August 17, 2015 at 7:00 p.m. The meeting was held within the boundaries of the Town and was open to the public. Chairwoman Little called the meeting to order at 7:00 p.m. noting a quorum was present. REGULAR SESSION Citizen Presentations: 1. Discuss and take appropriate action on the approval of the June 15, 2015 minutes. Board members Bilbrey and McCollister arrived late to the June meeting. Board member Abdulky made a motion to approve the June 15, 2015 minutes with the correction to attendance. Board member Davis seconded the motion. Chairwoman Little abstained. Motion passed unanimously. 2. Discuss and provide input concerning the FEMA clean-up and restoration process at Trophy Club Park. Director Adams let the board know that FEMA will cover 75% of the cost and the Town will cover 25%. FEMA funding covers: clearing debris, repairing damage, and identifying areas that can be improved that were damaged by the flood. The Town has 60 days to submit a list of these items to FEMA. Funding is not received from FEMA until debris removal is complete. Staff would like to include an improved road as part of the FEMA funding request. Director Adams is planning to ask the CORP if we can include dredging the channel connected to the boat ramp as part of our request to FEMA. RV pads will be included in the request for funds. Staff would like for portions of the park to be open in October. Volunteer hours are important to the scope of the FEMA project list. Staff will work with the town's PIO on a communication plan to inform residents of the clean-up effort. Director Adams asked the board to email him with any suggestions on the project. As volunteer events make it onto the calendar, staff will ensure that drinks and snacks will be provided during each event. To assist with volunteer scheduling (leading up to events and day of), staff will utilize online volunteer software. In addition to the software, the gate attendant at the park may also help log volunteer's time. The first big clean-up event will likely be in September. Staff is currently taking bids from contractors regarding debris removal. During the clean-ups, staff will educate volunteers that wildlife is present and that volunteers need to be cautious. Staff will consider the use of volunteer waivers. 3. Staff/Board update on the following items; discussion of same. a. Independence East Director Adams let the board know that the baseball contract has been signed by both Council and TCRYBA. Kickball registration is open and the league has formed a Kickball Board that will review rules and league logistics. Kickball will be played on fields 5 — 7 on Wednesday nights. b. Harmony Park Community Garden will be discussed at September 8, 2015 Council meeting. The gardens are currently "on hold" until Council gives approval for plans to continue. c. Lakeview Soccer Fields TNP has submitted plans for the redesign of Lakeview fields. d. Board operation/issues Chairwoman Little let the board know that four spots will be open and the town has accepted six applications. Several board members will not be re -applying: Little, Abdulky, Folley. There may be a reduction in the number of board members — awaiting a decision from Council. Adjourn Board member Abdulky made a motion to dismiss the meeting at approximately 8:17 p.T. Board member IHanna,%seconded the motion. The motion passed unanimously.
